    The increasing digitalization in the process and the end-result of public service, a phenomenon widely known as e-government, is changing the range and ways of collaboration among governments and their stakeholders. Especially with the pervasive use of social media for knowledge sharing, today’s local governments are teaming up with their non-government stakeholders in an unprecedented width and depth to exchange knowledge and resources to build digital public services together. While these collaborative initiatives benefit from the complementation of knowledge and resources that are associated with extensive participation, these initiatives also exist under a shadow of confusion and conflict when organizing the changing range and relationships of stakeholders, aligning technology uses with divergent objectives of knowledge sharing, as well as coordinating different distributions of decision-making power and accountability. To tackle these issues, in this dissertation I develop an understanding of the co-evolution of governance, organizational form of e-government collaboration through the mediation of social media. Here I define governance as the attempts to address the issue of coordination, and organizational form as the structural features of the e-government collaboration. And I define social media as the Internet-based collaborative technologies that are accessible to both government and non-government stakeholders for creating, circulating, sharing and exchanging knowledge. My primary research inquiry is thus how do the governance and organizational form of e-government collaboration occur through the mediation of social media? To pursue this line of inquiry, I further explore the relationship between social media and the governance and organizational form of e-government collaboration. Specifically, I ask: * How does the governance of e-government collaboration occur through the mediation of social media? * How does the organizational form of e-government collaboration occur through the mediation of social media? Conceptually I take an ensemble view to understand the relationship between social media and organizational changes (i.e., governance and organizational form) and argue that while social media has the potential to change social arrangements, these arrangements also influence the use of social media. In particular, I use the technology enactment framework as a conceptual map to identify the embeddedness of technology adoption in institutional, organizational and cognitive arrangements. Furthermore, I complement the framework with the theory of institutional logics, technology frames of references, and temporary organization, to operationalize the understanding of the institutional, organizational as well as cognitive arrangements. I choose e-government in China as the empirical setting to address the research questions for its unique environment, including its recent strong policy push for e-government initiatives and public-private collaboration, its complex public administration environment, as well as the pervasiveness of social media (i.e., WeChat) for work communication in both public and private spheres. Such an environment provides a good number of e-government collaboration cases that are characterized by the heterogeneity of stakeholders, mediation of social media, innovative administration arrangements, and that can be followed and studied from their early stages. The dataset for this dissertation is collected from four cases of e-government collaboration in China. To better understand the development of e-government collaboration through the mediation of social media over time, I conducted a longitudinal study on one of the cases, of which the communication between the stakeholders is primarily mediated through the Chinese social media WeChat. For data collection, I used qualitative methods including interviews, participant observations, as well as document analysis. For the first research question, the findings indicate the key dimensions in the governance of e-government collaboration center around the distribution of decision-making power and accountability between government and non-government stakeholders. And social media, as a knowledge-sharing platform, is crucial for achieving balances as such in an undefined collaboration, as it provides ambiguity between stakeholders’ interests and needs, while still allowing stakeholders to develop a sense of consensus and informedness. For the second research question, the findings indicate that e-government collaboration can be organized differently through the mediation of social media. Nevertheless, a long-term examination shows the organizational form of e-government collaboration has to accord with the institutional logics at play. The form changes as the dynamics of institutional logics change. During the transition of these organizational settlements, social media plays an important role as a sandbox for experimenting with configurations of organizational structures, as well as a repository for shared knowledge and experiences. This dissertation makes three central contributions: First, it contributes to the conceptualization of governance in the era of e-government by highlighting the role of social media and its enactment in the occurrence of governance, and proposing an empirically driven typology of adaptive governance. Second, it contributes to the understanding of the organizational form of e-government collaboration by identifying the social media mediated hybridization process, and the characteristics of a social media enabled organizational form. Third, the findings extend the understanding of social media adoption in the context of e-government collaboration by providing a longitudinal account of social media enactment, and insights in the relationship between social media and government transformation.

    This study takes note of changes in school accountability policies from 2009 to 2015 in Korea utilizing OECD PISA data from 2006 to 2015. We found that active implementation of the accountability policy (2009-2012 period) were effective in raising the academic performance of students and schools in the lowest socioeconomic strata. However, when the school accountability policies were gradually abolished (2012-2015), education achievements of students from poor family background as well as the overall performance of low achieving public schools worsened significantly. We particularly noted that it was only public schools that experienced gains and exacerbations in school performance in accordance with the status of accountability policy, conversely, private schools somewhat gained from the implementation of the policy and resisted negative consequences following the gradual abolishment of the policy

    Do teachers have accurate beliefs about their effort and ability? This paper explores this through a survey experiment in public-private partnership schools in Uganda, wherein teacher self-beliefs are contrasted with their beliefs about other teachers in the same school. The study finds that, on average, teachers tend to rate ability, effort, and job satisfaction more positively for themselves than for other teachers. This tendency is called high relative self-regard. The study finds no systematic evidence of high relative self-regard around perceptions of student engagement quality and available support structures. More experienced teachers are less likely to exhibit high relative self-regard, while teachers showing low effort are more likely to exhibit it. This is analogous to the Dunning-Kruger effect in psychology, except respondents rate themselves as better than most (not better than average) and variation is explored over effort (not cognitive ability). High relative self-regard is less pronounced in owner-managed public-private partnership schools, suggesting that when principle-agent problems are less severe, schools find ways to correct for inaccurate teacher self-beliefs. These results provide suggestive evidence of cognitive biases that help teachers rationalize suboptimal effort in the classroom. This in turn points to the importance of providing objective feedback to teachers about their effort and performance as one potential way to improve their performance. Teacher self-beliefs are important areas of intervention because they are likely to affect how teachers optimize their effort and training investments. Self-beliefs are also likely to affect how teachers respond to changes in incentive and accountability regimes

    Corruption and mismanagement of public resources can affect the quality of government services and undermine growth. Can citizens in poor communities be empowered to demand better-quality public investments? This paper looks at whether providing social accountability training and information on project performance can lead to improvements in local development projects. It finds that offering communities a combination of training and information on project quality leads to significant improvements in household welfare. However, providing either social accountability training or project quality information by itself has no welfare effect. These results are concentrated in areas that are reported by local officials as more corrupt or mismanaged. The impacts appear to come from community members increasing their monitoring of local projects, making more complaints to local and central officials, and cooperating more. The paper also finds modest improvements in people's trust in the central government. The study is unique in its size and integration in a national program. The results suggest that government-led, large-scale social accountability programs can strengthen communities' ability to improve service delivery

    The time teachers spend teaching is low in several developing countries. However, improving teacher effort has proven difficult. Why is it so difficult to increase teacher effort? One possibility is that teachers are resistant to increasing effort because they do not believe their effort is suboptimal. Such beliefs may be based on their mental models on absenteeism, accountability, and student learning. This paper explores this idea using data from 16,000 teachers across eight developing countries, spanning five regions. It finds that, on average, teachers support test-based accountability and believe that they are in fact held accountable for student learning. In several countries, many teachers tend to normalize two types of suboptimal behaviors. These are (i) certain types of absenteeism, and (ii) paying extra attention to well-performing and well-resourced students. Finally, the paper shows that ideas of accountability and absenteeism are strongly framed by context in two direct ways. The first is whether teachers favor exclusively reward-based forms of accountability. The second is the degree to which they support absenteeism linked to community tasks. These results provide actionable insights on how changing teacher behavior sustainably might require reshaping underlying mental models

What should the village community do about it? In Ghana, land has increasingly become an object of trade as a result of new growing, agriculture-based value chains for global biofuel markets. The ethical choices we make about land and its use are at the core of this book. It investigates the challenges of land acquisition for biofuels production exploring the concept of empowerment and Christian ethics within the socio-political power settings of the people of Northern Ghana. It thus considers the historical, theological, ethical and sociological foundations of the Ghanaian land issue.

    After the agreement of the European Parliament and the Council of the EU in December 2023, a few formal steps remain to introduce the Corporate Sustainability Due Diligence Directive (CSDDD). The legislation is intended to improve environmental and labor standards along the chain of international activities of European companies. However, the scope is far-reaching, and its implementation will be associated with significant costs of compliance. Thus, the directive will not only deteriorate the competitiveness of European companies but also endanger the economic development of developing and emerging economies because their attractiveness as suppliers of intermediate or final products for the European market will significantly decrease. The experience with supply chain due diligence regulations from EU member states supports these arguments. The present paper investigates the adverse effects of the German supply chain act one year after its introduction by using trade data and the results of a recent survey among German companies: ◼ Trade data: It shows that imports in the high-risk sector of apparel from countries with problematic enforcement of sustainability standards like Bangladesh and Pakistan have decreased by more than 20 percent since the introduction of the law. This development seems not to be driven by shrinking demand in Germany but is rather an early sign of trade diversion due to this non-tariff barrier to trade especially with these countries. ◼ Company survey: Furthermore, survey results indicate that the range of companies affected by the existing German regulation is much wider than those directly covered by the law as many companies are indirectly affected as customers or suppliers. More than one out of eight companies have decided to purchase products or produce increasingly in countries with high human rights and environmental protection standards. For directly and indirectly affected firms the share is even 22 per cent. This explains at least partly the drop in imports from countries with weak governance. As it cannot be ruled out that supply chain regulations negatively impact development in third countries, there is a need for more experience and time to design the CSDDD in a way that it does not only represent a burden for European companies and disadvantage for developing countries. The scope should be restrained to reduce legal uncertainty and increased only gradually as soon as European companies are prepared for the next step of the implementation. Generally, a risk-based approach is preferable, where companies are obliged to monitor and report on the sustainability of their supply chains only when there is clear evidence of high risks of non-compliance with sound environmental and labor standards. Furthermore, the obligations to monitor the production conditions of intermediate products should be constrained to the direct suppliers like in the German approach instead of covering the whole chain of activities, as it is barely possible for companies to trace the whole chain of activities associated with the production of intermediate products - especially for highly complex products. The proposed CSDDD needs to undergo a major review to assure that it effectively improves production conditions abroad without significant negative side effects and risks for economic development in developing and emerging economies.

    Corruption and mismanagement of public resources can affect the quality of government services and undermine growth. Can citizens in poor communities be empowered to demand better-quality public investments? We look at whether providing social accountability training and information on project performance can lead to improvements in local development projects. The program we study is unique in its size and integration in a national program. We find that offering communities a combination of training and information on project quality leads to significant improvements in household welfare. However, providing either social accountability training or project quality information by itself has no welfare effect. These results are concentrated in areas that are reported by local officials as more corrupt or mismanaged, suggesting local agents have significant information about where corruption and mismanagement is worse. We show evidence that the impacts come in part from community members increasing their monitoring of local projects, making more complaints to local and central officials and increasing cooperation. We also find modest improvements in people’s trust in the central government. The results suggest that government-led, large-scale social accountability programs can strengthen communities’ ability to address corruption and mismanagement as well as improve services.

    Do teachers have accurate beliefs about their effort and ability? This paper explores this through a survey experiment in public-private partnership schools in Uganda, wherein teacher self-beliefs are contrasted with their beliefs about other teachers in the same school. The study finds that, on average, teachers tend to rate ability, effort, and job satisfaction more positively for themselves than for other teachers. This tendency is called high relative self-regard. The study finds no systematic evidence of high relative self-regard around perceptions of student engagement quality and available support structures. More experienced teachers are less likely to exhibit high relative self-regard, while teachers showing low effort are more likely to exhibit it. This is analogous to the Dunning-Kruger effect in psychology, except respondents rate themselves as better than most (not better than average) and variation is explored over effort (not cognitive ability). High relative self-regard is less pronounced in owner-managed public-private partnership schools, suggesting that when principle-agent problems are less severe, schools find ways to correct for inaccurate teacher self-beliefs. These results provide suggestive evidence of cognitive biases that help teachers rationalize suboptimal effort in the classroom. This in turn points to the importance of providing objective feedback to teachers about their effort and performance as one potential way to improve their performance. Teacher self-beliefs are important areas of intervention because they are likely to affect how teachers optimize their effort and training investments. Self-beliefs are also likely to affect how teachers respond to changes in incentive and accountability regimes
