    The aim of this working paper is to discuss the existing terminology, taxonomies, frameworks and concepts used for non-cognitive skills contained in the literature on labour market and skills published between 2009 and 2019, as well as in international policy driven research, with a specific focus on European frameworks. In the comparison of different Socio-emotional Learning (SEL) models we took advantage of the tools created by Harvard University (Explore SEL). Our perspective is descriptive rather than prescriptive as we compared the most important frameworks, highlighting the different perspectives of using dissimilar - and sometimes contrasting - terminologies, the labels and definitions. We suggest a three-dimensional taxonomy composed by the economic, the social and the humanity discourses as first dimension, the global, national and personal perspectives as a second one and the labour market, education policies, personal development drivers as a third one.

    We introduce a Bayesian Mixed-Frequency VAR model for the aggregate euro area labour market that features a structural identification via sign restrictions. The purpose of this paper is twofold: we aim at (i) providing reliable and timely forecasts of key labour market variables and (ii) enhancing the economic interpretation of the main movements in the labour market. We find satisfactory results in terms of forecasting, especially when looking at quarterly variables, such as employment growth and the job finding rate. Furthermore, we look into the shocks that drove the labour market and macroeconomic dynamics from 2002 to early 2020, with a first insight also on the COVID-19 recession. While domestic and foreign demand shocks were the main drivers during the Global Financial Crisis, aggregate supply conditions and labour supply factors reflecting the degree of lockdown-related restrictions have been important drivers of key labour market variables during the pandemic.

    Germany has undergone a significant migration policy shift since the early 2000s. This paper examines the total employment effect of immigration during the liberalization of migration policies from 2005 to 2018 using a spatial approach. A set of methods, along with static and dynamic macro-econometric models, were applied on a balanced panel formed by a unique and manually collected data for 156 statistical regions based on the definition of the German Federal Employment Agency. We find suggestive evidence that there has been a significant adverse impact of new immigrants on the overall employment rate, and this negative effect is substantially larger than those reported in previous studies on the employment effect of immigration in the German labour market. In a further step, we divide our sample into two subsamples to capture the employment effect of the massive humanitarian inflows that began in 2015. Our results indicate that, in addition to the new immigrants' lower rate of integration into the local labour markets, a sudden influx of asylum seekers may possibly lead to a substantial fall in the employment rates, because asylum seekers are not immediately allowed to work in the country.

    We investigate the effect of a miscarriage on mental health care use, labour market and family outcomes of women and their partners using Dutch linked administrative data. Miscarriages are common and largely random conditional on age. We estimate event study models using women with a completed pregnancy as a control group. A first miscarriage increases women's use of mental health therapy compared to the control group. These effects disappear over time. Partners are equally likely to use any mental health care as the control group. There are differences in labour market outcomes and probability of living together.

    Throughout Europe, the labour market integration of immigrants tends to lag behind that of natives. This paper empirically analyses the role played by integration policies in closing this gap in EU countries, not only directly, through the employment rate but also indirectly by influencing the intensity and the composition of immigration flows. Relying on the Migration Integration Policy Indicator (MIPEX), we find that countries with more developed integration policies do not necessarily have higher immigrant employment rates. This finding is due to the fact that different types of policies have opposite effects: policies favouring family reunion, tackling discrimination and allowing for political participation seem to increase the labour market integration of immigrants, while the latter is negatively associated with a higher labour market mobility, as well as easier access to permanent residence and nationality. Only the positive effect of anti-discrimination policies survives the inclusion of country fixed effects though. Effects are found to vary across immigrants coming from EU versus non-EU countries, suggesting that there is no one-fits-all integration policy. Moreover, our results confirm that immigrants' labour market integration varies with the skill composition of the migrant population, a higher level of qualification favouring employment. The composition of the immigrant population within a country in terms of skill levels, however, could also be influenced by integration policies in potential destination countries, a premise which we also test. We show that integration policies indeed act as a pull factor for migration in a gravity model that controls also for the restrictiveness and skill selectivity of migration policies. Yet, it seems that more elaborate integration policies affect primarily the number of high-skilled immigrants entering the territory, but not the number of medium or low skilled, and this only for those from EU countries. Different factors hence seem to be at play for the low and medium skilled, but once moved, our results show that low-skilled migrants are the ones benefitting the most from integration policies in terms of employment rate.

    The dissertation consists of three chapters that analyze topics in household finance and the transmission of monetary policy. In each chapter, I find evidence for heterogeneous effects, either because households with different leverage adjust consumption after house price changes differently, or households differ in their housing tenure transitions in response to a change of monetary policy, or monetary policy transmits differently to labour market outcomes across the income distribution. The first chapter analyzes the consumption effects of house price changes for homeowners in Italy. I use an Italian panel dataset that contains information on household incomes and balance sheets. In contrast to findings of the existing empirical literature for the US and UK, the effect of house prices on consumption is small in Italy. In line with theoretical models, I show that the effect is largest for households close to their borrowing constraint. Thus, the smaller consumption response in Italy relative to the US and UK may be explained by the lower leverage of Italian households. The second chapter investigates the transmission of monetary policy to the housing markets in Germany, Italy and Switzerland. We identify monetary policy shocks using high-frequency data on interest rate expectations and combine it with household panel datasets. We show that monetary policy transmits to short and long term yields and mortgage rates and therefore to the user costs of housing. We estimate that interest rate cuts lead to transitions from renting to owning in Germany and Switzerland but not in Italy. Within Italy, households from financially more developed regions react more strongly by becoming homeowners, in line with a stronger effect on mortgage rates in these regions. In the third chapter, I estimate the effect of monetary policy on labour market outcomes across the income distribution in Switzerland, a country with a high employment rate and a high level of working hours compared to other European countries. I show that, in line with findings from other countries, policy rate cuts lead to lower household income inequality. I find that for Switzerland, the reduction of income inequality is caused by an increase of labour income and labour supply at the bottom of the household income distribution, both at the intensive and extensive margin. Further, individuals that work in more elementary occupations and in the Italian- and French-speaking regions of Switzerland gain more from interest rate cuts. Diese Dissertation besteht aus drei Kapiteln, die sich mit den Themenbereichen Haushaltsfinanzen und Transmission von Geldpolitik beschäftigen. In jedem der drei Kapitel finde ich Evidenz für heterogene Effekte, sei es wenn Haushalte mit unterschiedlichem Verschuldungsgrad ihren Konsum nach einer Hauspreisveränderung unterschiedlich anpassen, oder Haushalte ihre Wohnbesitzverhältnisse als Reaktion auf geldpolitische Änderungen wechseln, oder sich Geldpolitik unterschiedlich auf Arbeitsmarktergebnisse entlang der Einkommensverteilung überträgt. Das erste Kapitel analysiert die Konsum-Effekte von Hauspreisveränderungen für Hauseigentümer in Italien. Hierzu nutze ich einen italienischen Panel-Datensatz, der Informationen zu Haushaltseinkommen und Vermögensverhältnissen enthält. Im Gegensatz zu den Befunden aus der Literatur für die USA und das Vereinigte Königreich ist der Effekt von Hauspreisen auf den Konsum in Italien klein. In Übereinstimmung mit theoretischen Modellen kann ich zeigen, dass der Effekt am grössten für Haushalte in der Nähe der Beleihungsgrenze ist. Somit könnte die geringere Reaktion des Konsums in Italien verglichen mit den USA und dem Vereinigten Königreich durch die niedrigere Verschuldung der italienischen Haushalte erklärt werden. Das zweite Kapitel untersucht die geldpolitische Transmission auf die Immobilienmärkte in Deutschland, Italien und der Schweiz. Wir identifizieren geldpolitische Schocks mittels Hochfrequenzdaten zu Zinserwartungen und verbinden diese mit mit drei Haushaltspanels. Wir zeigen, dass sich Geldpolitik auf kurz- sowie langfristige Renditen und Hypothekenzinsen und somit auf die Nutzungskosten von Wohneigentum überträgt. Wir schätzen, dass Zinssenkungen zu Wechseln von Wohnbesitzverhältnissen von Miete zu Hauseigentum in Deutschland und der Schweiz führen, jedoch nicht in Italien. Innerhalb Italiens reagieren Haushalte aus finanziell stärker entwickelten Regionen mehr, indem sie Hauseigentümer werden, entsprechend einem stärkeren Effekt auf die Hypothekenzinsen in diesen Regionen. Im dritten Kapitel schätze ich den Effekt von Geldpolitik auf Arbeitsmarktergebnisse entlang der Einkommensverteilung in der Schweiz, einem Land mit einer hohen Erwerbs\-quote und einem hohen Niveau von Arbeitsstunden verglichen mit anderen europäischen Ländern. Ich zeige in Übereinstimmung mit Befunden zu anderen Ländern, dass Zinssenkungen zu niedrigerer Einkommensungleichheit zwischen Haushalten führt. Ich finde heraus, dass in der Schweiz der Rückgang der Einkommensungleichheit durch eine Erhöhung der Arbeitseinkommen und des Arbeitsangebots im unteren Teil der Haushaltseinkommensverteilung hervorgerufen wird, sowohl an der intensiven als auch an der extensiven Marge. Zudem profitieren Individuen, die in einfacheren Tätigkeiten arbeiten und in den italienisch- und französischsprachigen Regionen der Schweiz, stärker von Zinssenkungen.

    This report is the third volume of a Cedefop study on developing EU standards for monitoring and evaluating lifelong guidance systems and services, expanding the evidence base on outcomes and impacts of career development support. It aims at generating better understanding of the costs of publicly financed measures connected to career development and career guidance for adults. The report is explorative, highlighting the limitations of the sources reviewed and the difficulties in collecting and exploring data on costs related to career development activities. In providing insights on inputs, investments and outputs in career services involving guidance, it makes a link between the findings in relation to intended outcomes and impacts of similar measures and approaches to monitoring and evaluation in lifelong guidance studied in Volumes I and II.

    The literature has robustly documented a negative migrant-native wage gap in developed economies. Yet empirical evidence of pay differences has been elusive for developing countries. We approach this question by leveraging internationally harmonised microdata with 1.5 million individuals from 6 transition and developing countries and 15 OECD economies spanning from 1995 to 2016 and employ counterfactual decomposition techniques which allow us to control for individual-productivity and job-specific characteristics, and explain up to 72% of the observed immigrant-native wage gap. The Blinder-Oaxaca baseline results indicate that, vis-à-vis comparable workers born in developed economies, the pay for workers born in transition and developing economies is discounted both in their home country labour markets and - if migrating - also in developed host country labour markets. However, the unexplained native-to-migrant wage gap remains sizeable in most countries even after controlling for productivity differentials (28% and more). Cross-country correlation analyses contribute a direct empirical support to the link between variation in unobserved job characteristics and skills among foreign-born and native-born workers and wage gap, while the labour market discrimination environment is of a second-order importance.

    This paper uses a health labor market lens to examine the impact of COVID-19 on health workers, as well as relevant policy levers. It compiles a collection of literature using a standardized measurement framework to determine the impact of COVID-19 on health workers. It examines the relevant issues under the lens of a health labor market. In particular, the paper interprets this information and knowledge by focusing on the supply, demand, and mismatches in a health labor market. Within this framework, it presents relevant issues on COVID-19 and its impact on health workers, as well as the ensuing policy response. Finally, the chapter presents key lessons learned from COVID-19 to inform future responses related to ensuring a sufficient workforce to tackle them.
