    Este documento es un informe final (primer borrador) de la consultoría denominada “Análisis de la Cadena Química-Plástico” que integra un conjunto de consultorías sobre otros sectores a través de las cuales la ONUDI conjuntamente con la CEPAL y la Oficina del Coordinador Residente (OCR) en Uruguay buscan la adaptación de las metodologías de diagnóstico de Cadenas Globales de Valor (CGV) a la realidad del Uruguay para identificar el potencial de actividades productivas del país en cuanto a la generación de valor agregado y generación de empleo a través de la metodología EQuIP. En particular, la iniciativa pretende contribuir al desarrollo de herramientas para el análisis de las oportunidades del país en cadenas de valor estratégicas, y en ese marco se ha seleccionado, en consulta con las contrapartes gubernamentales, al sector química-plástica.     En este documento se presenta un análisis de las potencialidades y desafíos que enfrena Uruguay para su inserción en la cadena global de valor biofarmacéutica (CGV-Biofarma). En la sección I, se descompone la cadena en tres fases principales: investigación y desarrollo, manufactura y comercialización. Para cada una de esas fases, en la sección II se presenta una síntesis de las tendencias recientes a nivel mundial. Con el mismo criterio, en la sección III se analiza la participación de Uruguay, actual o potencial, en cada una de esas fases. Finalmente, la sección IV sintetiza las propuestas que se presentan a lo largo del documento. En las mismas se enfatiza la importancia para Uruguay de participar en la CGV-Biofarma y se identifican para ello tres canales especialmente promisorios. Resumen .-- Introducción .-- I.
