    Migration and pollution are two defining features of China's impressive growth perfor- mance over the last 30 years. In this paper we study the migration response to pollution in Chinese cities, and its consequences for productivity and welfare. We document a robust pattern in which skilled workers emigrate more in response to pollution than the unskilled. Their greater sensitivity to air quality holds up in cross-sectional variation across cities, panel variation with individual fixed-effects, and when instrumenting for pollution using distant power-plants upwind of cities, or thermal inversions that trap pollution. Pollution therefore changes the spatial distribution of skilled and unskilled workers, which results in higher returns to skill in cities that the educated migrate away from. We quantify the loss in aggregate productivity due to this re-sorting by estimating a model of demand and supply of skilled and unskilled workers across Chinese cities. Counterfactual simula- tions from the estimated model show that reducing pollution would increase productivity through spatial re-sorting by approximately as much as the direct health benefits of clean air. Physical and institutional restrictions on mobility exacerbate welfare losses. People's dislike of pollution explains a substantial portion of the wage gap between cities.

    We study the effects of climate change on labor and capital reallocation across regions, sectors and firms. We use newly digitized administrative reports on extreme weather events occurred in Brazil during the last two decades and a meteorological measure of excess dryness relative to historical averages to estimate the effects of droughts in the local economy of affected areas, on the magnitude of the labor and capital flows they generate and on factor allocation in destination regions. We document two main results. In the short run, local economies insure themselves against negative weather shocks via financial integration with other regions. However, in the long run, affected regions experience capital outflows driven by a reduction in loans, consistent with a permanent decrease in investment opportunities. Second, we find that abnormal dryness affects the structure of both the local economy and the economy of areas connected via migrant networks. Directly affected areas experience a sharp reduction in population and employment, concentrated in agriculture and services. While local manufacturing absorbs some of the displaced workers, these regions experience large out-migration flows. Regions receiving climate migrants expand employment in agriculture and services, but not in manufacturing. Using social security data, we provide evidence that labor market frictions direct migrants to firms connected to migrant social networks, which are mostly outside the manufacturing sector. This has implications for the composition of economic activity and the firm size distribution in destination regions

    In the process of European integration, regions close to a border are especially affected by labour market liberalisation. Using data from the IAB employment subsample (IABS) and the employment register (BeH) for the period before and after the opening of the border (1980-2001) I shed light on the development of wages. Both German employees and Czech commuters in the western German borderland of Bavaria are compared to other domestic and foreign workers. At the beginning of the 1990s German legislation was relatively unrestrictive, so that it was quite easy for Czech workers to obtain a work permit beyond the border. Most of them had only low-skilled education. More than 5% of the eastern Bavarian male, low-skilled workforce was reported Czech in the early 1990s. Czech commuters were almost exclusively employed in five of the 27 Bavarian employment office districts overall, many of them in the building industry, the hotel and catering industry and the wholesale and retail industry. Surprisingly, precisely in this period German employees seem to have benefited from integration, but suffered in the years afterwards, when regulations on labour permits for commuters were far stricter

    Although the literature on industrial clusters and districts emphasizes the role of labor mobility in the diffusion of innovation and tacit knowledge, relatively little academic effort supported by strong empirical evidences has been made in order to reveal the association between labor mobility and innovation in an appealing way. Likewise, the experimental studies outlining the spatial characteristics of labor mobility and innovation inside a cluster are nearly absent. In terms of its inner spatial configuration, the cluster itself is a black box for not only economists but also for geographers and planners especially when the interplay of labor mobility and innovation is considered. Most of the studies either tend to concentrate on a single cluster without informing us about the actual relevance of space inside the cluster or compare the clusters in a region (or country) again without developing a proper measure for the comparisons of the respective clusters in terms of the spatial characteristics of the labor mobility and innovation inside them. In this regard, the basic pursuit of this paper is both to develop and utilize simple measures in order to account for the relevance of space in different configurations of innovation and labor mobility inside an industrial cluster by making use of the parameters and analysis developed for Social Network Analysis (SNA), Space Syntax (SS) and Geographic Information Systems (GIS). What is especially remarkable in this study is the preference for free and open source software and establishment of author's own algorithms. In an attempt to reveal the spatial contexts of the labor mobility and innovation occurring inside a cluster, firstly streets involved in Siteler, an industrial cluster in Ankara and specialized in furniture production, are divided into segments according to some intuitive criteria. Subsequently, a series of analysis is conducted by employing parameters of SNA, SS and GIS. What is evident from this paper is that labor mobility and innovation inside Siteler is strongly imprinted with the spatial configuration of streets in the cluster.

    Exploiting a large migration of farmers to the West of Brazil between 1950 and 2010, we study how migration shapes aggregate and regional comparative advantage. We document that farmers emigrating from regions with high employment in an activity are more likely to work in that activity and have higher income than other migrants doing so. We incorporate this heterogeneity into a quantitative model and find that, by reshaping comparative advantage, declines in migration costs contributed substantially to Brazil's rise as a leading commodity exporter.     We develop a general equilibrium model of frictional labor reallocation across firms and regions, and use it to quantify the aggregate and distributional effects of spatial frictions that hinder worker mobility across regions in Germany. The model leverages matched employer-employee data to unpack spatial frictions into different types while isolating them from labor market frictions that operate also within region. The estimated model shows sizable spatial frictions between East and West Germany, especially due to the limited ability of workers to obtain job offers from more distant regions. Despite the large real wage gap between East and West of Germany, removing the spatial frictions leads, in equilibrium, to only a small increase in aggregate productivity and it mostly affects the within-region allocation of labor to firms rather than the between-region allocation. However, spatial frictions have large distributional consequences, as their removal drastically reduces the gap in lifetime earnings between East and West Germans

    We develop a frictional labor market model with multiple regions and heterogeneous firms to study how frictions impeding labor mobility across space affect the joint allocation of labor across firms and regions. Bringing the model to matched employer-employee data from Germany, we find that spatial frictions generate large misallocation of labor across firms within regions. By shielding firms from competition for workers from other regions, spatial frictions allow low productivity firms to expand, reducing aggregate productivity. Overall, we show that taking into account the characteristics of the local labor market is important to quantify the aggregate losses from spatial frictions

    Creating labour mobility opportunities, allowing refugees to move legally from first asylum countries to receiving countries based on their skills/qualifications and recipient labour market needs, have the potential to provide beneficiaries with access to a livelihood, ease migratory pressures for countries at the EU external borders and satisfy labour market demands in participating EU countries. Cedefop's pilot project showed ways to succeed if the political will to engage in relocation exists. Above all, the project revealed the importance of networks and the necessity to further engage employers in national migration and integration strategies.

    From the beginning of the Covid-19 pandemic to late 2021, international immigration flows to the US decreased significantly. We document the timing and the characteristics of these significant changes in flows, their evolution until late 2022 and their geographic and sector distribution. We consider, in a similar way, changes in internal native mobility in the US, before and after Covid-19. We then connect cross-state native mobility to foreign immigration, the emergence of remote-work options, and changes in labor demand, before and after Covid. In spite of the large changes in labor markets and international migration, we do not measure any significant changes in native internal mobility. Then, using a panel regression and a shift-share IV, we find that the post-Covid drop in immigration and differential increase in remote-work options across sectors and states were not associated with changes in natives' cross-state mobility. We discuss possible implications of the decline in immigration and low native mobility on unfilled jobs in local labor markets
