    This study develops a policy model under the hierarchical administration system of the regional economy in Japan. In case of Japan, a hierarchy of national, prefectural, and municipal (city) administration exists, and a different regional policy in these each hierarchies can be set up. Generally, the policy and its evaluation might be different whether should give priority to national interests or to each region's interests. To show such a situation, quantitatively analysis by using the computable general equilibrium model (CGE model) is examined. Concretely, Kitakyushu City and Fukuoka City are taken up as an administrative region at the city level. Together with these two cities and surrounding areas, it becomes Fukuoka Prefecture. On the other hand, the case of including Yamaguchi Prefecture, the adjacent prefecture, in these regions exists. In this case, it can be called Northern Kyushu Area by combining Fukuoka Prefecture and Yamaguchi Prefecture, and such a large area also becomes important in the regional policy as higher hierarchy. Five regions including the rest of Japan are focused on this study. Moreover, due to availableness of the input-output tables of these regions, respectively, the data base to develop the CGE model is estimated after tabulating the interregional input-output table.

    Im Rahmen der Studie werden wirtschaftliche Stärken und Schwächen beidseits der deutsch-dänischen Grenze sowie Handlungsfelder für eine vertiefte Kooperation in der Grenzregion identifiziert. Es wird analysiert, welche "kritischen Massen" in der Grenzregion mobilisiert werden könnten, um auf beiden Seiten der Grenze Schwächen zu überwinden und die Gesamtregion im Wettbewerb um Investoren und knappe Arbeitskräfte zu stärken. Auf Grundlage einer Expertenbefragung werden Schlüsselfaktoren für die Entwicklung der Grenzregion abgeleitet und mögliche Entwicklungsszenarien für die deutsch-dänische Grenzregion modelliert. Das Autorenteam zeigt darüber hinaus, dass die Erfahrungen und Kooperationsmodelle bereits stärker integrierten Grenzregionen Lerneffekte für die Institutionalisierung der Zusammenarbeit und insbesondere für die Ausgestaltung von Arbeitsmarktkooperationen bieten. The study identifies economic strengths and weaknesses on both sides of the German-Danish border as well as fields of action for deeper cooperation in the border region. It analyzes which "critical masses" could be mobilized in the border region to overcome weaknesses on both sides of the border and to strengthen the overall region in the competition for investors and scarce labor. Based on an expert survey, key factors for the development of the border region are derived and possible development scenarios for the German-Danish border region are modeled. The team of authors also shows that the experiences and cooperation models of already more integrated border regions offer learning effects for the institutionalization of cooperation and especially for the design of labor market cooperation.

    In this paper we explore the impact of place-based innovation policy in Europe. We focus on the effects of Smart Specialisation strategies on the labour productivity of regional economies. We design an analytical framework that takes into account the entrepreneurial discovery process through which the policy is implemented, and connect the technological relatedness of regions with their specialisation choices. We use an IV estimation approach capable of handling endogeneity problems, and apply it to an extensive dataset of 102 NUTS2 regions extracted from the European Commission Smart Specialisation Portal. The results show that Smart Specialisation strategies increase labour productivity as long as the priorities are set in sectors related to pre-existing technological capabilities, indicating the fundamental importance of path-dependency in diversification choices. The findings deepen our understanding of regional development and innovation strategies, and have relevant implications for the implementation of appropriate policy instruments.
