    Comparing the emigration rates of countries at different stages of economic development, an inverse u-shape emerges. Although merely based on cross-sectional evidence, the "migration hump" is often treated as a causal relationship. Since the peak is located at rather high per capita incomes of 6000-10 000 USD policy makers in rich destination countries worry that supporting economic development in poor origin countries might increase migration. In this paper we systematically test whether the migration hump holds up to more scrutiny, finding that the crosssectional pattern is misleading. Using 35 years of migration flow data from 198 countries of origin to OECD destinations, we successfully reproduce the hump-shape in the cross-section. However, more rigorous fixed effects panel estimations that exploit the variation over time consistently show a negative association between income and emigration. This result is independent of the level of income a country starts out at and thus casts doubt on any causal interpretation of the migration hump.

    Building on research that applies the policy deference model to high court decision-making during external war, we propose that conflict intensity, political government's preference on liberalization, and the gender of appellant impact the manner in which courts follow policy deference during internal war in transitioning countries. Contextually, we argue that shifts in women's roles and gender relations during internal conflict in transitioning societies condition the manner in which civilian courts make decisions on civil and political rights cases. During external war in advanced democracies, policy deference infers that courts will rule more conservatively on civil and political rights cases. Using habeas corpus cases as a representation of civil and political rights’ protection from El Salvador's civil war period (1980–1992) and two measures of conflict intensity, our findings indicate that the court's decision-making process deviates from conventional expectations derived from the policy deference model in three ways: (1) conflict intensity solely affects the court's decision-making on habeas corpus cases involving men; (2) the political government's choice for political liberalization affects the court's decision-making on both women and men cases; and (3) gender conditions the manner in which policy deference applies in a society that is experiencing societal change.

    Modern OCA theory has developed different conclusions on when forming a currency union is beneficial. An important pragmatic question in this context is: Did delegating monetary policy to the ECB increase stress in the individual euro area countries? An SVAR analysis reveals that monetary stress has declined more in the euro area than in the euro areas’ doppelganger. The synthetic doppelganger is composed of other OECD countries. This result is independent of the identification strategy (sign restrictions/heteroskedasticity/Cholesky). The results can be rationalized by more formalized central banking and the euro becoming a dominant currency.

    How do mainstream political executives cue their politicised constituencies on European integration? Moving beyond static expectations that EU politicisation induces executives to either undermine, defuse or defend integration, this article theorises executives’ incentives under different configurations of public and partisan Euroscepticism in their home countries. Expectations are tested on the sentiment and complexity that executives attach to European integration in almost 9,000 public speeches delivered throughout the Euro Crisis. It is found that national leaders faced with sceptical public opinion and low levels of partisan Euroscepticism rhetorically undermine integration, whereas European Commissioners faced with similar conditions are prone to defend it. These responses intensify disproportionally with growing public Euroscepticism, but are moderated by Eurosceptic party strength in surprising ways. When such challenger parties come closer to absorbing the Eurosceptic potential in public opinion, executive communication turns more positive again but also involves less clear rhetorical signals. These findings move beyond existing uniform expectations on mainstream responses to Eurosceptic challenges and highlight the relevance of different domestic configurations of EU politicisation.

    When do rebel leaders “sell out” their constituents in the terms of peace by signing agreements that benefit group elites over the rebel constituency, and when do they instead “stand firm,” pushing for settlement terms that benefit the public they claim to represent? This article examines variation in the design of civil war settlement agreements. It argues that constituents, fighters, and rebel elites have different preferences over the terms of peace, and that rebel leaders will push for settlements that reflect the preferences of whichever audience they are most reliant on and accountable to. In particular, leaders of groups that are more civilian-reliant for their military and political power are more likely to sign agreements that favor broad benefits for civilian constituents, while leaders who do not depend on civilian support for their political and military power will sign agreements with fewer public benefits. We test this argument using original data on the design of all final peace agreements reached between 1989 and 2009, and several proxies for the group's level of reliance on civilian supporters. Using a variety of statistical tests and accounting for nonrandom selection into peace agreements, we find strong support for our hypothesis.

    The phenomenon of economic uncertainty has attracted considerable attention in recent years. New indicators have been introduced aiming at measuring uncertainty and its potential economic consequences. Still, the Corona pandemic has hit the world economy virtually out of the blue. In this paper, we argue that, while it is clear that true uncertainty, by definition, cannot be forecasted, better early warning systems could be built. To further this goal, we propose a new taxonomy of economic uncertainty and construct a news-based indicator that captures different kinds of uncertainty, some of which may precede others. If we are able to detect the preludes of an uncertainty shock, we may be able to gauge its size and potential economic impact early on. In earlier writings (Müller et al. 2018, Müller 2020a) we demonstrated the feasibility of Latent Dirichlet Allocation (LDA) for gauging uncertainty. Here, we base our analysis on an enhanced data set, a broader query, and we propose a routine to scan the recent past for new sources of uncertainty. Based on a text corpus of more than 750.000 newspaper articles published since 2008, we run several topic models of the LDA type. As an unsupervised text mining technique LDA has the potential to make economic indicators more sensitive to hitherto unknown – or overlooked – factors of economically relevant uncertainty. Our results are preliminary, yet encouraging. The notion that economic uncertainty comes in three types, two of which, market-based and economic policy uncertainty, may reinforce one another, while the third type is truly exogeneous, is broadly supported by our empirical approach. The Uncertainty Perception Indicator (UPI) is able to shed light on the links between the three categories of uncertainty and is systematically open to new developments; it is designed to detect not merely known unknowns (e.g. fiscal and monetary policy, trade policy, regulation), but also surprising unknowns (e.g. technological, ecological, social changes).

    Populist parties and actors now govern various countries around the world. Often elected by the public in times of crises and over the perceived failure of ‘the elites’, the question stands as to how populist governments actually perform once elected, especially in times of crisis. Using the pandemic shock in the form of the COVID-19 crises, our paper answers the question of how populist governments handle the pandemic. We answer this question by introducing a theoretical framework according to which populist governments (1) enact less far-reaching policy measures to counter the pandemic and (2) lower the effort of citizens to counter the pandemic, so that populist governed countries are (3) hit worse by the pandemic. We test these propositions in a sample of 42 countries with weekly data from 2020. Employing econometric models, we find empirical support for our propositions and ultimately conclude that excess mortality in populist governed countries exceeds the excess mortality of conventional countries by 10 percentage points (i.e., 100%). Our findings have important implications for the assessment of populist government performance in general, as well as counter-pandemic measures in particular, by providing evidence that opportunistic and inadequate policy responses, spreading misinformation and downplaying the pandemic are strongly related to increases in COVID-19 mortality.
