    The Horn of Africa and the Sahel are among the most fragile regions in the world: poor, lacking basic infrastructure and state presence across much of their respective territories, and both form hotbeds of conflict and political instability compounded by climate change. This DIIS Working Paper focuses on identifying evolving notions of fragility that could strengthen Danish stabilisation efforts in the Horn and Sahel. It foregrounds notions of fragility that move away from a focus on strong state institutions towards the adaptive capacities of populations in the hinterlands of the Horn and the Sahel to deal with conflict and climate variability. The paper gives an overview of this rapidly evolving field and distils key insights, challenges and future options by exploring the question, how can we support people in the Sahel and Horn to re-establish their responsibility for their respective territories and the management of their natural resources?

    Global demand for materials has been growing over the past century, driven by a steady economic growth in OECD countries, the industrialisation of emerging economies and a growing world population. At the global level, materials use more than doubled between 1990 and 2017, and it is projected to double again by 2060. Due to the growing amounts of materials use, environmental pressures such as land degradation, greenhouse gas emissions and the dispersion of toxic substances in the environment are projected to more than double in the decades to come. In this context, improving resource efficiency and stimulating the transition towards a more circular economy has become crucial. In recent years an increasing number of governments have started implementing policies and strategies to meet this objective, but stronger efforts are needed to significantly improve the sustainability of materials management and the circularity of economies across the world.

    Seit mehr als zehn Jahren werden die Problemlagen durch das Überschreiten der planetaren Grenzen zunehmend offensichtlicher. Sie verdeutlichen mehr denn je die Dringlichkeit und Notwendigkeit einer Großen Transformation, die strukturelle Veränderungen einschließt. Die Große Transformation, eine grundlegende Anpassung unserer Gesellschaft an die Erfordernisse der Nachhaltigkeit, an Klima- und Ressourcenschutz, an globale Gerechtigkeit, muss und wird unsere Gesellschaft - ebenso wie unsere Wirtschaft - grundlegend in ihrer Struktur verändern. Manche Eckpunkte dieser Großen Transformation sind bekannt, aber wie jede große Veränderung in der Geschichte, ist sie angesichts komplexer Zusammenhänge weder genau vorherzusagen noch genau zu planen. Trotzdem braucht es neben einem grundsätzlichen Verständnis für die Zielrichtung der Transformation und für das Zusammenspiel von technologischen, ökonomischen, institutionellen und kulturellen Wirkungen, für die am Wuppertal Institut der Begriff der „Zukunftskunst“ (Schneidewind, 2018) geprägt wurde, auch eine politische und gesellschaftliche Diskussion zu konkreten Maßnahmen, die den erforderlichen Wandel hinreichend schnell und zielorientiert fördern können. Dies ist umso mehr erforderlich, als dass für die Umsetzung der Großen Transformation inkrementelle Veränderungen, die die Vergangenheit maßgeblich geprägt haben, nicht ausreichend sind, sondern viel weitgehendere Veränderungen notwendig sind.

    Natural resources such as carbon, water, and fish are increasingly managed with markets that require an initial allocation of property rights. In practice these rights are typically grandfathered based on historical use, but rights could be allocated any number of ways. Taking the perspective of a currently unregulated firm, we ask how the anticipation of a future market affects extraction incentives, environmental quality, and welfare prior to the implementation of the market. We show that this anticipation has first-order welfare implications, seemingly contradicting the widely held belief that the allocation of rights has no aggregate welfare consequences. The most egregious case involves anticipation of a traditional grandfathering rule, which induces a race for allocation before the market goes into effect, causing over-extraction or over-emissions, even relative to the completely unregulated baseline. We derive an alternative allocation rule called "Reverse-Grandfathering" that still provides a free allocation of rights but reverses the marginal incentive to emit or extract. We show that this new approach, which relies on incentives due to anticipation, can replicate welfare-maximizing firm behavior, even in the complete absence of regulation. To illustrate the potential magnitude of anticipation effects, we develop and parameterize a structural model of a hypothetical market among nearly 5,000 large fishing firms on the high seas.     Input subsidies in natural resource sectors are widely believed to cause depletion of the natural capital on which those sectors rely. But identification and data challenges have stymied attempts to empirically estimate the causal effect of subsidies on resource extraction. China's fishing fleet is the world's largest, and in 2016 the government changed its fuel subsidy policy for distant water vessels to one that increases with predetermined vessel characteristics. The policy features 25 thresholds at which subsidies discontinuously increase. Using a regression discontinuity design, we estimate that a 1% increase in fuel subsidy increases hours of fishing by 2.2%. Reducing Chinese distant water fuel subsidies by 50% could eliminate biological overfishing in several ocean regions
