    We propose a model to evaluate the U.K.’s zero-hours contract (ZHC) – a contract that exempts employers from the requirement to provide any minimum working hours, and allows workers to decline any workload. We find quantitatively mixed welfare effects of ZHCs. On one hand they unlock job creation among firms that face highly volatile business conditions and increase labor force participation of individuals who prefer flexible work schedules. On the other hand, the use of ZHCs by less volatile firms, where jobs are otherwise viable under regular contracts, reduces welfare and likely explains negative employee reactions to this contract.

    Increasing shares of wind and solar generation serve to decarbonize electricity generation; however, their temporal and spatial variability poses challenges in grid operation. While grid expansion is restricted in the medium term, storage technologies can potentially increase the power systems’ efficiency by temporally aligning generation and demand and increasing network utilization. This paper uses a theoretical and a numerical model to evaluate the optimal allocation of battery storage. In a case study for Germany, we find that batteries can reduce system costs when placed behind the north-south grid bottleneck and near solar power. The supply costs in a setting with uniform prices and a random battery distribution are 9.3% higher than in the theoretical first-best benchmark with nodal prices. An optimal allocation of batteries can reduce this efficiency gap by 0.7 percentage points to 8.6%. This corresponds to almost a doubling of the supply cost savings per euro spent on battery installation. Due to a lack of spatially differentiated investment incentives under the German uniform pricing scheme, batteries have to be allocated by additional policies. Simple allocation rules such as tying battery siting to solar capacity or explicitly identifying a limited number of suitable sites and auctioning capacity can approximate an optimal allocation.

    The transformation of the energy system causes increasing stress on distribution grid components. However, ŕexible EV charging, if incentivized adequately, can help mitigate this impact by reducing peaks in loads and feed-in. A comprehensive regional analysis is necessary to understand the potential of EV charging ŕexibility for reducing peaks on regional and national levels. To this end, we estimate regional residual demand time series for Germany for the years 2019, 2030 and 2045. We focus on modelling private EV diffusion via sigmoid functions and deriving driving and charging proőles based on micro mobility data. Further, we distinguish two deployment schemes for EV ŕexibility: (1) all EVs contribute to ŕattening the national residual load curve; (2) local EVs contribute to ŕattening regional residual load curves. We őnd that the residual load curves change structurally as positive and negative peaks in residual demand increase over the years on the regional and national levels. Although the absolute ŕexibility potential of EV home charging increases with the number of vehicles, its marginal utility to reduce load peaks declines. Especially in load-dominated regions, the national deployment of ŕexibility can result in higher regional demand peaks compared to a scenario without charging ŕexibility. The two approaches of ŕexibility activation can be contradictory in their effects: While regional incentivization is less efficient in reaching the smoothing in the national residual demand curve, national incentivization can even lead to increased strain on the local level.

    Adopting electric vehicles (EVs) and implementing variable electricity tariffs increase peak demand and the risk of congestion in distribution grids. To avert critical grid situations and sidestep expensive grid expansions, Distribution System Operators (DSOs) must have intervention rights, allowing them to curtail charging processes. Various curtailment strategies are possible, varying in spatio-temporal differentiation and possible discrimination. However, evaluating different strategies is complex due to the interplay of economic factors, technical requirements, and regulatory constraints - a complexity not fully addressed in the current literature. Our study introduces a sophisticated model to optimize electric vehicle charging strategies to address this gap. This model considers different tariff schemes (Fixed, Time-of-Use, and Real-Time) and incorporates DSO interventions (basic, variable, and smart) within its optimization framework. Based on the model, we analyze the ŕexibility demand and total electricity costs from the users’ perspective. Applying our model to a synthetic distribution grid, we őnd that ŕexible tariffs offer consumers only marginal economic benefits and increase the risk of grid congestion due to herding behavior. All curtailment strategies effectively alleviate congestion, with variable curtailment featuring spatio-temporal differentiation, approaching optimality regarding ŕexibility demand. Notably, applying curtailment from the users’ perspective does not lower cost savings significantly.

    On 11 April 2024 the European Parliament adopted the Renewable and Natural Gases and Hydrogen (RNGH) Directive and the RNGH Regulation – otherwise known as the Decarbonised Gas and Hydrogen Package – and published both documents on 12 April 2024. Once approved by the Council and published in the EU Official Journal – expected by June – the Package, together with the TEN-E Regulation, will constitute the new regulatory framework, governing construction of, and access to, hydrogen networks, and the re-purposing and de-commissioning of, and access to, natural gas networks in the EU. This paper analyses the impact of this framework on the existing natural gas networks and the emerging hydrogen network, and seeks to establish specifically whether its rules ensure flexibility and security of supply. The paper concludes that although regulatory flexibility is built into the framework by establishing a transition implementation period, allowing exemptions and derogations for existing and new hydrogen infrastructure, and enabling financial and regulatory support via a PCI/PMI status, it is far from certain to be sufficient to enable the EU hydrogen market to develop at scale. The framework also does not guarantee that phasing in hydrogen networks and phasing out natural gas networks – either through re-purposing or de-commissioning – will be carried out in a coordinated manner across the EU, without negatively affecting the security of natural gas supply. Overall, the framework appears to be built on the premise that the EU hydrogen market will develop fast and at scale but lacks a “safety cushion”. In particular, it does not guarantee the coordinated re-purposing of the natural gas networks that could still be needed should the hydrogen market roll-out be slower and more gradual. The framework could of course be adjusted and will continue to remain ‘work in progress’ at least until 2030 as more rules are established in the upcoming network codes in the 2020s, as the hydrogen market rolls out (or fails to do so).
