This publication recommends actions to enable the machineries for the advancement of women to strengthen gender mainstreaming in public policy instruments and implementation actions in relation to climate change. This would enable the lead agencies and managers responsible for the implementation of public policies on behalf of gender equality and women’s autonomy to become more actively involved, and to play a transformative leadership role in the climate change response, both nationally and internationally. The objectives are to ensure that gender equality and the autonomy of all women and girls, in their diversity, are prioritized and comprehensively addressed in the climate change actions deployed both nationally and regionwide; and to enable women to participate fully as climate actors, bolstering their resilience and that of their communities to fulfil the 2030 Agenda and achieve the goals of the Paris Agreement. The document is also addressed to the institutions that form the gender architecture in the different branches and levels of government, along with civil society entities, especially feminist organizations, academic sectors, and, in general, all sectors interested and involved in promoting public policies in response to climate change and the coronavirus disease (COVID-19).

Forty-five years ago, the first Regional Conference on the Integration of Women into the Economic and Social Development of Latin America was held (Havana, 1977), as an intergovernmental platform for the region following the World Conference of the International Women’s Year (Mexico City, 1975). This meeting culminated in the adoption by the governments of the region of the Regional Plan of Action for the Integration of Women into Latin American Economic and Social Development, the region’s first road map for active inclusion of women in economic, political, social and cultural life, and increased awareness of the obstacles they faced in improving their circumstances, given multiple inequalities. The governments of the region thus gave the Economic Commission for Latin America and the Caribbean (ECLAC) a mandate to convene periodically, at intervals of no more than three years, a Regional Conference on Women. This report is a contribution to implementation of the commitments assumed. It compiles the agreements adopted by governments at the sessions of the Regional Conference on Women in Latin America and the Caribbean, and is a tool for consultation, but above all for action and construction of a future based on the collective memory of the women of Latin America and the Caribbean and of the care society; a future of sustainable development with equality and sustainability of life as principles to drive the change of era sought by the region. Foreword .-- Regional Plan of Action La Habana (1977) .-- Regional Programme of Action Mar del Plata (1994) .-- Santiago Consensus (1997) .-- Lima Consensus (2000) .-- Mexico City Consensus (2004) .-- Quito Consensus (2007) .-- Brasilia Consensus (2010) .-- Santo Domingo Consensus (2013) .-- Montevideo Strategy (2016) .-- Santiago Commitment (2020) .-- Reservations and declarations.

Resumen .-- Introducción .-- I. La noción de autonomía .-- II. Repensando la autonomía física y sus distintas dimensiones .-- III. Los costos de la omisión .-- IV. Propuestas para avanzar en políticas públicas que garanticen la autonomía de las mujeres.
