    Electric vehicles are declining in cost so rapidly that they may claim a large share of the vehicle market by 2030. This paper examines a set of practical regulatory design considerations for fuel-economy standards or greenhouse gas standards in the context of highly uncertain electric vehicle costs in the next decade. The analysis takes a cost-effectiveness approach and uses analytical modeling and simulation to develop insight. I show that counting electric vehicles under a standard with a multiplier or assuming zero upstream emissions can reduce electric vehicle market share by weakening the standards. Further, there are tradeoffs from implementing a backstop conventional vehicle standard along with a second standard that also includes electric vehicles, but such a backstop offers the possibility of ensuring that low-cost conventional vehicle technologies are exploited

    Technology policy is the most widespread form of climate policy and is often preferred over seemingly efficient carbon pricing. We propose a new explanation for this observation: gains that predominantly accrue to households with large capital assets and that influence majority decisions in favor of technology policy. We study climate policy choices in an overlapping generations model with heterogeneous energy technologies and distortionary income taxation. Compared to carbon pricing, green technology policy leads to a pronounced capital subsidy effect that benefits most of the current generations but burdens future generations. Based on majority voting which disregards future generations, green technology policies are favored over a carbon tax. Smart "polluter-pays" financing of green technology policies enables obtaining the support of current generations while realizing efficiency gains for future generations.

    Tradable performance standards are widely used sectoral regulatory policies. Examples include the US lead phasedown, fuel economy standards for automobiles, renewable portfolio standards, low carbon fuel standards, and--most recently--China's new national carbon market. At the same time, theory and experience with traditional cap-and-trade programs suggests an important role for price limits in the form of floors, ceilings, and reserves. In this paper we develop a simple analytical model to derive the welfare comparison between tradable performance standards and a price-based alternative. This works out to be is a simple variant of the traditional Weitzman prices-versus-quantities result. We use this result to show that substantial gains could arise from shifting two programs, China's new national carbon market (~60% gain) and the California Low Carbon Fuel Standard (~20% gain), to a price mechanism. This will generally be true when the coefficient of variation in the price under a TPS is larger than 50%. We end with a discussion of implementation issues, including full and partial consignment auctions based on actual and expected output

    Green budget tagging can be a useful tool in an overall approach to green budgeting. This introductory guidance was developed by the OECD under the Paris Collaborative on Green Budgeting in collaboration with institutional partners working under Helsinki Principle 4 of the Coalition of Finance Ministers for Climate Action (IADB, IMF, UNDP, World Bank) and draws lessons from existing country practices. It was informed by a series of round-table events with countries implementing green budget tagging. The document aims to provide high-level guidance in relation to designing, implementing and improving green budget tagging.

    Regulation of goods associated with negative environmental externalities may decrease consumption of the targeted product, but may be ineffective at reducing the externality itself if close substitutes are left unregulated. We find evidence that plastic bag bans, the most common disposable bag regulation in the US, led retailers to circumvent the regulation by providing free thicker plastic bags which are not covered by the ban. In contrast, a regulation change that replaced the ban with a small tax on all disposable bags generated large decreases in disposable bag use and overall environmental costs. Our results suggest that narrowly-defined regulations (like plastic bag bans) may be less effective than policies that target a more comprehensive set of products, even in the case when the policy instrument itself (a tax rather than a ban) is not as strict

    Companies are exposed to carbon-transition risk as the global economy transitions away from fossil fuels to renewable energy. We estimate the market-based premium associated with this transition risk at the firm level in a cross-section of over 14,400 firms in 77 countries. We find a widespread carbon premium--higher stock returns for companies with higher levels of carbon emissions (and higher annual changes)--in all sectors over three continents, Asia, Europe, and North America. Short-term transition risk is greater for firms located in countries with lower economic development, greater reliance on fossil energy, and less inclusive political systems. Long-term transition risk is higher in countries with stricter domestic, but not international, climate policies. However, transition risk cannot be explained by greater exposure to physical (or headline) risk. Yet, raising investor awareness about climate change amplifies the level of transition risk

    Regulators often rely on self-reported data to determine compliance. Tolerance for missingness in self-monitoring data may create incentives for local agents to strategically decide when (not) to monitor regulated activities. This paper builds a framework to detect whether local governments skip air pollution monitoring when they expect air quality to deteriorate. We infer this expectation from air quality alerts - public advisories based on local governments' own pollution forecasts - and test whether monitors' sampling rates fall when these alerts occur. We first use this method to test an individual pollution monitor in Jersey City, NJ, suspected of a deliberate shutdown during the 2013 "Bridgegate" traffic jam. Consistent with strategic shutdowns, this monitor's sampling rate drops by 33% on days that Jersey City issues pollution alerts. Building on large-scale inference tools, we then apply the method to test over 1,300 monitors across the U.S., finding at least 14 metro areas with clusters of monitors showing similar strategic behavior. We discuss imputation methods and policy responses that may help deter future strategic monitoring

    Der Agrarsektor ist von den Auswirkungen des Klimawandels direkt betroffen und trägt zur Freisetzung von Treibhausgasen (THG) bei. Der Landwirtschaft kommt somit eine entscheidende Bedeutung bei der Bewältigung der Klimakrise und in der Ernährungssicherheit zu. Eine steigende Nachfrage nach Agrarprodukten und eine wachsende Flächenkonkurrenz der Landwirtschaft mit Siedlungsstrukturen und agrarischen Rohstoffen für erneuerbare Energieträger führen potentiell zu einer Intensivierung der landwirtschaftlichen Produktionssysteme mit negativen Auswirkungen auf die Ökosysteme und ihre Leistungen. Die Studie untersucht vor diesem Hintergrund anhand von Literatur und statistischen Daten vier thematische Schwerpunkte, die für eine Weichenstellung hin zu einer zukunftsfähigen Landwirtschaft von entscheidender Bedeutung sind: Erstens die Auswirkungen landwirtschaftlicher Produktion auf verschiedene Ökosystemleistungen, zweitens die agrarpolitischen und fiskalischen Rahmenbedingungen der landwirtschaftlichen Produktion in der EU und in Österreich, drittens die ökologischen Auswirkungen des internationalen Agrarhandels sowie viertens Politik- und Managementansätze für eine klimaorientierte und multifunktionale Landwirtschaft.

    Technology policy is the most widespread form of climate policy and is often preferred over seemingly efficient carbon pricing. We propose a new explanation for this observation: gains that predominantly accrue to households with large capital assets and that influence majority decisions in favor of technology policy. We study climate policy choices in an overlapping generations model with heterogeneous energy technologies and distortionary income taxation. Compared to carbon pricing, green technology policy leads to a pronounced capital subsidy effect that benefits most of the current generations but burdens future generations. Based on majority voting which disregards future generations, green technology policies are favored over a carbon tax. Smart "polluter-pays" financing of green technology policies enables obtaining the support of current generations while realizing efficiency gains for future generations.

    Considerable progress has been made in our understanding of the relationship between international trade and the environment since Gene Grossman and Alan Krueger published their now seminal working paper examining the potential environmental effects of the North American Free Trade Agreement in 1991. This review uses their original paper as a guide to highlight key developments along three main branches of research that all stem from their analysis: (i) the interaction between international trade, economic growth, and environmental outcomes, (ii) the role of environmental regulation in determining trade and investment flows, and (iii) estimating the relative magnitudes of the scale, composition, and technique effects induced by trade. It discusses key developments along each branch, with a particular focus on the empirical challenges that have impeded progress. It also highlights an area along each branch that is ripe for further study. These areas are termed the Three Remaining Challenges

    We categorize the primary incentive-based mechanisms under consideration for addressing greenhouse gas emissions from electricity generation--pricing carbon, setting intensity standards, and subsidizing clean energy--and compare their market outcomes under similar expansions of clean electricity generation. While pricing emissions gives strong incentives to first eliminate generation with the highest social cost, a clean energy standard incentivizes earliest phaseout of the generation with the highest private cost. We show that the importance of this distinction depends on the correlation between private costs and emissions rates. We then estimate this correlation for US electricity generation and fuel prices as of 2019. The results indicate that the emissions difference between a carbon tax and clean energy standard that phase out fossil fuel generation over the same timeframe may actually be quite small, though it depends on fossil fuel prices during the phaseout. We also discuss how each of these policy options is likely to impact electricity prices, quantity demanded, government revenue, and economic efficiency. Large pre-existing markups of retail electricity prices over marginal costs are likely to considerably weaken or even reverse the usual assumed efficiency advantage of carbon pricing policies over alternatives, including direct subsidization of clean electricity generation
