    Thanks to a successful vaccination campaign, COVID19 cases have declined sharply in 2021, and the Moroccan economy is rebounding. Economic activity has recovered most of the ground lost with the severe recession of 2020 and is expected to grow at 6.3 percent in 2021. Among the factors propelling the rebound are the exceptional harvest after two years of drought, continued fiscal and monetary stimulus, and the persistent buoyancy of remittances. Going forward, Morocco's growth is expected to remain at about 3 percent, assuming the acceleration of new cases in early 2022 proves transitory and the effects of the pandemic on activity gradually fade. Recent inflationary pressures remained manageable and are expected to wane in 2022, as cost pressures from global and domestic supply disruptions are reabsorbed. After its sharp contraction in 2020, the current account deficit is projected to widen in 2021 and over the medium term, but Morocco emerges from the pandemic with a much stronger international reserve position

    Prior to the COVID-19 shock, the key challenge facing policymakers in the Middle East, North Africa, and Central Asia region was how to generate strong, sustainable, job-rich, inclusive growth. Post-COVID-19, this challenge has only grown given the additional reduction in fiscal space due to the crisis and the increased need to support the recovery. The sizable state-owned enterprise (SOE) footprint in the region, together with its cost to the government, call for revisiting the SOE sector to help open fiscal space and look for growth opportunities

    Previous studies on the justification of repression have analysed large-scale protests, about which autocratic officials communicate to avoid backlash effects. However, we know much less about how everyday repression against dissidents and ordinary citizens is communicated and justified under authoritarianism. This paper is the first to systematically investigate how officials in autocracies justify, conceal, or deny different forms of repression employed by different state institutions. It studies the communication of repression in two North African autocracies, drawing on the novel Justifications of Repressive Incidents in Morocco and Tunisia Dataset. The dataset contains 439 events between 2000-2010 and disaggregates the various dimensions of repression and its communication. The empirical analysis shows that the chosen forms of repression influence patterns of communication and justification. Studying the communication of repression helps us better understand the nexus of authoritarian legitimation and political violence in the Middle East and North Africa region and beyond.

    The present article analyzes Victor of Vita's depiction of the Vandal migration into North Africa, focusing on its intertextual elements and rhetorical strategies. It argues that Victor particularly emphasized the religious aspects of what was essentially a military event, the overtaking of Roman North Africa by the Vandals. The context in which he wrote, the immediate aftermath of the council of Carthage of 484, which led to the coercion of Nicene Christians by the Vandal authorities, largely explains his view of the Vandal period as a time of continuous persecution of his Christian faction. Victor retroactively applied this view of the Vandals - "the battalions of impiety" - to the migration period, the article argues, and used literary means to implement such a view. In the end, Victor's text is evidence of the Nicene reaction to the Vandal migration, rather than of the migration itself, because he exaggerated the religious elements associated with the newcomers (heretics who he saw as a threat to his own community of believers) and this aspect which he estimated the most important dominated his depiction of events.

    The pandemic aggravated Tunisia's long-standing vulnerabilities stemming from persistent fiscal and external imbalances, rising debt, and contingent liabilities from inefficient state-owned enterprises. The crisis is expected to induce the largest contraction in real GDP since independence. The authorities' targeted response together with higher outlays on wages widened the fiscal deficit. A second Covid-19 wave is underway. The authorities are securing 500,000 doses to start a first campaign of vaccinations in February and are aiming to secure more doses to vaccinate half of the population starting in April-May. Staff expects GDP growth to rebound modestly in 2021, but it could take years before activity returns to pre-crisis levels, especially if large imbalances were not addressed and key reforms delayed. Downside risks dominate and recent protests highlight the level of social tensions, aggravated by Covid-19 restrictions, and particularly among the youth

    The novel, the literary adage has it, reflects a world abandoned by God. Yet the possibilities of novelistic form and literary exegesis exceed the secularizing tendencies of contemporary literary criticism. Showing how the Qurʾan itself invites and enacts critical reading, Hoda El Shakry’s Qurʾanic model of narratology enriches our understanding of literary sensibilities and practices in the Maghreb across Arabophone and Francophone traditions. The Literary Qurʾan mobilizes the Qurʾan’s formal, narrative, and rhetorical qualities, alongside embodied and hermeneutical forms of Qurʾanic pedagogy, to theorize modern Maghrebi literature. Challenging the canonization of secular modes of reading that occlude religious epistemes, practices, and intertexts, it attends to literature as a site where the process of entextualization obscures ethical imperatives. Engaging with the Arab-Islamic tradition of adab—a concept demarcating the genre of belles lettres, as well as social and moral comportment—El Shakry demonstrates how the critical pursuit of knowledge is inseparable from the spiritual cultivation of the self.Foregrounding form and praxis alike, The Literary Qurʾan stages a series of pairings that invite paratactic readings across texts, languages, and literary canons. The book places twentieth-century novels by canonical Francophone writers (Abdelwahab Meddeb, Assia Djebar, Driss Chraïbi) into conversation with lesser-known Arabophone ones (Maḥmūd al-Masʿadī, al-Ṭāhir Waṭṭār, Muḥammad Barrāda). Theorizing the Qurʾan as a literary object, process, and model, this interdisciplinary study blends literary and theological methodologies, conceptual vocabularies, and reading practices

    Thanks to a successful vaccination campaign, COVID19 cases have declined sharply in 2021, and the Moroccan economy is rebounding. Economic activity has recovered most of the ground lost with the severe recession of 2020 and is expected to grow at 6.3 percent in 2021. Among the factors propelling the rebound are the exceptional harvest after two years of drought, continued fiscal and monetary stimulus, and the persistent buoyancy of remittances. Going forward, Morocco's growth is expected to remain at about 3 percent, assuming the acceleration of new cases in early 2022 proves transitory and the effects of the pandemic on activity gradually fade. Recent inflationary pressures remained manageable and are expected to wane in 2022, as cost pressures from global and domestic supply disruptions are reabsorbed. After its sharp contraction in 2020, the current account deficit is projected to widen in 2021 and over the medium term, but Morocco emerges from the pandemic with a much stronger international reserve position

    Drawing on the theme of gender equality in tourism, this book aims to identify the main obstacles to women's advancement in the tourism industry, and to discover and share successful strategies to overcome them, drawing on case studies from all over the world. Interlaced between the 12 chapters of the book are stories from women who work in tourism. The chapters and stories that make up this book explore women's stories of empowerment beyond the neoliberal conceptualizations of economic improvement, to highlight the structural inequalities that prevent true gender equality. The collection points to the slow and small changes that women are making and how women are using the transformations tourism brings to their advantage. The book has a subject index.

    Civil society organisations (CSOs) in the Middle East and North Africa (MENA) face mounting challenges, especially in authoritarian states, where they encounter closures, persecution and smear campaigns. Consequently, their crucial work in advancing human rights, good governance and inclusive human development is increasingly stifled and criminalised. Activists and professionals linked to CSOs also endure surveillance and persecution. This should worry European policymakers since a vibrant and free civil society in MENA is in their interest, as it is key for human development. This policy brief proposes seven ways for development cooperation to protect CSOs in authoritarian regimes in the MENA and beyond. European foreign and development policies in the MENA region have led to governmental partnerships that often sustain authoritarian regimes at the expense of citizens’ rights, for instance on migration (Francavilla, 2023; Grimm & Roll, 2023). Although substantial humanitarian aid reaches conflict zones, one of the root causes of the continuing political violence and conflicts - absence of accountable democratic governments – remains inadequately addressed (Barakat & Fakih, 2021). To avoid further empowering authoritarian rule in the region, European policymakers should reassess their multi- and bilateral governmental cooperation. The prevalent assumption amongst many policymakers that the incumbent authoritarian regimes in MENA can provide political stability needs to be discarded. The stability paradigm guiding European relations with the Arab World should instead be replaced with a do-no-harm approach. Although “do no harm” is a core principle of European development cooperation policy, it often is ignored in practice or trumped by other interests (Leininger, 2023). Development cooperation benefitting citizens must prioritise inclusive human development through cooperation with a wide range of actors, including elected state bodies, independent media and watchdog CSOs (Rutzen, 2015). This policy brief develops seven recommendations for European policymakers in development cooperation. The first step is to overcome the prevalent stability-through-cooperation paradigm to prevent further negative effects on human rights, democracy and civil society. Therefore, it is important that European policymakers recognise these authoritarian regimes’ unwillingness to implement reforms that would reduce their control over political institutions. Second, it remains crucial that policymakers acknowledge the increasingly shrinking space for critical voices in civil society. Third, governments and regional organisations should give CSOs a voice at international summits and in international organisations to increase the visibility of their demands and show support for oppressed voices. Fourth, European development cooperation professionals should establish flexible crisis funding lines for at-risk CSOs and their staff. Fifth, at-risk journalists, activists or human rights defenders (HRDs) need access to fast-track visa programmes to ensure they can continue their work from abroad when the authorities want to silence them. Sixth, European development cooperation profession-als should continue to support marginalised voices and groups and push for more inclusive governance. Lastly, European governments should limit arms exports to authoritarian regimes.
