    The (im)possibility of governance of the transformation to sustainability (T2S) is driven by how the related multiple transition processes as well as the various functional, institutional and bargaining interactions among relevant agents or stakeholders can be steered. Like other transformation processes, T2S is an immediate response to threats and risks behind structural changes. In addition, T2S is a “purposive new normal” because it seeks ways to achieve a new equilibrium whereby the system is able to effectively confront or prevent imminent threats and risks. At the same time, this paper claims that there can be more than one version of the new equilibrium for each state or society. This paper argues against the “ahistoricity” (Geschichtslosigkeit) approach of much of the literature on T2S and contends that each country has a distinct set of socio-political (e.g. quality of institutions) and economic resources (e.g. gross national income) available, depending on its current standing.     This paper examines the involvement of supreme audit institutions (SAIs) in auditing the preparedness of governments for implementing the Sustainable Development Goals (SDGs) since 2015. These audits have covered institutional arrangements put in place to implement the SDGs, the mobilization of resources, and monitoring and evaluation frameworks. SDG preparedness audits have produced valuable information that is not necessarily available from other national processes linked with SDG follow-up and review. As such, audit recommendations can be a powerful tool to help governments improve SDG implementation. The paper reflects on the impact that SDG audits have made, and on the challenges and opportunities for SAIs that have engaged in this exercise. While many of these challenges are generic to the work of SAIs, SDG audits also present specific political, institutional and technical problems. Finally, the paper explores questions that this new area of engagement poses for SAIs, including the long-term prospects for institutionalization of SDG audits and the relationship with other accountability mechanisms for the SDGs at the national level.

    With its unique multilateral assets, the United Nations Development System (UNDS) should be playing a key role in assisting governments and other stakeholders with their implementation of the 2030 Agenda for Sustainable Development. But this requires change. Despite improvements in recent decades, too often the UNDS has continued to act as a loose assemblage of competing entities, undermining its effective support for Sustainable Development Goal (SDG) implementation. It is against that backdrop that the UNDS has been undergoing an extensive reform – that was decided on in 2018 and has been implemented since 2019 – to provide more coherent, integrated support in line with requirements of the 2030 Agenda to United Nations (UN) programme countries. What effects have the reforms yielded at the country level? This paper presents the main findings, conclusions and recommendations from our research on UNDS reform implementation. It does so with a focus on reform-induced changes towards what we call a strengthened, collective offer at the country level. Overall, our research shows that reform implementation is moving the needle on the quality of the collective offer. In particular, with regard to its institutional element, we observed that the reform has fostered change in how UN country teams work together that is in line with what the 2030 Agenda demands. Institutional changes allow for increased cross-organisational and cross-sectoral coordination, which could potentially lead to increased policy coherence. [...]

    The Sustainable Development Goals (SDGs) present a new and coherent way of thinking about diverse facets of development. Implicit in the framework of the SDGs is that the goals are interconnected and interdependent. To translate such critical ideas into reality, countries need new skills, perspectives and approaches to the implementation of policies and programmes. Capacity-building, in particular for the public sector, is therefore at the core of achieving the 2030 Agenda. Although all countries have designed their respective capacity-building strategies and undertaken various interventions for knowledge dissemination among government officials and other stakeholders on the SDGs, there are wide variations between countries regarding the progress on capacity-building initiatives. In many developing countries, the heterogeneity of the political, societal and economic structures poses one of the biggest challenges to capacity-building for the localisation of the SDGs.     This study analyses a complex social-ecological system (SES), the case of competition for groundwater in Azraq, in the light of the 2030 Agenda. Building on the Institutional Analysis and Development Framework (IAD) and the concept of Networks of Adjacent Action Situations (NAAS) it assess the complex governance system in a consistent and systematic manner. It includes aspects of power through the political economy concept of the social contract. It furthermore assesses the performance of the investigated SES against the 2030 Agenda’s core principles ‘leaving no one behind’, ‘interconnectedness and indivisibility’, ‘multi-stakeholder partnerships’, and ‘inclusiveness’. The study finds that in Azraq, agricultural, domestic and environmental water users compete for shrinking groundwater resources. The core of the conflict lies between a heterogeneous group of farmers, who use groundwater for irrigation agriculture supported by a strong political lobby, and the water authorities, which rely on the aquifer for domestic water supply at national level. Water, agricultural, environmental, energy, and land governance, but also high-level decision-making and the monarchy’s underlying social contract and the informal concept of wasta influence the outcomes on the ground. As a result, groundwater governance in Jordan hardly does justice to the 2030 Agenda’s core principles. The study shows that no panacea exists, but that systems thinking may help identify a range of intervention points, some more sensitive than others, that could support a social-ecological transformation towards sustainability.

    In the past, both researchers and policymakers have often underlined the important role cities have to play in reaching the objectives of the Paris Agreement and the 17 Sustainable Development Goals (SDGs). Meanwhile, city networks have become increasingly active in approaching international institutions and getting their voices heard. Among them are the Urban7 Group – a recently founded group of city associations from G7 countries advocating for a stronger involvement of cities in G7 policymaking. The discussion about who has a voice in the G7 and what role cities can potentially play in it is significant. The G7, despite being somewhat contentious, remains a highly relevant forum both in terms of the negative contribution of its members to global sustainability crises (such as climate change) and their collective economic capability to address the crises. In the past, references to the role of cities were largely absent from G7 official documents; this changed during Germany’s G7 presidency in 2022. Based on a document analysis and semi-structured interviews with ministry officials and city network representatives, this paper investigates how, in 2022, the Urban7 Group was involved in the G7 process, and which actors and contextual factors had an impact on the width and depth of this involvement. While the German presidency opted not to directly involve the Urban7 Group as an official G7 engagement group, the group nevertheless gained access to ministerial negotiations, in particular those of the new G7 track on urban development. The paper finds that this engagement was facilitated by pre-existing contacts with ministerial officials as well as changes in the delineation of ministries following the German federal election in late 2021 that led to changes in political leadership and the formation of a new ministry to take responsibility for urban development. The paper closes with critical reflections on the 2022 process, recommendations and potential avenues for future research.

    Responsible consumption and production are key to sustainable development, and are therefore a Sustainable Development Goal (SDG 12) in their own right. Consumption and production patterns also need to be socially responsible and economically viable. Private-sector requirements and state supply chain regulations, which have become more widespread in recent years, are designed to ensure that products consumed in high-income countries but manufactured (at least partially) in low-income countries are produced in line with certain social and environmental standards. Although progress has been made, many questions remain, particularly regarding whether the local social and economic impacts are sufficient. Cotton made in Africa (CmiA) is a certification initiative within the textile industry. Established 18 years ago as part of one of the largest public-private partnerships of German Development Cooperation with private foundations and private companies around an agriculture-based supply chain, CmiA – like its sister scheme the Better Cotton Initiative (BCI) – seeks to ensure compliance with specific environmental and social conditions in the cotton production process. Wherever it is implemented and monitored, the CmiA-standard provides retailers and consumers with the assurance that the cotton in the textiles and garments in question has been produced in line with CmiA-requirements. Up to now, about one million smallholder households with six to seven million family members in Africa produce under the label. This Policy Brief reflects on the impact that the introduction of CmiA has had on certified farmers, as well as on the challenges facing this standard following its successful market launch, and draws broader lessons learned for sustainability standards. The key findings are as follows: • CmiA shows that sustainability standards do not only work for high-priced niche markets but can also be implemented in the mass market. • While cotton is a non-food cash crop, the revenues it generates can boost food security among smallholders via the income channel and can also promote local food production through a number of other impact channels. • Standard-setting must be accompanied by support for farmers so that they are able to comply and activate impact channels. It remains a huge challenge not only to guarantee social and ecological standards but also to achieve a “living income” for smallholder farmers. • For all the benefits of publicly funding the start-up phase of implementing sustainability standards, it must be ensured that these standards are subsequently financed from the value chain itself. Textile retailers and consumers ultimately have to pay for the goods they consume and which have been manufactured under sustainable conditions. • As the mass-market implementation of sustainability standards takes time and patience, we cannot expect to see dramatic improvements in the local living conditions and incomes of the farmers in the short to medium term. Instead, this will require continuous investment in smallholder production and in the local environments over many years. • Transitioning from pesticide-intensive production to a system that does not use such products without major productivity losses is challenging but seems feasible. • In order to determine whether, and to what extent, the wellbeing of smallholder farmers is increased by complying with sustainability standards, good and continuous impact assessment is needed and this must be adapted to the especially complex conditions of African smallholder agriculture.

Building on the Institutional Analysis and Development Framework (IAD) and the concept of Networks of Adjacent Action Situations (NAAS) it assess the complex governance system in a consistent and systematic manner. It includes aspects of power through the political economy concept of the social contract. It furthermore assesses the performance of the investigated SES against the 2030 Agenda’s core principles ‘leaving no one behind’, ‘interconnectedness and indivisibility’, ‘multi-stakeholder partnerships’, and ‘inclusiveness’. The study finds that in Azraq, agricultural, domestic and environmental water users compete for shrinking groundwater resources. The core of the conflict lies between a heterogeneous group of farmers, who use groundwater for irrigation agriculture supported by a strong political lobby, and the water authorities, which rely on the aquifer for domestic water supply at national level. Water, agricultural, environmental, energy, and land governance, but also high-level decision-making and the monarchy’s underlying social contract and the informal concept of wasta influence the outcomes on the ground. As a result, groundwater governance in Jordan hardly does justice to the 2030 Agenda’s core principles. The study shows that no panacea exists, but that systems thinking may help identify a range of intervention points, some more sensitive than others, that could support a social-ecological transformation towards sustainability.

    The (im)possibility of governance of the transformation to sustainability (T2S) is driven by how the related multiple transition processes as well as the various functional, institutional and bargaining interactions among relevant agents or stakeholders can be steered. Like other transformation processes, T2S is an immediate response to threats and risks behind structural changes. In addition, T2S is a “purposive new normal” because it seeks ways to achieve a new equilibrium whereby the system is able to effectively confront or prevent imminent threats and risks. At the same time, this paper claims that there can be more than one version of the new equilibrium for each state or society. This paper argues against the “ahistoricity” (Geschichtslosigkeit) approach of much of the literature on T2S and contends that each country has a distinct set of socio-political (e.g. quality of institutions) and economic resources (e.g. gross national income) available, depending on its current standing.     With its unique multilateral assets, the United Nations Development System (UNDS) should be playing a key role in assisting governments and other stakeholders with their implementation of the 2030 Agenda for Sustainable Development. But this requires change. Despite improvements in recent decades, too often the UNDS has continued to act as a loose assemblage of competing entities, undermining its effective support for Sustainable Development Goal (SDG) implementation. It is against that backdrop that the UNDS has been undergoing an extensive reform – that was decided on in 2018 and has been implemented since 2019 – to provide more coherent, integrated support in line with requirements of the 2030 Agenda to United Nations (UN) programme countries. What effects have the reforms yielded at the country level? This paper presents the main findings, conclusions and recommendations from our research on UNDS reform implementation. It does so with a focus on reform-induced changes towards what we call a strengthened, collective offer at the country level. Overall, our research shows that reform implementation is moving the needle on the quality of the collective offer. In particular, with regard to its institutional element, we observed that the reform has fostered change in how UN country teams work together that is in line with what the 2030 Agenda demands. Institutional changes allow for increased cross-organisational and cross-sectoral coordination, which could potentially lead to increased policy coherence. [...]

Implicit in the framework of the SDGs is that the goals are interconnected and interdependent. To translate such critical ideas into reality, countries need new skills, perspectives and approaches to the implementation of policies and programmes. Capacity-building, in particular for the public sector, is therefore at the core of achieving the 2030 Agenda. Although all countries have designed their respective capacity-building strategies and undertaken various interventions for knowledge dissemination among government officials and other stakeholders on the SDGs, there are wide variations between countries regarding the progress on capacity-building initiatives.
