    Ranging from Polish inspirations in contemporary authors such as Bernlef, Frank Westerman and Erwin Mortier, over the Central European successes of the now forgotten Jo van Ammers-Küller, to the Bulgarian character Firmin Debeljanov in The Sorrow of Belgium: with its focus on the various interrelations between the contemporary literature of the Low countries and the so-called smaller literary cultures located between the German and the Russian language areas, the volume Van Eeden tot heden offers a multi-faceted perspective on a hitherto barely explored topic in twentieth-century European literature. Due to the academic background of the contributing authors the emphasis is on Polish, Hungarian and Czech case studies, though the Balkans are also being dealt with – albeit less prominently. Whereas some contributions search for contacts, links and influences between literatures and literators, some other chapters set up textual encounters in which authors and their works are compared from a thematic, poetic, stylistic or generic angle. Apart from these comparative endeavors, another group of contributors offer reception analysis regarding the overall topic. In the last part of the volume the focus is on issues of (national) representation and the discursive strategies that are used for it.

There are large diasporas scattered around the world in these countries. However, they differ in the adopted legal regulations regarding the participation in state elections by citizens staying abroad. The text also provides an overview of the available data on the participation of citizens abroad in parliamentary and presidential elections in the country of origin, including the number of eligible voters and the number of votes cast abroad.

It sets out ten essential principles covering the legal, institutional, administrative, and operational aspects necessary for developing an efficient and effective system for identifying, investigating and prosecuting tax crimes, while respecting the rights of accused taxpayers. This second edition addresses new challenges, such as tackling professionals who enable tax and white-collar crimes, and fostering international co-operation in the recovery of assets. Drawing on the experiences of jurisdictions in all continents, the report also highlights successful cases relating to the misuse of virtual assets, complex investigations involving joint task forces, and the use of new technology tools to fight tax crimes and other financial crimes. The Ten Global Principles are an essential element of the OECD’s Oslo Dialogue, a whole-of-government approach for fighting tax crimes and illicit financial flows. Alongside the policy document, the second edition is joined by 33 country chapters, detailing jurisdictions’ domestic tax crime enforcement frameworks as well as the progress made in implementing the Ten Global Principles.     Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Hungary.

    High school track choice determines college access in many countries. We hypothesize that some qualified students avoid the college-bound track simply because they overestimate admission requirements. To test this hypothesis, we designed a randomized field experiment that communicated the admission standards of local secondary schools on the academic track to students in Hungary before the application deadline. We targeted the subset of students (“seeds”) who occupied the most central position in the classroom-social networks, aiming to detect both direct effects on the track choice of targeted seeds and spillover effects on their untreated peers. We found neither a direct effect nor a spillover effect on students’ applications or admissions on average. Further analyses, however, revealed theoretically plausible heterogeneity in the direct causal effect of the intervention on the track choice of targeted seeds. Providing information about admission standards increased applications and admissions to secondary schools on the academic track among seeds who had a pre-existing interest in the academic track but were unsure of their chances of admission. This demonstrates that publicizing admissions standards can set students on a more ambitious educational trajectory. We discuss implications for theory and policy.

    Prior to the Age of Mass Migration, Germans left central Europe to settle primarily in modernday Hungary, Serbia, Romania, Ukraine and Russia. Despite the harsh conditions that the first generation of settlers had to endure, their descendants often fared better, not worse, compared to native population groups. This study offers a possible explanation for this surprising outcome. We use data on approximately 11,500 individuals to estimate and compare basic numeracy scores of German settlers and other populations groups in target regions. We find that German settlers generally had superior basic numeracy levels, suggesting that these settlers must have contributed positively to the human capital endowment in their target regions. The numeracy of Germans was somewhat higher than the numeracy of Hungarians and substantially higher than the numeracy of Russians, Ukrainians and Serbs. We do not find noteworthy differences in terms of numeracy between German emigrants and the population they left behind, suggesting the absence of substantial migrant selection.

    Evidence of the relationship between temperature during pregnancy and human embryo mortality is limited. Most importantly, the literature lacks causal estimations and studies on early pregnancy losses. Here, we estimate the impact of early pregnancy temperature exposure on the clinically unobserved pregnancy loss rate. We use administrative data of clinically observed pregnancies from more than three decades for Hungary. We apply an empirical approach that allows us to infer the impact of temperature on the clinically unobserved pregnancy loss rate from the estimated effects on the clinically observed conception rate. The results show that exposure to hot temperatures during the first few weeks after the conception week increases the clinically unobserved pregnancy loss rate, whereas exposure to colder temperatures seems to decrease it. Importantly, the temperature-induced changes represent changes in the total number of pregnancy losses rather than a compositional change between clinically observed and clinically unobserved pregnancy losses.

    Exploiting a change in reporting defaults and the implied audit threat in Hungary, we demonstrate that a substantial portion of employees and the self-employed reporting to earn the minimum wage have much higher earnings in reality. This can be seen from their sharp but temporary jump to the new reporting default, a twofold increase in reported earnings. Consistent with misreporting, the response is concentrated both spatially and by employer and the distribution of covariates around the threshold exhibits anomalies. Requiring individuals reporting to earn the minimum wage to pay higher taxes or ask for explicit exceptions increases reported earnings for some and decreases formal employment for others, suggesting a trade-off for taxation. We formalize the empirical findings in a model of minimum wage taxation where earnings underreporting around the minimum wage would justify a move towards higher taxation of those earnings, more aligned with a prevalent international practice.

    This paper reports the results of a Blinder-Oaxaca style decomposition analysis on Hungarian matched employer-employee data to study the gender pay-gap. We carry out the decomposition by Random Forest regressions. The raw gap in our horizon (2008-2016) is increasing, but we find that the wage structure effects are rather stable, thus the rise in the gap is due to the disappearance of the formerly negative composition effects. Graphical analysis sheds light on interesting non-linear relationships; some of them can be readily interpreted by the previous literature. A Classification and Regression Tree analysis suggests that complicated interaction patterns exist in the data. We identify segments of the Hungarian labour market that are most and least exposed to gender-dependent wage determination. Our findings lend support to the idea that an important part of the gender wage gap is attributable to monopsonistic competition with gender-dependent supply elasticities.

    Education policy constitutes a substantial part of the diaspora policies in Poland, Lithuania and Hungary. Though, the main aim of the education policy for diaspora is to establish ties with the diaspora members by ensuring access to the native language learning, transmitting the home country's history, preserving culture and traditions. These pursue the superior purpose of bringing up ethnic identity and national awareness. This report evaluates and compares the diaspora education policies across three countries, with a spotlight on the post-accession emigration groups. The analysis indicates that Polish, Lithuanian and Hungarian education policies are built on formal and non-formal types of education, with little space for informal learning. Besides, the report showcases, the selectiveness of the policies in terms of ethnic and age groups of the diaspora. The paper ends with the suggestion on the directions to modify the educational policy towards making it more exhaustive by strengthening various forms of education.

    The shortage of primary care physicians is a global healthcare problem, especially in rural areas. In this paper, we analyse the choice of location of primary care physicians and estimate the causal effect of financial incentives on the supply of primary care physicians in underserved areas. Our analysis is based on a quasi-experimental setting from Hungary. After 2015, primary care physicians could receive financial subsidy if they filled such a primary care position which has been vacant for at least a year, the amount of the subsidy increasing with the duration of the vacancy. Our results suggest that targeted financial incentives can help fill long-time vacant primary care positions but cannot completely eliminate primary care shortages. We also provide evidence on the role of demographic characteristics and individual preferences in the location choice of primary care physicians.
