    La pandemia del COVID-19 está generando en el mundo y en América Latina una triple crisis combinada y asimétrica: sanitaria, económica y social. Por otra parte, la región presenta debilidades estructurales que generan fuertes dificultades para abordar el triple desafío de contención epidemiológica, recuperación económica y mitigación de los costos sociales. Las debilidades económicas de larga data con amplios sectores de baja productividad y un modelo dual en el mercado laboral, la caída de la inversión y de la demanda agregada en la última etapa del ciclo económico en la región, los niveles de pobreza y desigualdad que las mejoras de la primera década del siglo no lograron revertir y las condiciones de habitabilidad y acceso a servicios básicos atentan contra la posibilidad de abordar adecuadamente este triple desafío. A pesar de ello los países han tomado acciones deliberadas para enfrentar estos tres desafíos. Sin embargo, las medidas han sido o bien insuficientes, fragmentadas o ineficaces en la mayoría de los casos. Se hace por ello necesario erigir un piso de protección social básico que facilite el cumplimiento de los tres objetivos estratégicos: sostener niveles de demanda económica mínimos, garantizar un ingreso básico o un piso de bienestar universal y, con ello, poder diseñar estrategias que permitan entrar y salir de las estrategias más o menos estrictas que se requieren para la contención epidemiológica sin condenar a una parte significativa de la población a la pobreza extrema a niveles de infraconsumo agudos.     The health and economic crisis like no other in the past 100 years that has been caused by coronavirus disease (COVID-19) has thrown socioeconomic inequalities and unequal access to health and social protection services into even sharper relief. It has also posed socioeconomic challenges that expose the most vulnerable groups in the population to even more severe risks and adversities than they were already facing.One of the most vulnerable groups is older persons, whose quality of life and rights are being directly impacted by the pandemic. Scientific evidence on the evolution of the pandemic and risk factors associated with COVID-19 have shown that people of any age can contract the disease caused by the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). However, older persons have a higher probability of severe symptoms, complications and death, especially those aged 80 or over. In addition, studies show that pre-existing chronic or degenerative conditions are also risk factors associated with a higher probability of severe illness and death as a result of COVID-19, and it is well known that those comorbidities are more frequent among older persons.Hence the importance of protecting the rights of older persons during this health crisis, for which efforts must be made on two fronts. First, the right to health, which must be for all, without age-based discrimination. Second, the right to life and the right to a dignified old age until the end of one’s days.

    The Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations Children’s Fund (UNICEF) have predicted that the social and economic effects of the ongoing pandemic will have a significant impact on the well-being of families with children and adolescents in Latin America and the Caribbean.Even before the COVID-19 crisis, children and adolescents were already a highly vulnerable population group, suffering a higher incidence of poverty than other age groups and affected by numerous inequalities in various dimensions. Not only does the current emergency threaten families with the loss of their livelihoods and a drop in their incomes, children and adolescents also face significant barriers in securing access to health care —including vaccination schemes— and to education. Thus, they are also at a higher risk of falling behind or dropping out of school, as well as at risk from food insecurity and threats of violence or physical punishment. It is therefore urgent to invest in children and to ensure their development in a context characterized by adversities old and new.

    The region is traversing a perilous moment of great uncertainty, in which unremitting structural problems, such as poverty, inequality, exclusion and the violation of rights, are at risk of being intensified by emerging critical challenges —such as migration, the digital divide and climate change— and by the impacts of disasters that are increasingly recurrent and varied in nature and origin.In this context, the analyses and proposals set forth here are intended to underpin the discussion of alternatives for moving towards a transformative recovery with equality and sustainability, capable of addressing the challenges of inclusion and social development in Latin America and the Caribbean. Following the axes and lines of action of the Regional Agenda for Inclusive Social Development, this document represents an invitation to link social protection and disaster risk management systems to achieve greater social and institutional resilience, within a framework of social and fiscal compacts that, among other things, make it a viable proposition to build financially sustainable social protection systems for progressing towards sustainable development that leaves no one behind.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I.     The phenomenon of informality in Latin America is strongly conditioned by the main structural axes of the social inequality matrix. It is a heterogeneous and multifaceted phenomenon in which socioeconomic, territorial, gender, age and ethnic/racial inequalities are manifested. Deeper analysis of the characteristics and nature of this phenomenon, taking into account that diversity and heterogeneity, is a still pending task that calls for the production of data and information systems able to encompass those various dimensions. This is also a central condition for the design and implementation of policies capable of tackling informality in a more appropriate, efficient and sustainable manner and of making progress in expanding the possibilities for better-quality and more protected productive and labour market insertion, as well as in closing gaps in access to decent work. This paper reviews the conceptual discussion on existing and new forms of informality in Latin America and analyses in depth the relationship between informality and the various axes of inequality that shape its labour markets, with an emphasis on the territorial and subnational dimension. Likewise, based on that diagnostic assessment, policy recommendations are proposed to advance towards the formalization of informality in its existing and new forms. Summary .-- Introduction .-- I.     The Regional Comprehensive Economic Partnership (RCEP) concluded between Asian Pacific States in 2020 is expected to change regional and global trade patterns. Based on a Computable General Equilibrium model (including 41 countries and 39 sectors), the underlying paper evaluates the impact of firstly, RCEP on trade between Latin American and Caribbean (LAC) and Asian Pacific member countries, and secondly, a hypothetical free trade area in LAC and thirdly, a free trade agreement within and between the two regions. Results are analyzed on the country —and sector— level by type of agent (small and medium-sized, MSMEs, and large companies).The model outputs imply a boost in trade in the Asian Pacific region caused by the RCEP agreement coming into force, while trade volumes of LAC countries would contract. This likely targets primarily exports of natural resources and low —and medium— technology manufacturers based in LAC.

    Social Panorama of Latin America and the Caribbean, 2022 has four chapters. Chapter I presents the relevant macroeconomic background in terms of the evolution of per capita GDP, employment, household income distribution and the consumer price index, and looks at how income inequality and poverty have changed over the past two decades (2002–2021). The chapter also discusses changes that occurred in social stratification during the pandemic.Chapter II addresses the worrying silent crisis of education as another of the pandemic’s major consequences, as well as the successive crises that have accompanied it. Despite previous progress in access to education, the lengthy interruption of face-to-face educational services during the pandemic deepened long-standing educational inequalities, reflected in gaps in access to quality alternatives for continuing education and in the availability of resources for remote learning. However, this silent crisis in education also represents an opportunity for transformation. The chapter addresses a number of priorities, including maintaining safe conditions for reopening schools, investing in strategies to identify the costs of disruption to face-to-face education, in terms of both learning and socioemotional well-being, and designing and implementing recovery strategies aimed at leaving no one behind.Chapter III looks at access to education and the unequal labour impacts of the pandemic on men and women. The severe setbacks experienced by women in the labour market contrast with their notable advances in access to education, which, paradoxically, have not translated into greater equality in the labour market. The chapter considers in particular the role to be played by the development of more knowledge-intensive sectors, especially in STEM-related fields, in advancing towards progressive structural change.Finally, chapter IV analyses the social institutional framework and the evolution of social spending in Latin America and the Caribbean. Social institutions are crucial for establishing universal, comprehensive, sustainable and resilient social protection systems. ECLAC advocates an approach focusing not only on the evolution, volume, destination and financial sustainability of the public resources that make up social spending, but also on other institutional dimensions. This would enable those resources to fulfil their purpose in an effective, efficient, transparent and accountable manner by means of high-quality social policies, as set forth in the Regional Agenda for Inclusive Social Development.     In 2021, the entities of the United Nations system in Latin America and the Caribbean that are members of the Working Group on Youth of the Regional Collaborative Platform for Latin America and the Caribbean launched a second online survey. The aim was to assess how young people were living a year after the outbreak of the COVID-19 pandemic and what were their concerns about the present and the future. The survey was conducted between August and October 2021 among young people aged 15–29, with more than 46,000 respondents from 42 countries and territories in the region.     La fecundidad adolescente es una prioridad para la investigación y la acción en América Latina y el Caribe debido a las adversidades que conlleva y su resistencia a la baja sostenida. Algunos investigadores discrepan con la afirmación anterior porque consideran que esta fecundidad es más bien racional y deseada, en particular entre los grupos de menores ingresos. Para evaluar empíricamente este último planteamiento, se utilizan las encuestas de demografía y salud de varios países de la región. Los datos muestran que: i) la deseabilidad es minoritaria entre los nacimientos de madres adolescentes, ii) la deseabilidad de la fecundidad adolescente está cayendo muy marcadamente, y iii) el gradiente socioeconómico es mucho menor que el registrado en el caso de la fecundidad observada e, incluso, en algunos países, los mayores niveles de no deseabilidad se informan entre las adolescentes pobres, resultado que se mantiene en análisis multivariados. Estos hallazgos refuerzan las políticas de prevención del embarazo adolescente, que no solo procuran evitar una adversidad para las adolescentes sino que además favorecen el cumplimiento de sus derechos sexuales y reproductivos.     The phenomenon of informality in Latin America is strongly conditioned by the main structural axes of the social inequality matrix. It is a heterogeneous and multifaceted phenomenon in which socioeconomic, territorial, gender, age and ethnic/racial inequalities are manifested. Deeper analysis of the characteristics and nature of this phenomenon, taking into account that diversity and heterogeneity, is a still pending task that calls for the production of data and information systems able to encompass those various dimensions. This is also a central condition for the design and implementation of policies capable of tackling informality in a more appropriate, efficient and sustainable manner and of making progress in expanding the possibilities for better-quality and more protected productive and labour market insertion, as well as in closing gaps in access to decent work. This paper reviews the conceptual discussion on existing and new forms of informality in Latin America and analyses in depth the relationship between informality and the various axes of inequality that shape its labour markets, with an emphasis on the territorial and subnational dimension.     Social Panorama of Latin America and the Caribbean, 2022 has four chapters. Chapter I presents the relevant macroeconomic background in terms of the evolution of per capita GDP, employment, household income distribution and the consumer price index, and looks at how income inequality and poverty have changed over the past two decades (2002–2021). The chapter also discusses changes that occurred in social stratification during the pandemic.Chapter II addresses the worrying silent crisis of education as another of the pandemic’s major consequences, as well as the successive crises that have accompanied it. Despite previous progress in access to education, the lengthy interruption of face-to-face educational services during the pandemic deepened long-standing educational inequalities, reflected in gaps in access to quality alternatives for continuing education and in the availability of resources for remote learning. However, this silent crisis in education also represents an opportunity for transformation. The chapter addresses a number of priorities, including maintaining safe conditions for reopening schools, investing in strategies to identify the costs of disruption to face-to-face education, in terms of both learning and socioemotional well-being, and designing and implementing recovery strategies aimed at leaving no one behind.Chapter III looks at access to education and the unequal labour impacts of the pandemic on men and women. The severe setbacks experienced by women in the labour market contrast with their notable advances in access to education, which, paradoxically, have not translated into greater equality in the labour market. The chapter considers in particular the role to be played by the development of more knowledge-intensive sectors, especially in STEM-related fields, in advancing towards progressive structural change.Finally, chapter IV analyses the social institutional framework and the evolution of social spending in Latin America and the Caribbean. Social institutions are crucial for establishing universal, comprehensive, sustainable and resilient social protection systems. ECLAC advocates an approach focusing not only on the evolution, volume, destination and financial sustainability of the public resources that make up social spending, but also on other institutional dimensions. This would enable those resources to fulfil their purpose in an effective, efficient, transparent and accountable manner by means of high-quality social policies, as set forth in the Regional Agenda for Inclusive Social Development.     In 2021, the entities of the United Nations system in Latin America and the Caribbean that are members of the Working Group on Youth of the Regional Collaborative Platform for Latin America and the Caribbean launched a second online survey. The aim was to assess how young people were living a year after the outbreak of the COVID-19 pandemic and what were their concerns about the present and the future. The survey was conducted between August and October 2021 among young people aged 15–29, with more than 46,000 respondents from 42 countries and territories in the region.     The Regional Comprehensive Economic Partnership (RCEP) concluded between Asian Pacific States in 2020 is expected to change regional and global trade patterns. Based on a Computable General Equilibrium model (including 41 countries and 39 sectors), the underlying paper evaluates the impact of firstly, RCEP on trade between Latin American and Caribbean (LAC) and Asian Pacific member countries, and secondly, a hypothetical free trade area in LAC and thirdly, a free trade agreement within and between the two regions. Results are analyzed on the country —and sector— level by type of agent (small and medium-sized, MSMEs, and large companies).The model outputs imply a boost in trade in the Asian Pacific region caused by the RCEP agreement coming into force, while trade volumes of LAC countries would contract. This likely targets primarily exports of natural resources and low —and medium— technology manufacturers based in LAC.
