    This research contributes to the theory of cost-reducing R&D investments by offering a tractable three-stage non-cooperative Cournot duopoly game in which R&D-investing firms choose whether to disclose R&D-related information to the rival. Though in a noncooperative context firms have no incentive to unilaterally disclose information on their costreducing R&D activity to prevent the rival from freely appropriate it, this work shows that there is room for the government to design an optimal policy aimed at incentivising unilaterally each owner towards R&D disclosure. Under this welfare improving policy, sharing R&D-related information becomes a Pareto efficient Nash equilibrium strategy of selfish firms. These findings suggest that introducing public subsidies aimed at favouring R&D disclosure represents a win-win result, eliminating the so far established - and unpleasant for both firms and society - non-disclosing outcome.

    This paper studies the distribution of credit during crisis times and its impact on firm indebtedness and macroeconomic risk. Whereas policies can help firms in need of financing, they can lead to adverse selection from riskier firms and higher default risk. The paper analyzes a large-scale program of public credit guarantees in Chile during the COVID-19 pandemic using unique transaction-level data on the demand and supply of credit, matched with administrative tax data, for the universe of banks and firms. Credit demand channels loans toward riskier firms, distributing 4.6 percent of gross domestic product and increasing firm leverage. Despite increased lending to riskier firms, macroeconomic risks remain small. Several factors mitigate aggregate risk: the small weight of riskier firms, the exclusion of the riskiest firms, bank screening, contained expected defaults, and the government absorption of tail risk. The empirical findings are confirmed with a model of heterogeneous firms and endogenous default

    Climate change is one of the most important challenges for the present generation, which is living in decades characterized by a drastic increase in greenhouse gas emissions, especially in the most developed countries: not only the production realities - for which policies already largely provide for mitigation measures - contribute to emissions; but also, individual citizens to whom only a small part of the envisaged measures are addressed. Among the policies in which the demand side is little addressed are the Nationally Determined Contributions, which embody the efforts of each country to reduce national emissions and adapt to the impacts of climate change, as stated in the Paris Agreement signed in 2015 between the Member States of the United Nations Framework Convention on Climate Change (UNFCCC). Integrating advice on carbon neutral lifestyles in NDCs and long-term strategies could have positive implications in both social, economic, and environmental terms, paving the way for more holistic and inclusive policies, fundamental elements to pursue a development that is sustainable in the short and above all in the medium-long term. Taking this into account, the present work, which forms an integral part of the studies of WP 7 within the Horizon 2020 Project CAMPAIGNers- Citizens Acting on Mitigation Pathways through Active Implementation of a Goal-setting Network1, aims to understand what the consequences deriving from the inclusion of carbon neutral lifestyle advice in the Nationally Determined Contributions and national climate strategies would be, and to operationally implement practical examples and ways to include behavioural aspects of the carbon neutral lifestyle in the sectors studied, based on national data and statistics from the countries participating in the Project2. The innovative aspect of the Project lies in integrating the quantitative aspects deriving from the scientific evidence of official statistics with qualitative aspects generated by the collaboration between partners and stakeholders, in the form of surveys and focus groups: in this way it is possible to effectively overlap the spheres of economic and environmental analysis with that of policy making, providing a tool capable of directing strategies and international agendas.

    This Technical Assistance Report discusses the findings and recommendations made by the IMF mission to assist authorities in Rwanda in aligning the compilation and dissemination of government finance statistics (GFS) in accordance with the Government Finance Statistics Manual 2014. It was recommended that the Ministry of Finance (MINECOFIN) should officially assign GFS compilation duties to a specific subset of its staff. The mission believes that it is important for the MINECOFIN to make a 'permanent' assignment of GFS compilation and dissemination duties so that the work can evolve systematically. In the mission's view, the Macroeconomic Policy Unit appears to be well placed to perform this task. However, the unit should be allocated appropriate resources to take on the responsibility

    This Technical Assistance Report discusses the findings and recommendations made by the IMF mission to assist authorities in Rwanda in aligning the compilation and dissemination of government finance statistics (GFS) in accordance with the Government Finance Statistics Manual 2014. It was recommended that the Ministry of Finance (MINECOFIN) should officially assign GFS compilation duties to a specific subset of its staff. The mission believes that it is important for the MINECOFIN to make a 'permanent' assignment of GFS compilation and dissemination duties so that the work can evolve systematically. In the mission's view, the Macroeconomic Policy Unit appears to be well placed to perform this task. However, the unit should be allocated appropriate resources to take on the responsibility

It aims to contribute to the reader’s understanding of contemporary Lebanese politics, consensus building, and government. It stimulates discussion concerning the nature of consociationalism as a power sharing arrangement for a divided society. The book captures the complexity of Lebanese politics by revealing the challenges embedded in the management of plurality, including institutional paralysis and system stagnations. The second edition features new and expanded chapters that pay particular attention to state’s adaptations to post-Arab Spring politics. It expands the analysis on the performance of the Lebanese consociational state in light of turbulent regional environment and the various repercussions associated with regional conflict. It is divided into several parts. The first introduces the particular form and foundations of Lebanese consociationalism and provides an elaborate description of its special features. The second part explains the different rules of the game as institutionalized in the country’s international and domestic power sharing arrangements. It describes the international politics of Lebanon and the influence exerted by regional powers in shaping its domestic affairs. It explains the manifestation of domestic parties and electoral systems in the power distribution among the country’s different sectarian and ethnic groups. It analyzes the political economy of communitarian politics. The third part focuses on the contemporary powers and functions of the different branches of government as well as their institutional expression of sectarian interests. The fourth part of the book places Lebanese consociationalism in light of contemporary regional turmoil and describes state’s responsiveness in mitigating and managing conflicts, particularly those associated with the spillover from the Syrian conflict

The paper analyzes a large-scale program of public credit guarantees in Chile during the COVID-19 pandemic using unique transaction-level data on the demand and supply of credit, matched with administrative tax data, for the universe of banks and firms. Credit demand channels loans toward riskier firms, distributing 4.6 percent of gross domestic product and increasing firm leverage. Despite increased lending to riskier firms, macroeconomic risks remain small. Several factors mitigate aggregate risk: the small weight of riskier firms, the exclusion of the riskiest firms, bank screening, contained expected defaults, and the government absorption of tail risk. The empirical findings are confirmed with a model of heterogeneous firms and endogenous default

In this article, the authors put forward a framework for measuring, analyzing and explaining this variation in President Ma's first-term discourse. Analyzing a very large number of Ma's speeches, addresses, etc., the authors provide empirical assessments of how the content of Ma's public pronouncements has developed over time, how his rhetoric varies according to the strategic context and timing of a speech, and how his discourse compares to that of his predecessor, Chen Shui-bian (Chen Shuibian). In addressing these questions, the article contributes a quantitative perspective to existing work on political discourse in Taiwan and to the growing methodological and applied literature on how to systematically analyze Chinese political text."     "The relationship between fascism and right-wing populism is a complex one. Again and again, fascist rhetoric integrates populist elements such as the rhetorical figure of 'synecdoche' and the argumentation scheme named 'topos of the people' or - if the argumentation is fallacious - 'argumentum ad populum'. This article investigates both common features and differences between the two kinds of rhetoric. It explains in which sense fascist rhetoric is more radical than right-wing populist rhetoric, as it is the case with respect to the call for violence and the discursive construction of the enemy. It looks at the role of mass-communication and it discusses various forms of the phatic function of language, which plays an important role in fascist and right-wing populist rhetoric. On the whole, the text argues that neither fascist nor rightwing populist rhetoric can be seen as being internally homogeneous and unchanging. Rather, they are historically situated and change according to the political position from which they are articulated, e.g. from Opposition to government." (author's abstract)
