    Most of the 600,000 adults returning to the community from state and federal prisons annually in the U.S. carry substantial debt, have low income and low education, and limited formal employment prior to entering prison. Upon reentry, they face financial hardship, high rates of morbidity and mortality, and high incidence of re-offense. Medicaid coverage, as a means-tested transfer program providing subsidized health insurance, may influence reincarceration through both financial and health channels. In this paper, we provide a comprehensive look at the effects of public health insurance coverage on post-release behavior of formerly incarcerated adults. We study a natural experiment in which two separate state policy changes resulted in a 60 percentage point increase in Medicaid enrollment at release. Using a series of linked individual level administrative datasets, we estimate the effects of this change in Medicaid enrollment, finding declines in reincarceration, increased employment, and higher health care use. Leveraging data on financial concerns and need for mental health and substance use treatment to examine mechanisms, we find support for a financial channel and mixed support for health channels. Policies that enhance access to healthcare and provide financial security for this population may have significant benefits for individuals and society

    A longstanding and influential view in U.S. correctional policy is that "nothing works" when it comes to rehabilitating incarcerated individuals. We revisit this hypothesis by studying an innovative law-enforcement-led program launched in the county jail of Flint, Michigan: Inmate Growth Naturally and Intentionally Through Education (IGNITE). We develop an instrumental variable approach to estimate the effects of IGNITE exposure, which leverages quasi-random court delays that cause individuals to spend more time in jail both before and after the program's launch. Holding time in jail fixed, we find that one additional month of IGNITE exposure reduces within-jail misconduct by 49% and reduces three-month recidivism by 18%, with the recidivism effects growing over time. Surveys of staff and community members, along with administrative test score records and within-jail text messages, suggest that cultural change and improved literacy and numeracy scores are key contributing mechanisms

    "Prior studies indicate that incarcerated women are among the most economically disadvantaged populations in the U.S. In this paper we focus on the links between incarceration and use of the social welfare system. Is prison, for example associated with increased welfare dependency? To better understand this relationship, we examine the temporal pattern of social welfare receipt for 45,000 female offenders from Cook County, Illinois over a ten year period. We find that this group does in fact have high rates of social welfare receipt, especially if they were incarcerated in state prison rather than in county jail. But incarceration is associated with modestly lower rates of social welfare receipt, especially for the less advantaged among the population of offenders. Further, bans on TANF receipt for drug felons enacted as part of welfare reform have not significantly affected this population's attachment to the social welfare system"--Federal Reserve Bank of Chicago web site

    The costs of incarceration and recidivism to the community are substantial. These costs not only include the direct costs of imprisonment but also the opportunity costs arising from depletion of human capital and loss of output. Policy makers have emphasised the importance of rehabilitating prisoners as a way of reducing recidivism. Consequently, the management of prisoners has changed, with more prisoners being encouraged to undertake some form of education, training and/or work during their incarceration in conjunction with any behavioural management programmes. This paper examines, using the 2003 Survey of Prisoners in Western Australia, the decision of prisoners to invest in education/training during their prison term and the potential labour market outcomes of this investment. The results suggest that prisoners use education/training to improve their skills in preparation for release from prison. From this perspective it can be argued that these prisoners see education/training as an investment in human capital rather than consumption. In addition, the decision to participate in either education or training is non-random and varies across the time remaining on the prison sentence, thus suggesting prisoners view education and training as different activities.
