    This paper examines the effects of a government regularization program offered to half a million Venezuelan refugees in Colombia. For this purpose, 2,232 surveys of refugee families were collected and used to compare refugees who arrived in Colombia around a specified eligibility date in 2018. We find that program beneficiaries experienced improvements in consumption (60 percent), income (31 percent), physical and mental health (1.8 sd), registration rates in the system that assesses vulnerability and awards public transfers (40 pp), and financial services (64.3 pp), relative to other refugees. The program also induced a change in labor formalization of 10 pp.

    This paper studies the effectiveness of tax amnesties and their impacts on capital taxation and public spending. We leverage rich policy variation from Argentina, where left- and right-wing governments implemented multiple programmes and achieved varying success. After numerous failed enforcement efforts, its 2016 scheme reportedly revealed assets worth 21 per cent of GDP-the world's most successful tax amnesty. We use detailed data from fiscal tabulations spanning two decades and obtain three key results. First, despite substantial offshore tax evasion, declared foreign assets quadrupled after the 2016 amnesty. Second, disclosures were extensive among the wealthiest 0.1 per cent of individuals, who more than doubled their declared assets. Third, improving tax compliance has sizeable fiscal externalities on capital taxes and social transfers: the wealth and capital income tax bases more than doubled, and the amnesty's earmarked revenue boosted pension benefits by 15 per cent. We conclude by discussing the lessons from Argentina's experience with amnesty programmes.

Our results suggest the amnesty reduced the likelihood that program beneficiaries would have a child due to better labor market opportunities for women and greater access to family planning resources through health care services.

    How does easing the economic integration of forced migrants affect native voting behaviors in the Global South? This paper assesses how the regularization of half a million Venezuelan forced migrants affected the electoral choices of Colombian natives by comparing election results in municipalities with higher and lower take-up rates for a program that supports forced migrants. The findings show negligible impacts on native voting behavior. The study then conducted a survey experiment to investigate the lack of voter response. Even after receiving information about the program, Colombian voters showed no changes in voting intentions or prosocial views toward migrants. This suggests that their indifference did not stem from a lack of awareness about the program. In contrast, the electoral indifference of natives may be explained by the fact that the program did not change labor and crime outcomes for native Colombians, and most migrants remained in the informal sector despite benefiting from the program through improvements in labor conditions and better access to public services.

    This study assesses if nudges in the form of informational videos sent via WhatsApp are effective in boosting take-up rates among vulnerable populations, specifically in the context of a regularization program for Venezuelan forced migrants in Colombia. The study randomly assigned 1,375 eligible migrants to receive one of three informational videos or be in a control group. The videos aimed at solving issues related to awareness, trust, and bottlenecks in the step-by-step registration. The main results indicate that program take-up rates for individuals who received any video, were eight percentage points lower compared to the control group. The effects are mostly driven by the treated individuals who received the links but did not watch the videos, who are older, busier, and with less internet access relative to other treated individuals. Additionally, the study evaluates the effectiveness of iterative WhatsApp surveys in collecting data from hard-to-reach populations. It finds that iterative WhatsApp surveys had low retention rates, and iterative contacts do not helped to reduce attrition.
