    Achieving the Paris Agreement long-term temperature goal requires closing the ambition and action gap. G20 countries have a crucial role to play in realising increased climate policy ambition. Synthetic electro fuels (e-fuels) were identified as one of the key policy areas and promising options for intergovernmental cooperation between the G20 nations. This policy paper provides a comprehensive but condensed analysis of the current landscape of the promotion of synthetic e-fuels. It provides concrete policy recommendations to improve existing and develop future initiatives in the area of production and use of synthetic post-fossil fuels. In the context of an overall decarbonisation of the energy system, the paper focuses on aviation and maritime transport and the role of green hydrogen for indirect electrification of industry sectors in addition to direct electrification. Based on the analysis of already existing initiatives four new initiatives for the promotion of an accelerated uptake of synthetic e-fuels are suggested: a Sustainable e-Kerosene Alliance, a Sustainable e-fuel Alliance for Maritime Shipping, a Hard-to-Abate Sector Partnership and finally a Global supply-demand-partnership. Um das langfristige Temperaturziel des Pariser Abkommens zu erreichen, müssen die Ambitions- und Handlungslücke geschlossen werden. Die G20-Länder spielen eine entscheidende Rolle bei der Umsetzung gestiegener klimapolitischer Ambitionen. Synthetische Elektrokraftstoffe (E-Kraftstoffe) wurden als einer der wichtigsten Politikbereiche und vielversprechenden Optionen für die zwischenstaatliche Zusammenarbeit zwischen den G20-Staaten identifiziert. Dieses Strategiepapier bietet eine umfassende, aber komprimierte Analyse der aktuellen Landschaft der Förderung synthetischer Elektrokraftstoffe und enthält konkrete politische Empfehlungen zur Verbesserung bestehender und zur Entwicklung künftiger Initiativen im Bereich der Herstellung und Verwendung synthetischer postfossiler Brennstoffe. Im Rahmen einer umfassenden Dekarbonisierung des Energiesystems liegt der Schwerpunkt neben der direkten Elektrifizierung speziell auf der Luftfahrt und dem Seeverkehr sowie auf der Rolle von grünem Wasserstoff für die indirekte Elektrifizierung von Industriezweigen. Basierend auf der Analyse bereits bestehender Initiativen werden vier neue Initiativen zur Förderung einer beschleunigten Einführung synthetischer E-Kraftstoffe vorgeschlagen: eine Sustainable E-Kerosene Alliance, eine Sustainable E-Fuel Alliance für die Seeschifffahrt, eine Hard-to-Abate-Sektor Partnerschaft und schließlich eine globale Angebot-Nachfrage-Partnerschaft.

    This policy paper is part of the research project “Accelerating global climate action before 2030” (FKZ 3719 41 109 0) that investigates intergovernmental cooperation initiatives by G20 countries and their possible contribution to accelerate climate action before 2030. The project focuses on four policy areas: energy transition, synthetic e-fuels, sustainable food systems and forest protection; this paper looks at forest protection. The project is financed by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, supervised by the German Environment Agency and carried out by the Ecologic Institute, Oeko-Institut and Climate Analytics. The policy papers are scientific in nature, and all reflections and suggestions are derived by the authors’ experiences and from careful analysis. They aim to identify options to accelerate climate action in order to meet the globally agreed goal of staying within a temperature increase of well below 2°C above preindustrial levels and pursuing efforts to limit it to 1.5°C, without intending to prescribe specific policies

    Multilateral cooperation initiatives (or “climate clubs”) can generate some of the additional action that is needed to achieve the goals agreed in the Paris Agreement. An analysis of the state of collaboration in the four policy areas energy transition, synthetic fuels, food systems and forest protection identified several possible additional themes and formats for additional initiatives. A number of these are highlighted as particularly promising following specific analyses of opportunities provided in the context of the UNFCCC, the G7 and G20 and through the pro-climate action agenda of the Biden Administration in the US. Expert consultations have further highlighted the need for a focus on access to sustainable finance as a key horizontal topic for targeted multilateral collaboration and also pointed to the strategic consideration of a sequential use of political fora to promote new initiatives. The analysis reveals diversity in the landscape of international cooperation across these policy areas. They differ in several ways: the extent to which countries are already cooperating, the scope of multilateral initiatives and what instruments are available to them vary. Those factors depend on the development of the policy area itself, but also on (perceived and real) political support for action. Thus, advancing multilateral cooperation on climate change in specific policy fields requires smartly addressing multiple channels and processes for which this report presents potential starting points. Wie multilaterale Zusammenarbeit im Klimaschutz gestärkt werden kann Multilaterale Kooperationsinitiativen (oder "Klimaclubs") können einen Beitrag zu den zusätzlichen Klimaschutzmaßnahmen leisten, die notwendig sind, um die im Pariser Abkommen vereinbarten Ziele zu erreichen. Eine Analyse der aktuellen Zusammenarbeit in den vier Politikbereichen Energiewende, synthetische Kraftstoffe, Ernährungssysteme und Waldschutz ergab mehrere mögliche zusätzliche Themen und Formate für zusätzliche Kooperation. Einige von ihnen haben sich als besonders vielversprechend herausgestellt, nachdem sie im Kontext der Klimarahmenkonvention, der G7 und der G20 sowie der klimafreundlichen Agenda der Biden-Regierung in den USA analysiert wurden. Eine Expert*innenbefragung ergab zudem als zentrales Thema die Notwendigkeit, den nachhaltigen Zugang zu Finanzmitteln zu verbessern und wies zudem darauf hin, dass unter strategischen Gesichtspunkten eine sequenzielle Nutzung politischer Foren zur Förderung neuer Initiativen dienlich sein kann. Derzeit unterscheidet sich die internationale Zusammenarbeit in den vier analysierten Politikbereichen in mehrfacher Hinsicht: Das Ausmaß, in dem die Länder bereits zusammenarbeiten, der Umfang der multilateralen Initiativen und die ihnen zur Verfügung stehenden Instrumente variieren stark. Diese Faktoren hängen von der Entwicklung des jeweiligen Politikbereichs selbst, aber auch von der (wahrgenommenen und tatsächlichen) politischen Unterstützung ab, die Klimaschutz in diesem Bereich erfährt. Um die multilaterale Zusammenarbeit zum Klimawandel in bestimmten Politikbereichen voranzutreiben, müssen daher mehrere Kanäle und Prozesse intelligent genutzt werden. Hierfür werden in diesem Bericht potenzielle Ansatzpunkte aufzeigt.

    Long-term development finance provided by Multilateral Development Banks (MDBs) is key to advancing the United Nations 2015 Sustainable Development Goals. However, MDBs are constrained in their lending by the availability of capital. This paper argues that Risk Transfer, as a complement to equity injections, could permit higher MDB lending by attracting a broader class of investors. We describe selected examples of actual Risk Transfer transactions and provide estimates of the potential expansion in lending these techniques could yield. But we also identify obstacles that limit investors willingness and ability to participate in these transactions. Therefore, we recommend an agenda for international policymakers to open the way for the wider use of Risk Transfer. Still, we recognize this will be a gradual process which cannot substitute for MDB expansion through additional ordinary capital resources.

    To achieve the turnaround towards carbon neutrality, countries need to take much more ambitious action in this decade. One of the key fields of action is the transition of the energy sector –from fossil to renewable fuels, while drastically reducing energy consumption. This paperdiscusses options how such action can be enhanced through multilateral cooperation. To do so, it first provides an overview of the landscape of the most relevant international initiatives (partnerships, platforms, alliances and networks) that work on issues related to energy transition, particularly on promoting energy efficiency, the uptake of renewable energies, access to energy or the phase-out of fossil fuels. Out of these, five initiatives are analysed in greater detail and described in terms of their role and expected impact. Finally, the paper describes five potential initiatives for enhanced international cooperation on energy transition, particularly in the framework of the G20: an initiative to coordinate efforts for a green recovery from the COVID-19 crisis, an initiative to reduce the supply of fossil fuels, a club of national and sub-national governments that commit to a fully renewable energy supply, a dedicated institution to foster energy efficiency and energy conservation, and an alliance specifically aimed at the non-usual suspects. Um die Wende zu einer klimaneutralen Wirtschaftsweise einzuleiten, bedarf es in der Klimapolitik einer deutlichen Ambitionssteigerung in den 2020er Jahren. Eine zentrale Herausforderung ist die Energiewende – weg von fossilen und hin zu erneuerbaren Energieträgern, bei gleichzeitig deutlich gestiegener Energieeffizienz. Dieses Policy Paper erörtert, wie multilaterale Partnerschaften zu dieser Ambitionssteigerung beitragen können. Dazu gibt es zunächst einen Überblick über die Landschaft der wichtigsten internationalen Initiativen (Partnerschaften, Plattformen, Allianzen und Netzwerke), die zu Fragen der Energiewende arbeiten, insbesondere zur Förderung der Energieeffizienz, des Ausbaus erneuerbarer Energien, dem Zugang zu Energie oder dem Ausstieg aus fossilen Brennstoffen. Von diesen werden fünf Initiativen eingehender analysiert und hinsichtlich ihrer Rolle und ihren erwarteten Auswirkungen beschrieben. Schließlich beschreibt das Papier fünf mögliche Initiativen, um die internationale Zusammenarbeit zur Energiewende, insbesondere im Rahmen der G20, auszubauen. Dies sind eine Initiative für klimafreundliche Konjunkturpakete als Antwort auf die COVID-19-Pandemie, eine Initiative, um die Förderung fossiler Brennstoffe zu verringern, ein Club von Ländern und anderen Gebietskörperschaften, die sich eine vollständig erneuerbare Energieversorgung zum Ziel gesetzt haben, eine eigene Institution für Energieeffizienz und Energieeinsparung, und eine Allianz, die sich spezifisch an die Länder richtet, die in den bestehenden Initiativen, Foren und Netzwerken unterrepräsentiert sind

    Achieving the Paris Agreement long-term temperature goal requires efforts for rapidly reducing GHG emissions while also increasing CO2 removals by sinks. G20 countries have a crucial role to play in increasing climate policy ambition. Land use change contributes 15 % of current global anthropogenic CO2 emissions, largely as a result of forest conversion to other land uses. To make forests part of the solution, a steep reduction in deforestation emissions is required, as well as policies to rebuild land-based carbon stocks. This policy paper provides a comprehensive but condensed analysis of the current landscape of multilateral initiatives promoting forest protection and restoration. It provides concrete options to improve existing and develop future initiatives in the land use sector with a focus on forests. Five existing initiatives were analysed: the Bonn Challenge, the EU Forest Law Enforcement, Governance and Trade (FLEGT), the Central African Forest Initiative (CAFI), the BioCarbon Fund’s Initiative for Sustainable Forest Landscapes (ISFL), and the Accountability Framework initiative. Based on findings regarding existing gaps and potential opportunities, five options for bridging the gaps are suggested: 1) Increasing stakeholder participation, resolving land tenure issues and reducing information imbalances to improve ownership; 2) Establishing a facility for providing a consistent global reference data set of land use emissions for reconciling national data and supporting the development of transparent national monitoring systems; 3) Aligning jurisdictional approaches with certification and supply chain management standards to enhance private sector engagement and support longer-term commitments; 4) Encouraging countries for coherent forest protection and landscape restoration pledges and improving representation of land use in NDCs; and 5) Combine COVID-19 recovery with policies for forest protection and restoration to promote no-regret options. Um das langfristige Temperaturziel des Pariser Abkommens zu erreichen müssen Treibhausgasemissionen schnell erheblich reduziert, aber auch die CO2-Festlegung durch Senken erhöht werden. Die G20-Länder spielen eine entscheidende Rolle bei der Verwirklichung einer ehrgeizigeren Klimapolitik. Landnutzungsänderungen, insbesondere die Umwandlung von Wäldern in andere Landnutzungsformen, sind für 15 % der weltweiten anthropogenen CO2-Emissionen verantwortlich. Um die Wälder zu einem Teil der Lösung zu machen, sind eine starke Reduzierung der Entwaldungsemissionen sowie politische Maßnahmen zum Wiederaufbau von Kohlenstoffvorräten in Landökosystemen erforderlich. Dieses Politikpapier bietet eine umfassende, aber komprimierte Analyse der gegenwärtigen Landschaft multilateraler Initiativen zur Förderung von Schutz und Wiederherstellung der Wälder. Es schlägt konkrete Optionen zur Verbesserung bestehender und zur Entwicklung neuer Initiativen im Landnutzungssektor mit Schwerpunkt auf Waldökosystemen vor. Fünf bestehende Initiativen wurden betrachtet: die Bonn Challenge, die EU-FLEGT Initiative gegen illegale Holzproduktion und Handel, die Central African Forest Initiative (CAFI), die Initiative für nachhaltige Waldlandschaften des BioCarbon-Fonds (ISFL) und die Accountability Framework Initiative. Basierend auf den Erkenntnissen zu bestehenden Lücken und Möglichkeiten wurden wiederum fünf Optionen für die Lückenschließung herausgearbeitet: 1) Stärkere Beteiligung von Interessensgruppen, Klärung von Fragen des Landbesitzes und Abbau von Informationsungleichgewichten für mehr Eigenverantwortung; 2) eine Organisation zur Bereitstellung eines konsistenten globalen Referenzdatensatzes für Landnutzungsemissionen zum Abgleich nationaler Daten schaffen und die Entwicklung transparenter nationaler Monitoringsysteme unterstützen; 3) Landschaftsansätze mit Zertifizierungs- und Lieferkettenmanagementstandards abgleichen, um das Engagement des Privatsektors zu stärken und längerfristige Verpflichtungen zu unterstützen; 4) Ermutigung von Ländern Kohärenz zwischen nationalen Zusagen zu Waldschutz- und Landschaftswiederherstellung erhöhen und die Darstellung der Landnutzung in den NDCs zu verbessern; und 5) Post-COVID19-Wiederaufbau mit Maßnahmen zum Waldschutz und zur Walderneuerung kombinieren.

    Achieving gender equality remains a significant challenge, that has only deepened with the on-set of the COVID-19 pandemic. Gender budgeting (GB) can help promote gender equality by applying a gender perspective to fiscal policies and the budget process. This paper takes stock of GB practices in G20 countries and benchmarks country performance using a GB index and data gathered from an IMF survey. All G20 countries have enacted gender focused fiscal policies but the public financial management (PFM) tools to operationalize these policies are far less established. We find that notwithstanding heterogeneity across countries, the average G20 level of GB practice is relatively low. More progress has been made establishing GB frameworks and budget preparation tools than with budget execution, monitoring and auditing. Too few countries assess the upfront impact of policies on gender and/or evaluate ex-post the effectiveness of policies and programs. Where GB features are in place, they tend to operate as an 'add-on', rather than a strategic and integral part of resource allocation decisions. Progress with GB does not appear to be dependent on the level of country development. Key to future efforts will be harnessing opportunities for integrating GB tools into existing PFM systems and more closely linking GB initiatives with PFM reforms

    When Covid-19 was declared as a pandemic, countries administered lockdowns and stimulus packages were announced to address the deteriorating situation. For implementing these packages, routine control measures were simplified and often relaxed. The G20 countries were quick to react by administering relief packages and at the same time, the G20 acknowledged that emergency measures, in the times of economic and social fragility, may result in corruption. This paper investigates the potential threats of corruption due to fiscal expansion during the pandemic and discusses recent evidence from G20 members on the mechanisms in place to address corruption. More generally, using available secondary data, the paper compares how the G20 members and non-members have performed on the corruption perception index over the years. The paper found that to address the Covid-19-situation, most G20 countries announced a mix of budget and off-budget items as stimulus packages. Almost all G20 countries reported corruption risks, the most common being corruption and fraud risks in public procurement of medicines, medical supplies or any related goods or services. At the same time, the G20 undertook accountability assessment for its members and the G20 countries formulated mechanisms to address corruption risks, frequenting the use of technology and by enhancing the role of civil society. Both, in comparison to the last year, and over the last decade, the G20 countries have outperformed the non-member countries on corruption perception. Going forward, the papers argues that the G20, as a platform can affectively continue to address corruption risks by building cooperation and sharing best practices, especially in areas where some G20 members can lead by example.

    India's creative economy is large, but its untapped potential is even larger. This study provides the first reliable measure on the size of India's creative economy, explores the many challenges faced by the creative industries, and provides recommendations to make India one of the most creative societies in the world. India's creative economy-measured by the number of people working in various creative occupations-is estimated to contribute nearly 8% of the country's employment, much higher than the corresponding share in Turkey (1%), Mexico (1.5%), the Republic of Korea (1.9%), and even Australia (2.1%). Creative occupations also pay reasonably well-88% higher than the non-creative ones and contribute about 20% to nation's overall GVA. Out of the top ten creative districts in India, six are non-metros-Badgam (J&K), Panipat (Haryana), Imphal (Manipur), Sant Ravi Das Nagar (Uttar Pradesh), Thane (Maharashtra), and Tirupur (Tamil Nadu)-indicating the diversity and depth of creativity across India. Yet, according to United Nations Conference on Trade and Development, India's creative exports are only one-tenth of those of the People's Republic of China. To develop the creative economy to realize its full potential, Indian policymakers would like to: (i) increase the recognition of Indian culture globally; (ii) facilitate human capital development among its youth; (iii) address the bottlenecks in the Intellectual Property (IP) framework; (iv) improve access to finance; and (v) streamline the process of policymaking by establishing one intermediary organization. India must also leverage its G20 Presidency to put creative economy concretely on the global agenda.

    The COVID-19 situation has accelerated the adoption of e-commerce across the world. While, globally, there has been an increase in the share of e-commerce in total retail sales, there are variations in e-commerce adoption across countries and the difference is obtrusive when one compares developed countries and emerging market economies. This paper undertakes a comparative assessment of e-commerce adoption by the G20 countries and, in doing so, it benchmarks the G20 members across different indicators that determine e-commerce adoption. Based on secondary data, the paper presents some stylized facts, discusses the regulatory scenario with respect to e-commerce in G20 countries and identifies key constraints to e-commerce adoption in the comparatively poor performers. It is found that, overall, most emerging market economies are not very well prepared to support e-commerce adoption. Rather, compared to the developed countries, emerging market economies perform poorly on indicators related to access and use of digital technology, financial inclusion, postal reliability, and electronic security. The paper found that the emerging market economies are severely affected by inadequate infrastructure, digital illiteracy, and low use of digital payments by enterprises. Whereas there is no dearth of regulations on e-commerce business, nevertheless a uniform approach for regulating e-commerce operations is missing in the case of some countries. Moreover, different countries have different positions with respect to data privacy and protection. The paper recommends that G20 members should work together to bridge the adoption gap, enhance micro, small and medium enterprises (MSMEs) participation in e-commerce through enhanced financial assistance, build cooperation for adopting common standards, and encourage countries to adopt national policies with the vision to promote e-commerce.

Zu diesem Werk haben 53 überwiegend an Hochschulen tätige Autoren (darunter 16 Forscherinnen) beigetragen. Zunächst werden die "Phänomene von Globalisierung" (von "Ökonomie über Sozialverhältnisse" und "Natur bis Geschlechterverhältnisse") behandelt. Diesen entsprechen dann die Abschnitte darüber, wie die verschiedenen Wissenschaftsdisziplinen (von der Ökonomik über Soziologie bis zu Gender Studies) damit umgehen. Der Hauptteil referiert aber die Diskussion über Globalisierung, von den ökonomisch-sozialen über die politischen, religiösen, technologischen bis zu den ökologischen Kontroversen. Zusätzlich zu den Personen- und Sachregistern und der umfangreichen Auswahlbibliografie ist ein 40-seitiges Glossar mit 126 Kernbegriffen (von "Al-Qaida" bis "Zivilgesellschaft") beigegeben. Zunächst werden die "Phänomene von Globalisierung" (von "Ökonomie über Sozialverhältnisse" und "Natur bis Geschlechterverhältnisse") behandelt. Diesen entsprechen dann die Abschnitte darüber, wie die verschiedenen Wissenschaftsdisziplinen (von der Ökonomik über Soziologie bis zu Gender Studies) damit umgehen. Der Hauptteil referiert aber die Diskussion über Globalisierung, von den ökonomisch-sozialen über die politischen, religiösen, technologischen bis zu den ökologischen Kontroversen. Zusätzlich zu den Personen- und Sachregistern und der umfangreichen Auswahlbibliografie ist ein 40-seitiges Glossar mit 126 Kernbegriffen (von "Al-Qaida" bis "Zivilgesellschaft") beigegeben.     The COVID-19 situation has accelerated the adoption of e-commerce across the world. While, globally, there has been an increase in the share of e-commerce in total retail sales, there are variations in e-commerce adoption across countries and the difference is obtrusive when one compares developed countries and emerging market economies. This paper undertakes a comparative assessment of e-commerce adoption by the G20 countries and, in doing so, it benchmarks the G20 members across different indicators that determine e-commerce adoption. Based on secondary data, the paper presents some stylized facts, discusses the regulatory scenario with respect to e-commerce in G20 countries and identifies key constraints to e-commerce adoption in the comparatively poor performers. It is found that, overall, most emerging market economies are not very well prepared to support e-commerce adoption. Rather, compared to the developed countries, emerging market economies perform poorly on indicators related to access and use of digital technology, financial inclusion, postal reliability, and electronic security. The paper found that the emerging market economies are severely affected by inadequate infrastructure, digital illiteracy, and low use of digital payments by enterprises. Whereas there is no dearth of regulations on e-commerce business, nevertheless a uniform approach for regulating e-commerce operations is missing in the case of some countries. Moreover, different countries have different positions with respect to data privacy and protection. The paper recommends that G20 members should work together to bridge the adoption gap, enhance micro, small and medium enterprises (MSMEs) participation in e-commerce through enhanced financial assistance, build cooperation for adopting common standards, and encourage countries to adopt national policies with the vision to promote e-commerce.

    Given its developmental underpinnings, adaptation finance has remained largely within the government purview of many developing countries. However, due to the exacerbation of climate impacts, there is a dire need to augment this source with private capital. This paper discusses the current landscape of adaptation financing, the role of the private sector, and the hurdles impinging on the finance flows from the said source. As a special case, it looks into the avenues available for climate risk adaptation, where the private sector contribution could be augmented through insurance and associated financial instruments for planned adaptation to climate risk. In addition, it makes a case for these financial instruments by looking at damage costs associated with unplanned impacts of climate-related natural calamities. Finally, analysis results from the investigation are then woven together as concrete suggestions for increasing private sector participation in adaptation financing in G20 countries.
