    Este documento aplica el marco analítico de La matriz de la desigualdad social en América Latina (CEPAL, 2016) al caso concreto de Panamá. El objetivo es profundizar el análisis de la desigualdad en el país bajo el entendido que la desigualdad social está estructurada a partir de diferentes ejes, donde el primer eje es el estrato socioeconómico, que se entrecruza y refuerza, entre otros, con las desigualdades de género, las étnico-raciales, las relacionadas con las diferentes etapas del ciclo de vida de las personas y las territoriales.El estudio revela que los ejes que constituyen la matriz de la desigualdad social resultan esenciales para explicar las dinámicas de reducción y reproducción de la desigualdad en Panamá, sobre todo su dispar dinámica entre diferentes grupos poblacionales. También identifica cómo las desigualdades se materializan en brechas en el ejercicio de derechos y en algunos de los principales ámbitos del desarrollo social, como la educación, la salud y la protección social.     La pandemia del COVID-19 está generando en el mundo y en América Latina una triple crisis combinada y asimétrica: sanitaria, económica y social. Por otra parte, la región presenta debilidades estructurales que generan fuertes dificultades para abordar el triple desafío de contención epidemiológica, recuperación económica y mitigación de los costos sociales. Las debilidades económicas de larga data con amplios sectores de baja productividad y un modelo dual en el mercado laboral, la caída de la inversión y de la demanda agregada en la última etapa del ciclo económico en la región, los niveles de pobreza y desigualdad que las mejoras de la primera década del siglo no lograron revertir y las condiciones de habitabilidad y acceso a servicios básicos atentan contra la posibilidad de abordar adecuadamente este triple desafío. A pesar de ello los países han tomado acciones deliberadas para enfrentar estos tres desafíos. Sin embargo, las medidas han sido o bien insuficientes, fragmentadas o ineficaces en la mayoría de los casos. Se hace por ello necesario erigir un piso de protección social básico que facilite el cumplimiento de los tres objetivos estratégicos: sostener niveles de demanda económica mínimos, garantizar un ingreso básico o un piso de bienestar universal y, con ello, poder diseñar estrategias que permitan entrar y salir de las estrategias más o menos estrictas que se requieren para la contención epidemiológica sin condenar a una parte significativa de la población a la pobreza extrema a niveles de infraconsumo agudos.     The health and economic crisis like no other in the past 100 years that has been caused by coronavirus disease (COVID-19) has thrown socioeconomic inequalities and unequal access to health and social protection services into even sharper relief. It has also posed socioeconomic challenges that expose the most vulnerable groups in the population to even more severe risks and adversities than they were already facing.One of the most vulnerable groups is older persons, whose quality of life and rights are being directly impacted by the pandemic. Scientific evidence on the evolution of the pandemic and risk factors associated with COVID-19 have shown that people of any age can contract the disease caused by the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). However, older persons have a higher probability of severe symptoms, complications and death, especially those aged 80 or over. In addition, studies show that pre-existing chronic or degenerative conditions are also risk factors associated with a higher probability of severe illness and death as a result of COVID-19, and it is well known that those comorbidities are more frequent among older persons.Hence the importance of protecting the rights of older persons during this health crisis, for which efforts must be made on two fronts. First, the right to health, which must be for all, without age-based discrimination. Second, the right to life and the right to a dignified old age until the end of one’s days.

    The Economic Commission for Latin America and the Caribbean (ECLAC) and the United Nations Children’s Fund (UNICEF) have predicted that the social and economic effects of the ongoing pandemic will have a significant impact on the well-being of families with children and adolescents in Latin America and the Caribbean.Even before the COVID-19 crisis, children and adolescents were already a highly vulnerable population group, suffering a higher incidence of poverty than other age groups and affected by numerous inequalities in various dimensions. Not only does the current emergency threaten families with the loss of their livelihoods and a drop in their incomes, children and adolescents also face significant barriers in securing access to health care —including vaccination schemes— and to education. Thus, they are also at a higher risk of falling behind or dropping out of school, as well as at risk from food insecurity and threats of violence or physical punishment. It is therefore urgent to invest in children and to ensure their development in a context characterized by adversities old and new.

    The region is traversing a perilous moment of great uncertainty, in which unremitting structural problems, such as poverty, inequality, exclusion and the violation of rights, are at risk of being intensified by emerging critical challenges —such as migration, the digital divide and climate change— and by the impacts of disasters that are increasingly recurrent and varied in nature and origin.In this context, the analyses and proposals set forth here are intended to underpin the discussion of alternatives for moving towards a transformative recovery with equality and sustainability, capable of addressing the challenges of inclusion and social development in Latin America and the Caribbean. Following the axes and lines of action of the Regional Agenda for Inclusive Social Development, this document represents an invitation to link social protection and disaster risk management systems to achieve greater social and institutional resilience, within a framework of social and fiscal compacts that, among other things, make it a viable proposition to build financially sustainable social protection systems for progressing towards sustainable development that leaves no one behind. The region accounts for nearly 20% of confirmed cases of COVID-19 and about 30% of deaths worldwide, despite having only 8.4% of the world’s population. The conditions of vulnerability that characterize the Latin America and the Caribbean region have made it particularly susceptible to the effects of the pandemic. This unprecedented crisis has highlighted the central importance of the health and well-being of individuals and communities for economic performance and social development. This report showcases how the historical weaknesses of health systems, and the structural inequalities that characterize the region, have made it difficult to control the pandemic.In this second joint report, the Economic Commission for Latin America and the Caribbean (ECLAC) and the Pan American Health Organization (PAHO), provide an update on the evolution of the pandemic and its implications for health, society and the economy; define potential scenarios for control and evolution in the short term; and further elaborate on the recommended long-term lines of action to strengthen the State’s capacity to respond to the population’s health needs and their determinants, in the context of a transformative recovery.     The objective of this note is to highlight how social protection can help lay the human capital foundations needed for poverty reduction and economic growth in the East Asia and Pacific region while also building, protecting, and deploying the human capital needed to keep up with and take advantage of technological and demographic developments. The note first introduces the human capital development challenge in the region in the context of the World Bank’s Human Capital Project. The note then discusses social protection policies that relate directly to the Human Capital Index, a cross-country indicator of progress on human capital that focuses on the early and school-age years. The final part of the note discusses social protection policies relevant to the broader aim of the Human Capital Project to initiate engagement with client countries about how human capital can be accumulated, protected, and deployed throughout the entire lifecycle. The note considers the potential impacts of the COVID-19 outbreak on human capital, but frames the discussion of social protection and human capital broadly to identify implications relevant to the outbreak but also beyond it

    La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     La pandemia del COVID‐19 ha generado impactos en muchas dimensiones de la vida de las personas y de las agendas políticas del mundo, de América Latina y el Caribe. Nuestra región es, a comienzos de junio de 2020, una de las más afectada por contagios y muertes atribuidas al COVID‐19. Los Estados de la región han respondido a esta crisis sanitaria y social implementado un abanico de estrategias, con enfoques y resultados diversos, que buscan proteger la vida de las personas.Sabiendo que estos esfuerzos deben ser sostenidos y reforzados para afrontar la presente crisis, sus diversos impactos y las potenciales nuevas olas, este documento busca relevar algunos aprendizajes que hasta el momento se evidencian, internacionalmente y en nuestra región, en relación a las políticas de diagnóstico y trazabilidad de casos positivos, las estrategias de contención y mitigación, la reorganización y fortalecimiento de los sistemas de salud, las medias de protección de los funcionarios de la salud y la generación y difusión de información crítica. En este marco, se presenta un análisis particular de los usos, potencialidades y desafíos que las tecnologías de la cuarta revolución tecnológica han tenido durante la pandemia. Adicionalmente, con una mirada de los impactos multidimensionales del COVID‐19, se comenta la situación de algunos grupos especialmente vulnerables ante la pandemia que deben estar al centro de las respuestas de la política pública. The United Nations Secretary-General has drawn attention to the need for an immediate response to avoid a food crisis.This report, co-edited by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Food and Agriculture Organization of the United Nations (FAO), offers policy recommendations for sustaining demand and administering the food trade during the emergency and preventing a regional food crisis should it continue.     Since April, tourism in the region has almost come to a temporary standstill as a result of the coronavirus disease (COVID-19) pandemic. This temporary paralysis has not only hit Caribbean economies and employment hard, but also many local communities in Latin America. Tourism accounts for half of services exports in Latin America and the Caribbean and represents significant shares of gross domestic product (GDP) and employment. An impact scenario shows that the slump in tourism may cause total GDP growth in the Caribbean and Latin America to fall by 8 percentage points and 1 percentage point, respectively, while total employment could potentially decline by 7 percentage points in the Caribbean and 1 percentage point in Latin America. As countries have taken measures to mitigate the impact of the crisis on tourism, recommendations are provided to step up the sector’s preparation for the economic recovery, while enhancing diversification as well as environmental and social sustainability.     El trabajo doméstico remunerado ha sido tradicionalmente en América Latina una importante fuente de ocupación para las mujeres, principalmente para aquellas provenientes de hogares pobres, indígenas y afrodescendientes y de sectores rurales, en un entrecruzamiento de desigualdades de género, clase, raza y territorio. Sus condiciones laborales son precarias y se caracterizan por la informalidad, desprotección y bajos salarios.Crecientemente las mujeres migrantes provenientes de otros países de la región están ocupando este espacio laboral. A una escala global, los cuidados circulan a través de la feminización de las migraciones y el establecimiento de cadenas globales de cuidado. En América Latina se han conformado corredores migratorios para el cuidado a partir de la emergencia de polos de desarrollo en torno a centros urbanos en países de mayores ingresos, cuyas demandas de cuidado no son satisfechas por la mano de obra local, dando un impulso a la migración intrarregional.La crisis provocada por la pandemia del COVID-19 ha puesto en evidencia la centralidad del cuidado en la vida de las personas y las malas condiciones laborales y la desprotección de las trabajadoras domésticas remuneradas, quienes prestan este cuidado a cambio de una remuneración. Esto pone de relieve la necesidad de revalorizar este trabajo e incorporarlo como una dimensión esencial de las estrategias de desarrollo y los programas para la recuperación de la crisis.     The Human Capital Index (HCI) Compass is a guidance note for clients' own assessment of progress towards HCI. The launch of the Human Capital Index (HCI) in October 2018 spurred an interesting conversation on the state of the world in terms of preparing the current generation to the challenges of the future labor market. By successfully highlighting the depth of the human capital crisis and enabling policy makers to see spending in the social sectors as investments that reap benefits in the long run, the index demonstrated its usefulness as an advocacy tool. Partly due to the success of the advocacy effort, the immediate questions policy makers posed were 'what to do to improve the HCI?' and 'how best to track progress considering the slowly-moving nature of the index. The HCI Compass is a response to this query. First, it aims to help countries answer the question: "What do we need to do to improve our HCI and its sub components (child survival, adult survival, stunting, years of schooling, test scores)?" It does so by providing a checklist of key policies, legal framework and aspects of service delivery that characterize countries with good human capital outcomes and/or are proven to be important to improving the key components of the HCI. Pinpointing the set of policies and interventions that drive human capital outcomes is complicated by the fact that the underlying production function and how the different factors interact to produce outcomes is not straight forward. As such, some of the policies and service delivery indicators identified in the compass could be mere correlates rather than determinants of human capital formation. The relative importance of the indicators would also vary based on where a country currently stands and as such, the need to tailor it to each country context. Second, it aims to help countries answer the linked questions: "How well are these policies working? And how do we know we are on track?" It does so by identifying intermediate outcome variables and benchmark variables that will help policymakers assess progress on the ground towards a better HCI. We can think of these variables both as the intermediate results of the policies recommended above, and as "leading indicators" of what will happen to the HCI over time

    Human capital is a central determinant of economic well-being and social advancement in the modern world economy. The concept of human capital covers the knowledge, skills, nutrition, and health that people accumulate over their lives, enabling them to realize their potential as productive members of society. This Sri Lanka human capital report has several objectives. First, the report serves as a vehicle to explain the Human Capital Project (HCP) and Human Capital Index (HCI) to an audience of national and provincial policy makers and technocrats, and academics and researchers. Second, the report analyzes the main achievements and challenges in human capital development in the context of the World Bank’s HCP, with a special focus on the variables covered in the HCI. Third, the report applies the HCI to an analysis of regional variations in human capital in Sri Lanka. Fourth, the report presents policy and program options for Sri Lanka to combat the main challenges identified in the analysis of the HCI variables. Fifth, some strategic options broader than the HCI but within the scope of the HCP are discussed

    In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth.     This study was prepared by the Economic Commission for Latin America and the Caribbean (ECLAC), at the request of the Government of Mexico in its capacity as Pro Tempore Chair of the Community of Latin American and Caribbean States (CELAC), at the virtual ministerial meeting on health matters for response and follow-up to the COVID-19 pandemic in Latin America and the Caribbean, held on 26 March 2020.The report addresses three topics: the economic and social impacts of the pandemic in the region, the actions taken by ECLAC in response to the request by CELAC and, on the basis of these, a set of policy recommendations to address the pandemic and its effects in different areas.
