    This paper presents the first empirical analysis of the impact of Parliamentary immunity on the behavior and performance of politicians. Leveraging a Constitutional Amendment, the adoption of which lifted the immunity of 132 of the 550 members of the Turkish Parliament, we find that losing immunity pacifies the MPs of the opposition parties. They become less diligent in the Parliament (drafting fewer pieces of legislation, initiating fewer investigation inquiries, delivering fewer and shorter speeches) and become less aggressive (interrupting other MPs less frequently). They also reduce their tendency to cast dissenting votes against the government. MPs of the opposition parties who lose their immunity are less likely to get re-nominated by their parties in the next election, and they are less likely to get re-elected. We find no evidence that more outspoken and active opposition MPs, or those who are more valuable for their parties have been targeted for immunity revocation. There is no evidence that immunity-retained MPs increasing their Parliamentary efforts in reaction to their same-party colleagues losing immunity. Laws are passed faster after the Constitutional Amendment was adopted, possibly as a consequence of reduced opposition and deliberation. Using Eurobarometer surveys, we find that citizens' reactions to the revocation of MP immunity are polarized. An individual's trust in the Parliament is decreased or increased based on whether an MP from the individual's province lost immunity and if that MP subscribes to the same or opposing ideology as the individual

    The global policy discourse and the war on terror tend to ignore the wide variety of roles and agendas of non-state armed groups (NSAGs), viewing them primarily as threats to security, negative for peace and as important spoilers that can undermine successful peace building. They tend to be closely linked with other forms of transnational threats such as international terrorism, crime, narcotics, human trafficking, and the illicit trade in small arms. The paper argues that engaging with NSAGs on the basis of their positive or potentially positive impacts is more productive. It emphasises the importance of distinguishing different types of NSAG and understanding their motivation, mobilisation, financing and popular support in order to assess their claims to legitimacy. Potential entry points and policy guidelines for donors include the need for “bottom-up” statebuilding efforts in capacity trap countries like Afghanistan and DRC, the inclusion of legitimate groups in peace settlements and greater focus on the positive role of NSAGs in statebuilding. Finally, for statebuilding efforts to be successful they must be framed within a broader template of regional peacebuilding to prevent the externalisation or spillover of conflict and fragility.

    This paper studies gender interactions within hierarchical organizations using a large data set on the duration of Italian municipal governments elected between 1993 and 2003. A municipal government can be viewed as a hierarchy, whose stability over time depends on the degree of cooperation between and within ranks. We find that in municipalities headed by female mayors, the probability of early termination of the legislature is higher. This result persists and becomes stronger when we control for municipality fixed effects as well as non-random sorting of women into municipalities using regression discontinuity in gender-mixed electoral races decided by a narrow margin. The likelihood that a female mayor survives until the end of her term is lowest when the council is entirely male, and in regions with less favorable attitudes towards working women. The evidence is suggestive that female mayors are less able at fostering cooperation among men, or alternatively, that men are more reluctant to be headed by women. Other interpretations receive less support in the data.     Morocco's formally accepted Islamist party, the Justice and Development Party (PJD), has further underlined its recognition of the authoritarian regime in response to a disappointing electoral showing and tough competition from the new Authenticity and Modernity Party (PAM). In contrast, the forbidden, although tolerated, Justice and Spirituality Movement (Al Adl wal Ihsan) retains its principled oppositional role. While there is speculation that this may change when its ailing and aging leader and founder, Sheikh Yassine, passes away, it seems most likely that Justice and Spirituality will retain its role as the main oppositional movement in Morocco in the near future.

    The global policy discourse and the war on terror tend to ignore the wide variety of roles and agendas of non-state armed groups (NSAGs), viewing them primarily as threats to security, negative for peace and as important spoilers that can undermine successful peace building. They tend to be closely linked with other forms of transnational threats such as international terrorism, crime, narcotics, human trafficking, and the illicit trade in small arms. The paper argues that engaging with NSAGs on the basis of their positive or potentially positive impacts is more productive. It emphasises the importance of distinguishing different types of NSAG and understanding their motivation, mobilisation, financing and popular support in order to assess their claims to legitimacy. Potential entry points and policy guidelines for donors include the need for “bottom-up” statebuilding efforts in capacity trap countries like Afghanistan and DRC, the inclusion of legitimate groups in peace settlements and greater focus on the positive role of NSAGs in statebuilding. Finally, for statebuilding efforts to be successful they must be framed within a broader template of regional peacebuilding to prevent the externalisation or spillover of conflict and fragility.
