    There are a number of important reasons why lending by regional or sub-regional development banks can and should play an important and valuable complementary role in the international development architecture. The authors look at the specific strengths of multilateral, regional and sub-regional development banks and drawing on the successful experience of the European Investment Bank and the Andean Development Corporation conclude that the time is now for creating new regional development banks and expanding existing ones. Creating new institutions or expanding existing ones will have very clear benefits, as for instance providing regional public goods which are currently undersupplied, such as regional infrastructure. Very large pools of savings and foreign exchange reserves originate in developing countries these days and therefore the potential for a significant expansion of regional or sub-regional development banks, with only or mainly developing country members has grown significantly. At the same time, it may be desirable to create new regional development banks where gaps exist, however too much duplication of services is not desirable.

    Die aktuelle Krise einiger amerikanischer und europäischer Banken löst zwangsläufig Befürchtungen aus, dass eine internationale Bankenkrise zu einer neuen Finanzkrise führen könnte. Doch sind die Vorzeichen im Jahre 2023 ganz andere als im Jahre 2007/2008. Anders als vor 15 Jahren wirkt sich nicht das Kreditrisiko infolge des Platzens einer Blase, sondern das Zinsrisiko auf die Banken aus, die nach einer zuvor langanhaltenden Phase expansiver Geldpolitik nun den Zinsanstieg durch die Inflationskomponente des Nominalzinses unterschätzt haben. Das schnelle Eingreifen der Zentralbanken hat zunächst zur Stabilität der internationalen Finanzmärkte beigetragen und bisher nicht zum Abzug von Geldern aus dem System geführt, sondern nur zu Umschichtungen. Trotzdem ist die Situation fragil. Obwohl eine geringe Ansteckungsgefahr für Banken in der Eurozone besteht, weil es sich bei den betroffenen US-Banken um regionale und branchenspezifische Fälle mit lascher Regulierung handelte und die Credit Suisse bereits ein eigener Sanierungsfall war, kann eine Krise schnell größere Kreise ziehen. Die extrem langen Bilanzsummen einiger Banken können bei einem Vertrauensverlust zu einem Risiko ausarten, sodass das System erodiert.

    Bankeffizienzstudien haben lange die Bedeutung von Standortfaktoren vernachlässigt. Insbesondere für Banken mit einem regional oder lokal begrenzten Geschäftsgebiet gilt eine enge Verzahnung mit dem demographischen, ökonomischen und wettbewerblichen Umfeld. Im Rahmen einer Literaturstudie wurden 37 empirische Effizienzanalysen mit Standortfaktoren gefunden und mit Blick auf ihre strukturellen, methodischen und konzeptionellen Besonderheiten ausgewertet. Die methodischen und konzeptionellen Vorgangsweisen weichen teilweise stark voneinander ab. Die empirischen Erkenntnisse sind dementsprechend uneinheitlich, teilweise widersprüchlich. Weitgehender Konsens herrscht jedoch darüber, dass Effizienzanalysen von Regionalbanken ohne Berücksichtigung des Standorts nicht sinnvoll sind. For a long time bank efficiency studies neglected the importance of locationalfactors. Especially banks that operate locally or regionally are strongly intertwined with their demographic, economic and competitive environment. In a literature study, 37 empirical efficiency analyses with locational factors were evaluated with respect to their structural, methodological and conceptional features. Partially, the methodological and conceptional approaches diff er considerably. Empirical results are thus ambiguous and sometimes contradictory. However, there is broad consensus that efficiency analyses for regional banks cannot do without considering its location.

    "We review how deregulation, technological advance, and increased competitive rivalry have affected the size and health of the U.S. community banking sector and the quality and availability of banking products and services. We then develop a simple theoretical framework for analyzing how these changes have affected the competitive viability of community banks. Empirical evidence presented in this paper is consistent with the model's prediction that regulatory and technological change has exposed community banks to intensified competition on the one hand, but on the other hand has left well-managed community banks with a potentially exploitable strategic position in the industry.
