    In this paper, we analyze the effect of transport infrastructure investments in railways. As a testing ground, we use data from a new historical database that includes annual panel data on approximately 2,400 Swedish rural geographical areas during the period 1860-1917. We use a staggered event study design that is robust to treatment effect heterogeneity. Importantly, we find extremely large reduced-form effects of having access to railways. For real nonagricultural income, the cumulative treatment effect is approximately 130% after 30 years. Equally important, we also show that our reduced-form effect is likely to reflect growth rather than a reorganization of existing economic activity since we find no spillover effects between treated and untreated regions. Specifically, our results are consistent with the big push hypothesis, which argues that simultaneous/coordinated investment, such as large infrastructure investment in railways, can generate economic growth if there are strong aggregate demand externalities (e.g., Murphy et al. 1989). We used plant-level data to further corroborate this mechanism. Indeed, we find that investments in local railways dramatically, and independent of initial conditions, increase local industrial production and employment on the order of 100‒300% across almost all industrial sectors.

    This lecture, delivered at the Higher School of Economics in 2020, opens with a discussion of the modern history of economists' treatment of network industries: from cost-of-service regulation through incentive regulation to vertical restructuring. This history is then applied to the freight railways sector, followed by a discussion of the current state of the debate on rail restructuring - what we term the European versus the American model, or vertical versus horizontal separation - first generally and then in the Russian Federation. Finally, we seek to derive lessons relevant to Russia from both the empirical literature and the results of recent reform policies implemented in the United States and the European Union.

    Ireland developed one of the world's most intensive railroad networks in the second half of the 19th century. However, the emergence of railroads occurred in tandem with a failure to industrialize and mass depopulation suggesting limited, if any, impact on the island's economy. This paper examines this claim from a trade-based market-access perspective. Matching high-resolution geospatial data for nearly 3,400 districts to existing road and waterway networks as well as Ireland's nascent railroad network, we quantify the extent of market access improvements caused by rail. Additionally, we compute an external market access measure that accounts for improved access to international ports. Our findings reveal that this distinction is vital. Improvements in domestic market access brought about by railroads had a substantial positive influence on both population density and land values, while better access to ports had the opposite, negative, effect. Overall, these conflicting forces cancel out, hiding rail's importance. However, a supplementary analysis reveals that the introduction of rail fostered a significant reorientation within the economy across two key domains: emigration and the labour-intensiveness of agriculture. Areas with relatively more access to ports experienced greater levels of emigration and a faster switch from labor-intensive tillage to pastoral farming-with differential access explaining around two-fifths of the observed shift in both variables between the Great Famine and the Great War.
