    How do international organizations (IOs) affect access to social services for refugees and host country nationals during humanitarian crises? We explore the quality of care received by Syrian refugees and Lebanese nationals in Lebanese health facilities using data from original surveys in a nationally representative sample of health centers. Given its importance as a site of interactions with host country nationals, health is a key arena for studying local behavior toward refugees. Much research on refugees and intergroup relations suggests that Syrians would receive inferior services, yet other approaches would predict equitable treatment, whether due to intrinsic or extrinsic motivations. We find no difference in the quality of care for Syrians and Lebanese and argue that the comparatively equitable treatment of refugees stems from incentives from IOs at both the organizational and individual levels—a phenomenon we call the “IO effect.” The study advances research on IOs and humanitarian crises by focusing on behavior and not only attitudes toward refugees and by highlighting the role of IOs in shaping the experience of everyday life for refugees.

    Die Flutkatastrophe im Ahrtal am 14./15. Juli 2021 löste in der Bevölkerung in Deutschland eine äußerst große Bereitschaft aus, unmittelbar vor Ort praktische Hilfe zu leisten. Mit dem Eintreffen von zahlreichen freiwilligen Helfer*innen in den ersten Tagen nach der Flutkatastrophe entstanden massive Verkehrsprobleme im Ahrtal, so dass der Zugang zum Katastrophengebiet für den Individualverkehr gesperrt wurde. Aus diesem Grund organisierten die beiden lokalen Unternehmer Marc Ulrich und Thomas Pütz privat initiiert einen Fahrdienst, um die Helfer*innen ins Ahrtal zu bringen. Beide Unternehmer starteten zunächst mit einem Campingtisch als provisorischem Büro. Hieraus entwickelte sich innerhalb der ersten Wochen nach der Katastrophe eine große private Hilfsorganisation, das Helfer-Shuttle. Zum einen ist das Ziel dieses Berichtes, am Beispiel des Helfer-Shuttles für zukünftige (spontane) Einsätze von Helfer*innen im Katastrophenfall aufzuzeigen, wie ein solches unkompliziertes Hilfsangebot organisiert werden kann. Zum anderen sollen Motivation und Kompetenzen der Helfer*innen aufgezeigt werden. In diesem Bericht stellen wir die Ergebnisse unserer Untersuchung zum Helfer-Shuttle vor.

    For well over a century, humanitarians and their organizations have used photographic imagery and the latest media technologies to raise public awareness and funds to alleviate human suffering. This volume examines the historical evolution of what we today call 'humanitarian photography' - the mobilization of photography in the service of humanitarian initiatives across state boundaries - and asks how we can account for the shift from the fitful and debated use of photography for humanitarian purposes in the late nineteenth century to our current situation in which photographers market themselves as 'humanitarian photographers'. This book is the first to investigate how humanitarian photography emerged and how it operated in diverse political, institutional, and social contexts, bringing together more than a dozen scholars working on the history of humanitarianism, international organizations and nongovernmental organizations, and visual culture in Africa, Asia, the Middle East, Europe, and the United States

    This book describes how the author, as a USAID reconstruction coordinator, attempted to take his own life after failing in Iraq, an experience that led to his founding of The List Project, a seven-year mission to help Iraqis find refuge in the United States. In January 2005 Kirk Johnson, then twenty-four, arrived in Baghdad as USAID's (US Agency for International Development) only Arabic-speaking American employee. Despite his opposition to the war, Johnson felt called to civic duty and wanted to help rebuild Iraq. Working as the USAID's first reconstruction coordinator in Fallujah, he traversed the city's IED-strewn streets, working alongside idealistic Iraqi translators -- young men and women sick of Saddam, filled with Hollywood slang, and enchanted by the idea of a peaceful, democratic Iraq. It was not to be. As sectarian violence escalated, Iraqis employed by the US coalition found themselves subject to a campaign of kidnapping, torture, and assassination. On his first brief vacation, Johnson, swept into what doctors later described as a "fugue state," crawled onto the ledge outside his hotel window and plunged off. He would spend the next year in an abyss of depression, surgery, and PTSD-crushed by having failed in Iraq. One day, Johnson received an email from an Iraqi friend, Yaghdan: People are trying to kill me and I need your help. That email launched Johnson's now seven-year mission to get help from the US government for Yaghdan and thousands of abandoned Iraqis like him

    The UN Convention on the Rights of the Child significantly strengthened the legal basis for recognising children as actors with agency and a voice. In contrast to this, children in displacement contexts are still commonly portrayed as victims without agency. Children are dependent on adults, but that does not mean that they have no right to participate in decisions that affect their lives. This policy brief sheds light on the active role that children in displacement situations can take in their daily lives to shape refugee–host interactions and local integration in camp settings. It discusses how the role of children in the social integration of refugees can be strengthened and supported, indicating potential areas for intervention. With 40 per cent of the displaced population worldwide being below the age of 18, children form a significant part of this group (United Nations High Commissioner for Refugees [UNHCR], 2023). However, there continues to be limited information on the perspectives and experiences of children in displacement situations, particularly those living in the Global South. Although there is some knowledge regarding interventions to support the integration of refugee children, not much has been said about their own initiatives with respect to social integration and mediating the circumstances that displacement and encampment entail. Children change the world around them and invariably impact the adult-dominated processes of migration and integration when they participate. Independently from adults, children negotiate and construct relations during their interactions in public and private spaces, such as in (pre-)schools, organised sporting events and in private meeting points. They develop friendships and share learning materials, food and language. Through their agency, children build relations that are critical for the process of integration. This can transcend adult-dominated notions about the safety and securitisation of displacement contexts, thus transforming the conflict rhetoric associated with refugee–host community relations. The role of children has become even more salient in view of efforts to facilitate integration through the Comprehensive Refugee Response Framework (CRRF), a key framework guiding refugee policy in many refugee-hosting countries in the Global South. At the same time, children’s unique growth and developmental needs have to be adequately understood and incorporated into integration policies and programmes. In this policy brief, we call for a change in policy and pro¬gramming to recognise and support children’s critical role in social integration. We make the following recommendations to host governments, international agencies and local partners active in refugee camp settings to: • Support more data collection and analysis of children’s actions in building relations that can foster integration in different displacement contexts. • Ensure that children are included as a special category in policy frameworks. Their interests and needs should be taken into account by listening to their voices and providing platforms for exchanges with adults, policy-makers and practitioners. • Create more opportunities for refugee and host community children to interact inside and outside of school environments. • Support sensitisation programmes that bring together parents of refugee and host community children to understand the role of children in the integration process and to ensure that the views of adults as parents and guardians are also listened to and addressed. • Address negative stereotypes and open conflicts between refugee and host community children that restrict free and positive interactions. This can include fostering dialogue and peaceful means to resolve conflicts as well as facilitating cooperation.

    Die Flutkatastrophe im Ahrtal am 14./15. Juli 2021 löste in der Bevölkerung in Deutschland eine äußerst große Bereitschaft aus, unmittelbar vor Ort praktische Hilfe zu leisten. Mit dem Eintreffen von zahlreichen freiwilligen Helfer*innen in den ersten Tagen nach der Flutkatastrophe entstanden massive Verkehrsprobleme im Ahrtal, so dass der Zugang zum Katastrophengebiet für den Individualverkehr gesperrt wurde. Aus diesem Grund organisierten die beiden lokalen Unternehmer Marc Ulrich und Thomas Pütz privat initiiert einen Fahrdienst, um die Helfer*innen ins Ahrtal zu bringen. Beide Unternehmer starteten zunächst mit einem Campingtisch als provisorischem Büro. Hieraus entwickelte sich innerhalb der ersten Wochen nach der Katastrophe eine große private Hilfsorganisation, das Helfer-Shuttle. Zum einen ist das Ziel dieses Berichtes, am Beispiel des Helfer-Shuttles für zukünftige (spontane) Einsätze von Helfer*innen im Katastrophenfall aufzuzeigen, wie ein solches unkompliziertes Hilfsangebot organisiert werden kann. Zum anderen sollen Motivation und Kompetenzen der Helfer*innen aufgezeigt werden. In diesem Bericht stellen wir die Ergebnisse unserer Untersuchung zum Helfer-Shuttle vor.
