    Few skilled workers in the UK have flexible working time - GPs are the exception - most can only choose between unemployment, or full-time work, which has changed little in recent years, while part time work is mainly unskilled. This market rigidity imposes major welfare losses, in contrast to flexibility of worktime for all in the Netherlands, which has the best work-life balance. Stagnating real wages and rising employer market power and inequality follow declining unionisation, but a standard four-day week, tax reform, basic income, and flexibility rights for all could reverse these trends and provide major welfare gains.

    Die schnell wachsende Corona Pandemie im Jahr 2020 hat die Welt weitgehend in eine wirtschaftliche Stagnation gebracht. Die Auswirkungen des fast unterbrochenen Flugverkehrs, der stillgelegten Industrie und des wirtschaftlichen Lockdowns auf die Umwelt, insbesondere auf die Luftqualität, sind enorm; aber auch auf die wirtschaftlichen und sozialen Folgen der Krise. Dieser Stillstand scheint wirtschaftlich und sozial kaum nachhaltig zu sein. Wir sollten uns jedoch jetzt fragen, was wir aus der Situation lernen können, um die Globalisierung in Frage zu stellen, zukünftige vergleichbare Krisensituationen besser abzufangen und den Schritt zu einer nachhaltigeren Entwicklung auf ökologischer, wirtschaftlicher und sozialer Basis zu gehen. Das Arbeitspapier identifiziert dabei die Bereiche des Externalitätenmanagements zur Verbesserung der Umweltqualität, Digitalisierung und Netzerweiterung sowie des Grundeinkommens als zentrale Konzepte, die in und nach der Krise angegangen werden müssen. Konkrete Konzepte werden am Ende des Papiers vorgeschlagen und diskutiert. The rapidly expanding corona pandemic in 2020 has largely brought the world to an economic stagnation. The impact on the environment, especially on air quality, from almost suspended air traffic, idle industry and economic lockdown is enormous, but also the economic and social consequences of the crisis. This state of stagnation hardly appears to be economically and socially sustainable. However, we should ask ourselves right now what we can learn from the situation in order to question globalization, better intercept future comparable crisis situations and take the step towards more sustainable development on an ecological, economic and social basis. The paper identifies the areas of externality management to improve environmental quality, digitalization and network expansion as well as basic income as central concepts that need to be addressed in and after the crisis. Concrete concepts are suggested and discussed at the end of the paper.

    While basic income (BI) has long been advocated for its social benefits, some scholars also propose it in response to the ecological crises. However, the empirical evidence to support this position is lacking and the principles of an ‘ecological basic income’ (EBI), one with the potential to address the social and ecological crisis, are underdeveloped. This paper argues that an EBI should align with post-growth perspectives, aiming to lower material throughput, improve human needs satisfaction, reduce inequalities, rebalance productive activity towards the autonomous sphere, and shift societal values towards cooperation and sufficiency. It then examines how selected BI pilots have considered the principles of an EBI in their designs and evaluations and discusses what their findings infer about BI’s ecological credentials. The results find ecological considerations to be largely absent from the implementation of BI pilots. However, their findings suggest that interventions adopting the principles of an EBI have the potential to address the ecological crises.

    Proponents of a basic income (BI) claim that it could bring significant reductions in financial poverty, on top of many other benefits, including greatly reduced administrative complexity and cost. Using microsimulation analysis in a comparative two-country setting, we show that the potential poverty-reducing impact of BI strongly depends on exactly how and where it is implemented. Implementing a BI requires far more choices than advocates seem to realize. The level at which the BI is set matters, but its exact specification matters even more. Which parts of the existing tax-benefit system are maintained, and which parts are abolished, modified or replaced? The impact of a BI, be it a low or a high one, thus strongly depends on the characteristics of the system that it is (partially) replacing or complementing, as well as the socio-economic context in which it is introduced. Some versions of BI could potentially help to reduce poverty but always at a significant cost and with substantial sections of the population incurring significant losses, which matters for political feasibility. A partial basic income complementing existing provisions appears to make more potential sense than a full basic income replacing them. The simplicity of BI, however, tends to be vastly overstated.

    While unconditional cash transfers have been studied extensively in developing countries, little is known about their effects in a wealthier context. Through a randomized controlled trial, we study the employment effects of a generous and unconditional transfer targeting low-income families in Spain. Two years into the program, subjects assigned to treatment are 20 percent less likely to work than subjects assigned to a control group. Assignment to an activation plan does not attenuate adverse effects; a more lenient transfer withdrawal rate does. It appears that effects are driven by subjects with children, suggesting substitution of labour for care tasks.

    Basic income advocates see a universal income grant, no questions asked, as bringing many potential benefits, not in the least as an ironclad protection against poverty, if set high enough. It is hard to know with any certainty what a world with a sizeable basic income would look like but we can make theoretically and empirically informed guesses about its likely first-round impacts. Neither the insights we get from (quasi-)experimental research nor those from (micro-)simulation modelling are very encouraging. The estimated first-round effects on poverty are for the most part disappointing, especially in countries with comparatively well-functioning social protection systems. Aggregate employment is likely to fall, especially affecting women. It requires an enormous leap of faith to assume that the effects further down the road would be miraculously better. Moreover, there seems to be a vast gap between what people think a basic income would bring them and how it would actually impact them. Under any plausible scenario there would be many net losers. In short, there are few sound reasons at this time to argue for replacing the better performing social protection systems currently in place with a basic income, especially if a more adequate social floor is the main concern.

    In a given society, those who are least advantaged would allegedly benefit the most from receiving a basic income. However, the merits of such a policy are generally debated according to the effects on society as a whole, not specifically on the most marginalized; thus, the potential benefits of a basic income for marginalized groups is unclear. To address this gap, I identify homeless people in Germany as the least advantaged and assess how this group would be impacted by a basic income based on real libertarian, liberal egalitarian, and republican theories of justice. Specifically, I show how introducing a basic income would affect the homeless population in Germany in terms of income, self-respect, and power. While a basic income could increase most of the homeless population's income and improve communal relations, the stigma attached to homelessness will only decrease insofar as the basic income policy helps people exit homelessness. Moreover, a basic income would decrease power imbalances between the homeless population and state agencies, but the policy's effects on relations between homeless persons and fellow citizens, particularly landlords, are ambiguous. This article contributes to the theoretical discussion on a basic income, providing a new concern about whether such a policy is fair to the homeless population. Moreover, this article is relevant in practice, as the discussed effects may prompt avenues for designing future social policies that address the homeless population as the most vulnerable group in modern welfare states.
