    We study how firms respond to predictable, but uncertain, worker absences arising from maternity and non-work-related sickness leave. Using administrative data on over 1.5 million spells of leave in Brazil, we identify the short-run effects of a leave spell starting on firms' employment, hiring, and separations. Firms respond immediately by increasing hiring, but the increase is substantially less than one-for-one replacement. Hiring responses are more pronounced for absences arising in occupations with more transferable skills and in firms operating in thicker labor markets. Overall, our results imply that using external markets is costly and firms manage absences through other channels.

    Since the 1959 revolution, the Cuban state has committed to women's empowerment and enacted a series of laws and policies to promote women's equal and active participation in all spheres of life. Sources agree that Cuba has made remarkable progress towards women's economic empowerment and gender equality, notably thanks to the provision of universal and free education, state employment opportunities, equal pay for equal work, maternity protection, and childcare facilities. However, it is also increasingly acknowledged - by the state itself - that these measures have been unable to bring about full equality and challenge deeply entrenched gendered social norms about women's and men's roles in the family and in society. This report is part of a study that explores the following research questions within the Cuban context: 1. What is the relationship between sexual and reproductive health (SRH) and social norms? 2. What is the relationship between women's economic empowerment and social norms? 3. What policies and interventions have been implemented to address SRH, women’s economic empowerment and related social norms?

    This report provides a picture of where we stand and what we have learned so far about maternity and paternity rights across the world. It offers a rich international comparative analysis of law and practice relating to maternity protection at work in 185 countries and territories, comprising leave, cash benefits, employment protection and non-discrimination, health protection, breastfeeding arrangements at work and childcare. Expanding on previous editions, it is based on an extensive set of new legal and statistical indicators, including coverage in law and in practice of paid maternity leave as well as statutory provision of paternity and parental leave and their evolution over the last 20 years. The report also takes account of the recent economic crisis and austerity measures. It shows how well national laws and practice conform to the ILO Maternity Protection Convention, 2000 (No. 183), its accompanying Recommendation (No. 191) and the Workers with Family Responsibilities Convention, 1981 (No. 156), and offers guidance on policy design and implementation. This report shows that a majority of countries have established legislation to protect and support maternity and paternity at work, even if those provisions do not always meet the ILO standards. One of the persistent challenges is the effective implementation of legislation, to ensure that all workers are able to benefit from these essential labour rights

    While workplace flexibility is perceived to be a key determinant of maternal labor supply, less is known about fathers' demand for flexibility or about intra-household spillover effects of flexibility initiatives. This paper examines these issues in the context of a critical period in family life - the months immediately following childbirth - and identifies the impacts of paternal access to workplace flexibility on maternal postpartum health. We model household demand for paternal presence at home as a function of domestic stochastic shocks, and use variation from a Swedish reform that granted new fathers more flexibility to take intermittent parental leave during the postpartum period in a regression discontinuity difference-in-differences (RD-DD) design. We find that increasing the father's temporal flexibility reduces the risk of the mother experiencing physical postpartum health complications and improves her mental health. Our results suggest that mothers bear the burden from a lack of workplace flexibility - not only directly through greater career costs of family formation, as previously documented - but also indirectly, as fathers' inability to respond to domestic shocks exacerbates the maternal health costs of childbearing.

    "Arbeit oder Kinder"!? - Die Wohlfahrtsstaaten Europas werden seit 30 Jahren mit zwei gegenläufigen Trends konfrontiert, die die sozialstaatliche Steuerung und Organisation von Familien- und Erwerbsarbeit in den Fokus des politischen und wissenschaftlichen Interesses rücken: In fast allen Ländern sind die Geburtenzahlen zum Teil deutlich zurückgegangen, während die Frauenerwerbstätigenquoten im Gegenzug erheblich gestiegen sind. Was sind die Ursachen für diesen Befund? Welche familienpolitischen Regulierungsmuster sind in den einzelnen Ländern vorzufinden? Was könnte zur Erhöhung der Geburtenzahlen beitragen und warum? Diese Arbeit untersucht verschiedene familienpolitische Erklärungsfaktoren (Steuersystem, Sozialschutzausgaben, Mutterschafts-, Erziehungsurlaub, Kinderbetreuungsquote, Arbeitsmarktintegration von Frauen) für insgesamt 16 europäische Länder (Belgien, Dänemark, Deutschland, Finnland, Frankreich, Griechenland, Grossbritannien, Irland, Island, Italien, Niederlande, Norwegen, Österreich, Portugal, Schweden und Spanien). Zur Beantwortung der aufgeworfenen Fragen wird auf eine, in der Wohlfahrtsstaatsforschung noch weitgehend unbekannte, neue Methode zurückgegriffen: MVQCA (Multi-Value Qualitative Comparative Analysis). Ferner dient das in der Genderforschung entwickelte Ernährermodell zur theoretischen Strukturierung der länderübergreifenden familienpolitischen Analysen. Es wird sich zeigen, dass es einige Länder gibt, die sich im Bereich der Familienpolitik besser aufgestellt haben, während andere Länder sich noch immer auf fast kinderlosen Pfaden bewegen. Ferner wird aufgezeigt, welche unterschiedlichen Wege es gibt, die aus der familienpolitischen Sackgasse herausführen. Thomas Groß, Jahrgang 1980, studierte von 2001 bis 2006 Politikwissenschaft auf Diplom mit den Nebenfächern Volkswirtschaftslehre und Rechtswissenschaft, zuerst an der Universität Leipzig, später an der Freien Universität Berlin. Seit 2007 ist er Fachreferent an der Deutschen Zentralbibliothek für Wirtschaftswissenschaften in Kiel. Von 2008-2010 absolvierte der Autor berufsbegleitend ein Masterstudium der Bibliotheks- und Informationswissenschaft an der Humboldt-Universität zu Berlin.
