This book presents: the results of an empirical analysis of the new phenomenon of virtual clusters (VCs), which highlight the dynamics of these emerging innovation networks in the digital economy and the challenges that this dynamics represents for the conventional theories, which are unable to define a comprehensive framework that supports the development of these networks; an overview of the most significant theoretical approaches to innovation networks, and their rethinking in the digital economy scenario. Following a neo-Schumpeterian approach, a particular focus is on the opportunity to integrate the economic benefits coming from the geographical proximity, with the advantages related to the "organizational proximity" allowed by the ICT networks; the constituent points of a strategy aimed at sustaining the developing processes of a VC in a drawback region, and a description of the e-Salento project, an application of this strategy to an Italian drawback region, the Salento. Some general implications of the project for theory and practice are also discussed; and the architecture and the master plan of two initiatives within the e-Salento project, concerning the agribusiness and tourism sectors. A model of leadership, to guide innovation in an organisation competing in the digital economy, including both firms and regions. The perspective advanced in this work addresses issues concerned with VC growth and regions' economic development processes that are common to both the regional studies and the innovation management literature; the text represents an important empirically grounded contribution to them. Furthermore, several scholars argue that new development models are emerging for firms and regions. There is a lack of published work that provides empirical grounding and/or analytical models of firms' and regions' development processes in the Net Economy

    The 14 papers that comprise this book provide a comprehensive review of the IMF's work on social safety nets. The book is made up of three parts. Part I provides a broad overview of the social concerns in structural policy and the basic work related to social safety nets. Part II deals with the design of social safety nets. Part III provides case studies on nine countries from different parts of the world. The reade will find these studies particularly informative and, I hope, will appreciate the scope of the IMF'f work in this area. At the time these studies were written, all the writers except one were IMF staff members. The exception, Ravi Kanbur was with the World Bank

    "1997 saw a major reform in China which signaled the move away from its traditional economy, when Jiang Zemin called off the debate on public versus private ownership. However, none of the existing theories can fully explain the transformation of the property rights system during the post-Mao reforms. The first part of this volume will reconceptualize the property rights reform in post-Mao China to provide a political economy explanation of why the transformation of property rights in China appears piece-meal. The success of the post-Mao reforms can be attributed to China's ability to integrate the experience of a variety of transition models. The second part of the paper investigates two distinct transition models, in light of the lessons from current Vietnamese reform. It explores the dynamics of political actions and analyzes the political reasons for economic reform."     The volume contains a series of workshops designed to introduce readers to the process of formulating a hypothetical macroeconomic and structural adjustment program, which is a central element in the financial programmiing courses offered by the IMF Institute. In addition to elaborating key concepts for the four major sectoral accounts, the workshops are designed to help readers develop step-by-step a reference scenario for Sri Lanka based on the assumption that policies will remain unchanged during the selected program year of 1991. Based on the diagnosis of financial and structural imbalances that emerge from the reference scenario, readers can then elaborate a program scenario for 1991 and the medium term, focusing principally on the macroeconomic aspects of a financial program, but also identifying the main elements of structural reform The data used in the workshops have been drawn from official sources and the IMF's data banks such as International Financial Statistics; in some instances, the presentation has been adapted to facilitate exposition
