    In the United States, people with more education vote more. But, we know little about why education increases political participation or whether higher-quality education increases civic participation. We study applicants to Boston charter schools, using school lotteries to estimate charter attendance impacts for academic and voting outcomes. First, we confirm large academic gains for students in the sample of charter schools and cohorts investigated here. Second, we find that charter attendance boosts voter participation. Voting in the first presidential election after a student turns 18 increased substantially, by six percentage points from a base of 35 percent. The voting effect is driven entirely by girls and there is no increase in voter registration. Rich data and the differential effects by gender enable exploration of multiple potential channels for the voting impact. We find evidence consistent with two mechanisms: charter schools increase voting by increasing students' noncognitive skills and by politicizing families who participate in charter school education

    This paper analyzes the impact of COVID-19 lockdown measures on children's school resilience. Using an individual fixed-effect linear probability model on Nigeria data, it exploits the quasi-randomness of these measures to estimate their effect on school attendance after the lockdown was lifted. The results show that COVID-19 lockdown measures reduced children's probability of attending school after the school system reopened. This negative impact increased with children's age, reaching a peak among those whose education was no longer compulsory. For schoolchildren in that age group, the negative effect of COVID-19 lockdown measures is likely to be permanent, which, if not reversed, will undermine the quality of the economy-wide future labor force. The paper also finds evidence that, in the child marriageprone North-West part of Nigeria, these measures increased gender inequality in education among children aged 12 to 18. This result suggests that COVID-19 lockdown measures may exacerbate harmful traditional practices such as child marriage.

    Nach der Schule münden viele Jugendliche statt in Ausbildung zunächst in das Übergangssystem ein. Dessen Aufgabenzuschreibung wird politisch von der Vorstellung dominiert, dass es prioritär den schnellen Übergang in eine Berufsausbildung sicherstellen soll. Vernachlässigt werden bei dieser Betrachtung die Bildungsbedarfe und -ansprüche insbesondere noch schulpflichtiger Jugendlicher.Der Forschungsbericht untersucht exemplarisch für die Stadt Bremen, inwiefern die Bildungsgänge des schulischen Übergangssystems die Bedarfe junger Menschen adressieren und sie bei der Verbesserung des Schulabschlusses, der beruflichen Orientierung und/oder der Integration in Ausbildung unterstützen. Dabei wurden nicht nur Expertinnen und Experten, sondern auch Schülerinnen und Schüler direkt befragt. Die Ergebnisse zeigen, dass mehr Bedarfsorientierung und Passgenauigkeit nötig sind, um die Chancen der Jugendlichen systematisch zu verbessern. Mit Blick auf den sehr hohen Anteil der Jugendlichen mit maximal dem Hauptschulabschluss im bremischen Übergangssystem sollte stärkeres Gewicht auf die Möglichkeiten zum Erreichen eines höherwertigen Schulabschlusses gelegt werden, weil dies den Zugang zu vielen Berufsausbildungen erst möglich macht.

    Neben den Zielen des Infektionsschutzes und der Vermeidung von Überlastungen der Kapazitäten des Gesundheitswesens ist auch das Nutzen von Bildungs- und Betreuungsangeboten ein weiteres Ziel, das insbesondere im Kontext steigender Frauenerwerbstätigkeit und im Hinblick auf das Kindeswohl Bedeutung erlangt hat. Letzteres rückte insbesondere während der corona-bedingten Kita- und Schulschließungen in das gesellschaftliche Bewusstsein. Allerdings stehen diese drei Ziele - bei gegebenen Testkapazitäten und ambulanten Behandlungskapazitäten - in einem Konflikt. Denn gerade bei Kindern und Jugendlichen treten Erkrankungen, deren Symptome auch auf eine SARS-CoV-2-Infektion hinweisen könnten, im Vergleich zu Erwachsenen häufiger auf. Im letzten Jahr schwankte die Anzahl derjenigen Kinder und Jugendlichen, die neu aufgetretene "respiratorische Symptome" wie Schnupfen, Husten oder Halsschmerzen aufwiesen, im November und Dezember um wöchentlich eine Million, teilweise lagen sie darüber. Würden in diesem Jahr alle Kinder und Jugendliche mit diesen Symptomen getestet, müssten wahrscheinlich fast alle der gegenwärtig möglichen PCR-Tests im November und Dezember allein für diese Bevölkerungsgruppe verwendet werden. Suchten gleichzeitig nur die Hälfte aller entsprechend erkrankten Kinder einen Kinderarzt auf - in "normalen" Zeiten sind es durchschnittlich etwa ein Fünftel - müsste jeder Kinderarzt im Durchschnitt allein 275 gesetzlich versicherte Patienten mehr in den Monaten November und Dezember behandeln. [...] In addition to the goals of infection prevention and the avoidance of overloading the capacities of the health care system, the avoidance of daycare, kindergarden and school closures is another goal of the current German policy in the corona pandemic. However, these three goals are in conflict - given both the current COVID-19 test capacities and the outpatient treatment capacities. In the past it was possible for children to attend daycare and school even with mild cold symptoms. Now, the corresponding capacities in the health care system are insufficient to safely rule out a SARS-CoV-2 infection. Yet illnesses, the symptoms of which could also indicate a SARS-CoV-2 infection, occur more frequently in children than in adults. Therefore, numerous children would probably have to stay at home within the next months, if infection prevention is the primary objective. The Bundeslaender have tried to provide answers to this conflict of interest. In summary, it can be stated: Ultimately, it is the GPs and paediatricians who should decide whether testing for COVID-19 is indicated or not. However, the recommendations to parents as to when children should consult a doctor differ depending on the Bundesland. Likewise, different evaluations are made as to when a child could continue attending school or kindergarden in the case of symptoms that could indicate a SARS-CoV-2 infection. At the same time, the recommendations of the Bundeslaender regarding the procedure for dealing with cold symptoms are not clear at all points and leave room for interpretation. [...]

    This paper investigates whether aspirations matter for education, which offers a common route out of poverty. We find that mother aspirations are strongly related to the child's grade achieved at age 18. The relation is nonlinear, suggesting there is a threshold, and depends on caste, household income and the village setting. The coefficients remain large and significant when applying control function estimation, using first born son as instrument. A similar strong relation is observed with learning outcomes, including local language, English and maths test results, and with attending school, but not with attending private education. These results are confirmed for outcomes at age 15. The findings provide direct evidence on the contribution of mother aspirations to children's education outcomes and point to aspirations as a channel of intergenerational mobility. They suggest that education outcomes can be improved more rapidly by taking aspirations into account when targeting education programmes, and through interventions that shape aspirations.

I document that this finding is sensitive to minor changes in sample restrictions and model specification. Further results suggest that their estimates are potentially confounded by previously unconsidered institutional details. These findings render the conclusion that compulsory schooling in Germany yields no wage returns at a minimum controversial.
