    The People's Republic of China (PRC) has rapidly achieved a relatively high degree of financial inclusion (access of individuals to financial products and services) as a result of the development of various large-scale financial platforms using financial technology (fintech) to reduce the cost of providing financial services. Most notable are the two companies Ant Group and Tencent, which started in digital payments but have branched out into other bank-like services, such as investment products and loans. At the same time, the People's Bank of China (PBC) has been developing a central bank digital currency (CBDC), specifically the digital yuan. The digital yuan has a link to the legacy yuan in value terms but could act for retail digital transactions in a centralized payment system. This paper examines the likely contributions of the digital yuan to financial inclusion and financial stability in the PRC and includes the following: - A description of the current state of digital payments in the PRC, including the role of non-banking platforms, such as Ant Group's Alipay and Tencent's WeChat Pay, as well as that of commercial banks. - A description of the current state of digital finance in the PRC. - A description of the current state of financial inclusion in the PRC. - A description of the PBC's digital yuan project, including the modalities available to retail users (individuals and firms), the mechanisms (such as bank intermediaries) that can make the digital yuan available to such users, and the settlement processes. - An analysis of the expected contribution of the PBC's digital yuan to financial stability, taking into account the possible effects of the introduction of the digital yuan on the assets and liabilities of commercial banks and on private borrowing behavior as well as the possible impacts on non-bank firms, such as Ant Group and Tencent. - An analysis of the expected contribution of the PBC's digital yuan to financial inclusion, taking into account the expected value contributions of the digital yuan to retail users beyond what they obtain from the current system.

    We empirically characterize how China is internationalizing the Renminbi by selectively opening up its domestic bond market to foreign investors and propose a dynamic reputation model to explain this internationalization strategy. The Chinese government deliberately controlled the entry of foreign investors into its market, first allowing in relatively stable long-term investors like central banks before allowing in flightier investors like mutual funds. Our framework explains these patterns as the result of a government strategy to build its reputation as an international currency issuer while attempting to reduce the cost of potential capital flight as it tries to gain credibility. The dynamics of reputation make Chinese debt a substitute for emerging market risky debt in the early stages of internationalization and more of a substitute for developed market safe debt in the later stages. We use our framework to explore how countries compete to become a reserve currency provider. Competition worsens the incentives to build up reputation by reducing the benefits of having a higher reputation. The framework is tractable and can make sense of both new entrants like China and established players like the United States

    Recent trends suggest the world economy may be tending towards an equilibrium with two distinct trading blocs, each internally integrated, but with significant isolation between the blocs. This paper uses a quantitative theory to explore how far this bifurcation would need to go to pose a threat to the special role of the dollar in international exchange. The theory emphasizes the joint determination of countries' portfolio choices and trading currency. We find that unilateral protectionism on the part of the US could modestly reinforce the dollar's dominant role, but that policies directly supporting the Chinese yuan's use in trade could end the dollar's continued dominance if implemented over a long-enough period. Tit-for-tat responses between just the US and China would likely leave the dollar's role essentially unchanged. If both countries coordinate protectionist policies within their trading blocs, however, a transition away from global dollar dominance becomes far more likely

    This paper quantifies the effect of the government-controlled appreciation of the Chinese renminbi (RMB) vis-à-vis the USD from 2005 to 2008 on the prices charged by US producers. As the RMB during that time was pegged to a basket of currencies, the empirical strategy must account for the fact that the currencies included in the basket may have directly affected US prices. Thus, the pre-2005 period is used to filter out the effects of other exchange rates on import and producer prices. Additionally, utilizing the remainder of the sample, the pure effect of an RMB appreciation on US import prices and, in turn, the effect of RMB-induced US import price fluctuations on US producer prices is established. In a panel spanning the period from 1994 to 2010 and including 417 manufacturing sectors, the main finding emerging from this empirical strategy is that import prices pass into producer prices at an average rate of 0.7. This finding supports the view that the markets for domestic and imported manufactured goods are well integrated. Consequently, even if the exchange rate affects import prices only to a small extent, it may have a substantial impact on inflation, as it exerts a sizeable impact on the competitive environment of domestic producers and the prices that they charge.

    In this Policy Contribution, Jean Pisani-Ferry observes the lack of European interest towards China's exchange policy rate. He believes that Europeans, compared to Americans, are slower to react to external developments. The absence of significant external deficit, doubts about which policy stance is desirable, internal disagreements, an untested governance of exchange-rate relations, and a habit of following US leadership may have all contributed to a slow European response. That said, the Europeans have recently woken up to the issue as the euro has appreciated quickly against both the dollar and the renminbi, and they can be expected to adopt an increasingly active stance on China's exchange rate policy.
