    Lead poisoning has well-known impacts for the developing brain of young children, with a large literature documenting the negative effects of elevated blood lead levels on academic and behavioral outcomes. In April of 2014, the municipal water source in Flint, Michigan was changed, causing lead from aging pipes to leach into the city's drinking water. In this study, we use Michigan's universe of longitudinal, student-level education records, combined with home water service line inspection data containing the location of lead pipes, to empirically examine the effect of the Flint Water Crisis on educational outcomes of Flint public school children. We leverage parallel causal identification strategies, a between-district synthetic control analysis and a within-Flint difference-in-differences analysis, to separate out the direct health effects of lead exposure from the broad effects of living in a community experiencing a crisis. Our results highlight a less well-appreciated consequence of the Flint Water Crisis - namely, the psychosocial effects of the crisis on the educational outcomes of school-age children. These findings suggest that cost estimates which rely only on the negative impact of direct lead exposure substantially underestimate the overall societal cost of the crisis

    This article proposes and evaluates four hypotheses about US pollution and environmental policy over the last half century. First, air and water pollution have declined substantially, although greenhouse gas emissions have not. Second, environmental policy explains a large share of these trends. Third, much of the regulation of air and drinking water pollution has benefits that exceed costs, although the evidence for surface water pollution regulation is less clear. Fourth, while the distribution of pollution across social groups is unequal, market-based environmental policies and command-and-control policies do not appear to produce systematically different distributions of environmental outcomes. I also discuss recent innovations in methods and data that can be used to evaluate pollution trends and policies, including the increased use of environmental administrative data, statistical cost-benefit comparisons, analysis of previously understudied policies, more sophisticated analyses of pollution transport, micro-macro frameworks, and a focus on the distribution of environmental outcomes

    Up to 45 million Americans in a given year are potentially exposed to contaminated drinking water, increasing their risk of adverse health outcomes. Existing literature has demonstrated that individuals respond to drinking water quality violations by increasing their purchases of bottled water and filtration avoidance, thereby avoiding exposure to contaminants. This paper demonstrates that poorer households, for whom the costs of avoidance comprise a greater share of disposable income, bear disproportionate costs of water quality violations in the United States. Following a health-based water quality violation, poor households' expenditure on nutritious grocery products in a nationally representative panel differentially decreases by approximately $7 per month. This is associated with a decrease of about 1,500 calories per household member per day, placing these individuals at a higher risk of food insecurity. This finding suggests that the indirect costs of drinking water contamination through economic channels exacerbate health disparities associated with poverty.

    Water is essential for all life on earth and is a key prerequisite for attaining many of the Sustainable Development Goals (SDGs). Many countries, however, suffer from physical water scarcity, a lack of access to a safe water supply and sanitation, water pollution or hydrological extremes (droughts and floods) due to climate change. The generality and severity of water problems lead many to speak of a global water crisis. While this crisis mostly manifests at the local or in some cases transboundary level, two global issues are often overlooked. First, global trends such as climate change and the spread of water-intensive consumption and trade patterns are key triggers that cannot be addressed at the local level alone. Second, the aggregation of local or regional water problems may add up to a universal threat to sustainable development. In the face of current challenges, (fresh) water should be conceptualised as a global common good, and global water governance should contribute to improving its protection. [...]

    We estimate the impact of piped water and sewers on property values in mid-19th century Chicago. The cost of sewer construction depends sensitively on imperceptible variation in grade, and such variations in grade delay water and sewer service to part of the city. This delay provides quasi-random variation for causal estimates. We extrapolate ATE estimates from our natural experiment to the area treated with water and sewer service during 1874-1880 using a new estimator. Water and sewer access increases property values by more than a factor of two. This exceeds costs by about a factor of 60

The Manual highlights the human rights principles and criteria in relation to drinking water and sanitation. It explains the international legal obligations in terms of operational policies and practice that will support the progressive realisation of universal access. The Manual introduces a human rights perspective that will add value to informed decision making in the daily routine of operators, managers and regulators. It also encourages its readership to engage actively in national dialogues where the human rights to safe drinking water and sanitation are translated into national and local policies, laws and regulations.     This paper utilizes information from the 2015 Nigeria National Water and Sanitation Survey to identify the extent, timing, as well as reasons for the failure of water points. The paper finds that more than 38 percent of all improved water points are nonfunctional. The results indicate that nearly 27 percent of the water points are likely to fail in the first year of construction, while nearly 40 percent are likely to fail in the long run (after 8-10 years). The paper considers the reasons behind these failures, looking at whether they can or cannot be controlled. During the first year, a water point's location-the political region and underlying hydrogeology-has the greatest impact on functionality. Other factors-specifically, those that can be controlled in the design, implementation, and operational stages-also contribute significantly. As water points age, their likelihood of failure is best predicted by factors that cannot be modified, as well as by the technology used. The paper concludes that, to improve the sustainability of water points, much can be done at the design, implementation, and operational stages. Over time, technology upgrades are important
