    The COVID-19 pandemic and the ongoing vaccination process calls for decisive, internationally coordinated and forward-looking action. We propose short-, medium- and long-term actions and emphasise that the political pressure for action should not only focus on short-term management, but on building long-term structures that are crucial to prepare for future epidemics or pandemics. Four key challenges need to be addressed in order to achieve global control of COVID-19 by using vaccines. First, vaccines need to be produced at scale; second, they should be priced affordably; third, they have to be allocated globally so that they are available where needed; and fourth, they have to be deployed and utilised in local communities. Challenges in production are producing some of the main bottlenecks, but the others - in particular vaccine scepticism and utilisation - need to be considered early enough to enable smooth global vaccination campaigns. Addressing the four key challenges, we recommend the following short, medium- and long-term actions. In the short term, we advise accelerating global vaccination efforts by scaling up financial support for the COVAX initiative. In the medium term, we suggest establishing regional production centres in priority countries, providing the necessary intellectual property through voluntary patent pools and fostering information campaigns and civil society participation to increase vaccination willingness and utilisation. In the long term, we recommend establishing Global Pandemic Centres of Excellence in all world regions - analogous to the CGIAR system in the agricultural sector - that are responsible for medical research, vaccine production, distribution and delivery.

    This paper investigates what explains the variation in impacts of COVID-19 across Brazilian cities. I assemble data from over 2,500 cities on COVID-19 cases and deaths, population mobility, and local policy responses. I study how these outcomes correlate with pre-pandemic local characteristics, drawing comparisons with existing US estimates when possible. As in the United States, the connections between city characteristics and outcomes in Brazil can evolve over time, with some early correlations fading as the pandemic entered a second wave. Population density is associated with greater local impact of the disease in both countries. However, in contrast to the United States, the pandemic in Brazil took a greater toll in cities with higher income levels consistent with the fact that higher incomes correlate with greater mobility in Brazil. Socioeconomic vulnerabilities, such as the presence of slums and high residential crowding, correlate with higher death rates per capita. Cities with such vulnerabilities in Brazil suffered higher COVID-19 death rates despite their residents' greater propensity to stay home. Policy responses do not appear to drive these connections.

    The Covid-19 pandemic is a major test for governments around the world. We study the political consequences of (mis-)managing the Covid crisis by constructing a highfrequency dataset of government approval for 35 countries. In the first weeks after the outbreak, approval rates for incumbents increase strongly, consistent with a global “rally around the flag” effect. Approval, however, drops again in countries where Covid cases continue to grow. This is especially true for governments that do not implement stringent policies to control the number of infections. Overall, the evidence suggests that loose pandemic policies are politically costly. Governments that placed more weight on health rather than short-term economic outcomes obtained higher approval.

    Die Verbreitung der neuartigen Krankheit COVID-19 stellt alle Volkswirtschaften rund um den Globus vor gesundheitliche und wirtschaftliche Herausforderungen. Von der Pandemie und den Maßnahmen zur Eindämmung der Ausbreitung des Coronavirus sind internationale Wirtschaftsbeziehungen besonders stark betroffen, wodurch kleinen, offenen Volkswirtschaften zusätzliche Risiken erwachsen. Die wirtschaftliche Situation wird in Ländern mit relativ hoher Abhängigkeit von internationalem Handel und Tourismus als Wachstumsmotoren verschärft. Die wirtschaftlichen Effekte der Pandemie in MOSOEL betreffen Österreichs Investoren und Banken, die stark in der Region vertreten sind, sowie über internationale Produktions- und Handelsverflechtungen. National variierende Einschränkungen grenzüberschreitender Mobilität treffen den Tourismus sowie Berufspendler, insbesondere zwischen Österreich und Ungarn. Die Notwendigkeit für die koordinierte Erhaltung der Reisefreiheit zeigt sich auch deutlich in Österreichs Abhängigkeit von Arbeitskräften aus MOSOEL in systemrelevanten Sektoren - vom Transportwesen, über die Landwirtschaft bis hin zur Alten- und Krankenpflege. Nach den ersten einschneidenden Monaten der Pandemie zeigten sich erste Anzeichen Richtung Normalisierung für die Beziehungen mit Deutschland, der Schweiz und den Visegrád-Ländern. Dennoch ist selbst unter günstigen Bedingungen eine Rückkehr zum Status quo unwahrscheinlich: Die Krise hat Trends beschleunigt und wird neue Herausforderungen mit sich bringen, welche die österreichischen Nachbarschaftsbeziehungen nachhaltig prägen werden.

    This empirical analysis investigates whether and to what extent social cohesion and the coverage of social protection schemes influence governments' decisions about the stringency of COVID-19 containment policies during the first and second waves in 2020 in Africa. Our results indicate that societal and social factors influenced the stringency of containment policies. Social cohesion has a negative effect on the stringency of containment policies in response to COVID-19 over time. Social protection coverage has a positive effect on the stringency of containment policies in response to COVID-19 over time. States implemented more stringent containment policies in less cohesive societies if they already had social protection schemes in place before the pandemic. Contextual factors mediated these effects. While stringency of containment policies softened over time where levels of democracy, poverty, and inequality were higher, social protection made a mediating difference only in autocratic states and societies with higher poverty. Three contributions of the empirical analysis stand out. First, the conceptual integration of societal and social factors ("societal triangle") provides a novel basis from which to analyse policy responses during external shocks like a global pandemic. Second, to overcome the limitations of current measurements of social cohesion, we use a novel measurement to determine pre-pandemic levels of social cohesion. Third, this is the first cross-national study that addresses a world region, Africa, which has gained little attention in the study of policy responses to the COVID-19 pandemic.

    This empirical analysis investigates whether and to what extent social cohesion and the coverage of social protection schemes influence governments' decisions about the stringency of COVID-19 containment policies during the first and second waves in 2020 in Africa. Our results indicate that societal and social factors influenced the stringency of containment policies. Social cohesion has a negative effect on the stringency of containment policies in response to COVID-19 over time. Social protection coverage has a positive effect on the stringency of containment policies in response to COVID-19 over time. States implemented more stringent containment policies in less cohesive societies if they already had social protection schemes in place before the pandemic. Contextual factors mediated these effects. While stringency of containment policies softened over time where levels of democracy, poverty, and inequality were higher, social protection made a mediating difference only in autocratic states and societies with higher poverty. Three contributions of the empirical analysis stand out. First, the conceptual integration of societal and social factors ("societal triangle") provides a novel basis from which to analyse policy responses during external shocks like a global pandemic. Second, to overcome the limitations of current measurements of social cohesion, we use a novel measurement to determine pre-pandemic levels of social cohesion. Third, this is the first cross-national study that addresses a world region, Africa, which has gained little attention in the study of policy responses to the COVID-19 pandemic.

    This article explores the implications of framing an event as a ‘crisis’ through the case study of the Ebola epidemic in Sierra Leone, based on extensive ethnographic fieldwork during and after the outbreak. It traces how Ebola came to be declared an emergency, and the processes, which led to its definition as a 'threat to international peace and security'. Secondly, it highlights the consequences of this framing, as particular interpretations of the roots of the emergency drew a line between 'good' citizens willing to adapt and 'dangerous' ones needing to be contained. Finally, it turns to an ethnographic portrait of a traditional healer's attempts to navigate the crisis by appropriating the knowledge produced by the response apparatus. Considering how those at the receiving end of policy discourses strategically reposition themselves in relation to the narratives that frame them, can help us question the reductive dichotomy between adaptation to and resistance against interventions.
