    ger: Die vorliegende Masterarbeit beschäftigt sich mit der Bedeutung interkultureller Kompetenz im Rahmen der Interaktion zwischen österreichischen und russischen Geschäftsleuten. Dabei werden im Konkreten die folgenden drei größeren Abschnitte behandelt: Ansätze aus kulturwissenschaftlicher Perspektive, wirtschaftsgeschichtliche und systemische Aspekte sowie eine empirische Studie mittels quantitativer Methode. Der kulturwissenschaftliche Teil der Arbeit stützt sich dabei auf theoretische Ansätze und jene relevanten Kulturdimensionen, die auch im Rahmen der praktischen Studie analysiert werden. Ebenso finden sich eingangs einige Begriffserklärungen, darunter eine Definition des Begriffes „Interkulturalität“. Der wirtschaftliche Teil der Arbeit behandelt im Speziellen die Entwicklung der russländischen Wirtschaft ab dem Zerfall der Sowjetunion im Jahre 1991 in der Jelzin- und Putin-Ära sowie die parallel dazu verlaufenden diplomatischen Beziehungen zwischen der Europäischen Union und Russland. Auf diesen theoretischen Teil folgt im letzten Abschnitt eine praktische Analyse. Ausgehend von der Annahme, dass das Vorhanden- oder Nichtvorhandensein von interkultureller Kompetenz nicht selten darüber entscheidet, ob sich beispielsweise ein Markteintritt in Russland oder das erste persönliche Aufeinandertreffen erfolgreich oder nicht erfolgreich gestalten, soll im Zuge einer Analyse untersucht werden, welche Rolle das Thema „interkulturelle Kompetenz“ in der gelebten Praxis des 21. Jahrhunderts einnimmt. Der empirische Teil der Arbeit gliedert sich in zwei Abschnitte, in denen sowohl österreichische als auch russische Führungskräfte und Mitarbeiter unabhängig voneinander befragt wurden. Dabei versucht der Autor Begegnungs- und Interaktionsprobleme zu eruieren und zu analysieren. Demnach kann diese Arbeit auch als Unterstützung und Orientierung für Führungskräfte aus dem deutschsprachigen Raum herangezogen werden, die entweder bereits einer Tätigkeit mit russischen Geschäftsleuten nachgehen oder deren Markteintritt in Russland unmittelbar bevorsteht. eng: The following master thesis focuses on intercultural competence within the interaction between Austrian and Russian business. The three parts attempt to outline cultural scientific, economic, historical and methodical aspects as well as to corroborate the empirical study by means of quantitative methods. The first part focuses on the cultural dimension, which is also analyzed within the practical study. Furthermore, the explanations of relevant terms in particular „interculture” are given in the first part. The second part focuses on economical approaches, in particular the development of the Russian economic policy from the dissolution of the Soviet Union in 1991 – Yeltsin’s and Putin’s era - as well as the diplomatic relations between the European Union and Russia. Finally, the empirical part focuses on the presence or absence of intercultural competence as a key factor whether a market entry or a meeting are successful or not. The present paper discusses the question: what role does intercultural competence play in the 21st century? The empirical part includes two segments, in which Austrian as well as Russian CEOs and employees are being questioned and the data gained is analyzed.

    In this policy brief, we study the development of trade integration, specifically the participation in global value chains, of the Western Balkan countries. Using a multi-country input-output Database, called the 'wiiw MC IOD', we first analyse in a descriptive way the trends in economic integration by looking at forward and backward linkages. Second, we apply a gravity model to accurately pin down the effects of trade integration. The results show that potential EU membership and the earlier Stabilisation and Association Agreements (SAAs) boost trade flows between the new trading partners. These agreements affect particularly the forward linkages and thus support economies to sell their products both directly and indirectly on global markets. This suggests that the Western Balkans should focus their efforts on achieving the maximum possible level of economic integration with the EU even before full accession, including greater access to the EU budget, joining the EU Customs Union and expanding the existing SAAs. Also, EU support for the Western Balkans amid the COVID-19 crisis should be stepped up in order to keep the countries on track for EU integration. More investment in regional infrastructure has the potential to make near-shoring from, for example, Germany and Austria more likely in a post-COVID-19 world.

    Can autocracies and their associated institutions successfully implement economic policies that promote growth and investment? Can 'good economics' somehow offset the effects of 'bad' politics? Kazakhstan is a case where an autocratic regime has actively projected market-friendly policies and attracted significant amounts of incoming investment. These policies are to some extent reflected in the country's governance ratings, although there has been a significant amount of investment disputes that question the attachment to the rule of law. Moreover, the political regime remains strongly personalised around the founder President, his family and associates. This is reflected in the economics of the autocracy whereby a large public sector and a set of privately held businesses coexist to mutual benefit. The latter have been formed around a very small number of highly connected individuals whose initial accumulation of assets allows them also to act as necessary gatekeepers for entrants. Competition as a result remains limited in both economic and political domains. Yet, uncertainties over the future leadership, along with latent rivalry over access to resources and markets, make the political equilibrium quite fragile. In short, 'bad' politics both squeezes the space for, and distorts the benefits from, 'good' economics.

    China's economic ties with Russia are deepening, particularly in terms of trade and cross-border lending, but less so in terms of Chinese foreign direct investment in, or portfolio flows to, Russia. Meanwhile, Europe remains Russia's largest trading partner, lender and investor. In relation to trade, an analysis of China's increasing export share and the increasing value added of its exports, and previous empirical analysis at the product level, indicate that China seems to have become more of a competitor to the European Union on Russia's market. Increasing competition between European and Chinese exports should not be surprising as there is ample evidence that China has rapidly moved up the technology ladder in the last few decades. Competition over investment and lending is more limited, but the situation could change rapidly with China and Russia giving clear signs of a stronger than ever strategic partnership.

    Nucleus-outgrower schemes (NOSs) are supposed to be a particularly effective private-sector mechanism to support smallholder farmers and contribute towards mitigating the problematic aspects of pure large-scale agricultural investments. This discussion paper uses panel household survey data collected in two rounds in Zambia to analyse some agro-ecological and socio-economic impacts of the outgrower programme of one of the largest agricultural investments in Zambia: Amatheon Agri Zambia (AAZ) Limited. The descriptive results show that the type of participation in the programme varies across participants and components, with most participating in trainings. Econometric results suggest the following key findings. First, although the overall impact of the AAZ outgrower programme on the uptake of conservation agriculture practices is robust and promising, impacts on the adoption of other agricultural technologies is less obvious and the effect depends on the type of support provided. Second, the programme has had a significant impact on maize productivity promoted in the initial phase but not on the other crops - mainly oilseeds - promoted later. Third, the initially less productive farmers seem to benefit slightly more than already better performing ones. Fourth, although the impact on overall household security was insignificant, there is some suggestive evidence (although the effect is weak) that the programme has a positive effect on improving women's uptake of micronutrients. Finally, our findings show that the three components of the programme (trainings, seed loans and output purchases) have different effects on the adoption of sustainable agricultural practices and productivity, and to some extent on food security. Overall, the results suggest that NOSs, with all their risks, can play a role in the adoption of sustainable agricultural practices, improving farm-level agricultural technologies, providing input credit, and thereby improving productivity and smallholder livelihoods. However, this is not automatically the case, as it crucially depends on the design and management of the project; the availability of good policies and institutions governing the rules of operation; the types of crops promoted; the duration of the project; and the political commitment of host countries, among others.

    Many governments adopt policies and actively compete to attract foreign direct investment (FDI). Particularly for lower-income countries, attracting FDI - and with it the benefits of cooperating with multi-national enterprises (MNEs) - is a promising strategy for participating in global supply chains and increasing local firm productivity. However, empirical findings show contrasting effects and there is heated debate over FDI's advantages and drawbacks. The current trend to rising market concentration also begs the question: Have FDI effects changed in recent years? This Policy Brief aims to address these questions by studying FDI and what the apparent growth in market concentration implies. Although foreign investment theoretically raises productivity, creates employment and offers many other benefits, the empirical evidence is not unequivocal. Initial coarse country-level data found that receptivity to FDI raises the host country's economic growth. But later research used more detailed sector data and showed ambiguous effects (Görg & Greenaway, 2004). New microdata confirm that FDI effects are differential: Not all workers and households benefit equally. They also showcase the different ways in which MNEs and FDI benefit firms, workers and households in host countries. Recently, superstar firms, which capture large shares of industries and thereby increase market con-centration, have emerged. Linked to reduced national economic dynamism and evident in global markets, the rise of superstar firms could negatively impact on FDI effects. They differ from MNE competition effects and confer market power so that MNEs can determine prices and wages. This trend toward rising market concentration is observed across multiple sectors and has several possible causes, such as technological and legal factors. A literature survey reveals a lack of evidence about how rising concentration in global markets is affecting FDI gains. However, other evidence suggests that the positive spillovers to domestic firms may well be lower, with higher market concentration negatively affecting wages and employment. The following takeaways can be derived for policy-making: 1. Integrate competition policy: Competition effects should be considered when evaluating FDI and policies should be introduced to ensure competitive practises after FDI entry. 2. Improve monitoring: Collect data on competi-tive forces and how they change when MNEs enter host economies. 3. Absorb regressive effects: Introduce social benefits to counter the potential mixed effects of FDI and MNE market power.
