    The rapid transformation of agri-food value chains in Africa and other developing countries hasimportant implications for economic growth and poverty reduction. This paper provides an overview and analysis ofdifferent value chain models that have emerged in the past decades and reviews the literatureon the main development implications.     This study assesses jobs in businesses and NGOs in the towns of South Sudan. It is based on a 2019 business survey that includes informal and micro enterprises, as well as a dedicated survey of foreign-owned businesses. The business community is typical of a low-income post-conflict country, but with a particularly weak productive sector and an outsize importance of NGOs and foreign-owned businesses. Two in five commercial businesses are foreign-owned; they employ far more South Sudanese than foreign nationals, and source some inputs locally, though they could become more important customers. NGOs employ one in five workers in businesses, and while UN and aid agency procurement is a minor source of demand in Juba, it is a major factor in smaller markets, for food and personal services. Business obstacles focus on insecurity, lack of demand (including due to inflation), no access to finance, and electricity. The study is one of a set of four reports assessing different aspects of jobs in urban South Sudan in order to formulate policy for recovery

    The Global Investment Competitiveness Report 2019/2020 provides novel analytical insights, empirical evidence, and actionable recommendations for governments seeking to rebuild investor confidence in times of uncertainty. It focuses on the role of foreign direct investment (FDI) in alleviating the impact of the COVID-19 crisis and boosting countries’ economic resilience. It highlights FDI’s contributions to providing a critical source of external finance, creating jobs, lifting people out of poverty, and raising productivity. The report presents results of a survey of more than 2,400 business executives representing multinational corporations in 10 large developing countries: Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria, Thailand, Turkey, and Vietnam. Results of the survey, as well as the report’s new global database of regulatory risk, highlight the critical role of government actions in reducing investor risk and increasing policy predictability for rebuilding investor confidence. The report also assesses the impact of FDI on poverty, inequality, employment, and business performance using firm- and household-level evidence from various countries. It shows that FDI in developing countries yields benefits to firms and workers—including more and better-paid jobs—but governments need to remain vigilant about possible adverse consequences on income distribution. Lastly, the report articulates priorities for investment promotion agencies and other stakeholders seeking to strengthen their countries’ investment competitiveness and leverage FDI for a robust economic recovery

    This paper studies foreign direct investment spillovers on the gender-related labor market practices of domestic firms, based on a unique firm-to-firm data set of Bangladesh's textiles and garment sectors. The paper looks at the female employment of domestic firms that are directly and indirectly related to foreign direct investment firms through supply chain linkages. These domestic firms are either the local suppliers or customers of foreign direct investment firms, or they share local suppliers and customers with foreign direct investment firms. The estimates show that domestic firms related to foreign direct investment firms have significantly more female administrative workers, but not necessarily female non-administrative workers, due to the former participating in more firm-to-firm interactions

    Following a two-year recession, economic activity is expected to recover in 2019. Public spending, which has traditionally been the key driver of economic growth, increased by 16 percent in the first half of 2019 when compared to the same period in 2018. Higher spending was predominantly focused on current expenditure, while capital spending was more subdued. Only a more dynamic private sector will enable the economy to grow faster and in a more sustainable way. Policy priorities for increasing firm performance include increasing firm access to finance, skills and affordable inputs, as well as easing firm entry and reducing regulatory uncertainty. Additional policy areas for reform may include the foreign direct investment (FDI) regime (affecting entry) and the insolvency and creditor rights system (affecting exit)

    Gross domestic product (GDP)1 growth is expected to have fallen sharply in 2017 to a projected -1.8 percent from 5.3 percent the year before. This contraction is driven by a reversal of trend in government spending. In the last six months, the political impasse has worsened, with the President declaring a ‘serious institutional crisis’ and dissolving Parliament in January 2018. The current government has not been able to pass its rectification budget for 2017 nor a budget for 2018 to date. The resulting tight budget envelope has led to a sharp reduction in government expenditure of some 24 percent year-on-year, especially felt in the last three months of the year. With government expenditure making up about 75 percent of GDP, weakening expenditure has had a significant downwards impact on growth in 2017. Offshore petroleum production has continued to gradually decline over 2017 as existing fields are steadily depleted, while coffee exports were lower in 2017 due to poor weather conditions. International arrivals by air continued to grow, suggesting that the international visitor market has held up. Private consumption has been more robust in 2017, but investment, both public and private, has declined and foreign direct investment (FDI) has dried up. There remains an urgent long-term agenda of development in Timor-Leste which a new government program could focus on. Key priority reform areas include addressing the multi-sectoral challenge of severe malnutrition, improving systems of public service delivery, supporting a broadening and diversification of the economy, and putting environmental and fiscal management back on a sustainable path. Existing fiscal reserves provide a golden opportunity to achieve these reforms, but only if they are utilized to support a transition to a long-term sustainable economic and fiscal model

    Improving the efficiency and equity of public spending and strengthening revenue mobilization remains a priority in all Western Balkan countries. Public sector wage bills and pensions constitute the largest share of public spending in the region. Tighter controls on wage bills, reducing tax expenditures, and better targeting of social benefits would open space for more public investment, improve equity, and enable the build-up of fiscal buffers to mitigate rising risks. As outlined in this report, fiscal rules can help anchor spending and fiscal sustainability. However, their credibility in the region needs to be restored after they have been repeatedly breached in some countries. Fiscal management reforms are needed as a part of broader structural reforms that help increase the region's export competitiveness. This includes strengthening state institutions that protect the rule of law and private sector competition to unleash productivity growth and innovation by enabling a level playing field between firms. Together, these reforms would help unlock stronger, more equitable, and more sustainable growth, ensuring faster convergence with EU income levels. A strong commitment to sound macro-fiscal policy and structural reforms was always important—rising uncertainties have made it an imperative

    As the COVID-19 crisis extends into the second half of 2020, the outlook for both the pandemic and the associated economic crisis remains highly uncertain. In this environment, multinational enterprises (MNEs) need to weather a prolonged economic downturn while also navigating government policy responses to the pandemic and updating investment plans for an uncertain future. Given the importance of foreign direct investment (FDI) to the crisis and recovery, especially for developing countries, the World Bank Group’s Global Investment Climate Unit is conducting quarterly pulse surveys of MNE affiliates throughout 2020 to gauge the pandemic’s effect on foreign investors. According to previous rounds of the survey, four in five MNE affiliates experienced reduced revenue and profits, and three in four experienced a decline in supply chain reliability in the first quarter of 2020 (Saurav, Kusek, and Kuo, April 2020). The adverse impacts became near-universal in the second quarter of 2020, with over 90 percent of MNEs experiencing adverse effects (Saurav, Kusek, Kuo, and Viney, September 2020). A third round of the quarterly pulse survey, reflecting the third quarter of 2020, was administered in October and November 2020. The survey results show that the pandemic’s adverse effects remained widespread for MNE affiliates in the third quarter, with only limited improvements expected in the fourth quarter. While these survey results may not be generalizable to all developing countries, they are directionally indicative of MNEs’ experiences in developing countries

    The Global Investment Competitiveness Report 2019/2020 provides novel analytical insights, empirical evidence, and actionable recommendations for governments seeking to rebuild investor confidence in times of uncertainty. It focuses on the role of foreign direct investment (FDI) in alleviating the impact of the COVID-19 crisis and boosting countries’ economic resilience. It highlights FDI’s contributions to providing a critical source of external finance, creating jobs, lifting people out of poverty, and raising productivity. The report presents results of a survey of more than 2,400 business executives representing multinational corporations in 10 large developing countries: Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria, Thailand, Turkey, and Vietnam. Results of the survey, as well as the report’s new global database of regulatory risk, highlight the critical role of government actions in reducing investor risk and increasing policy predictability for rebuilding investor confidence. The report also assesses the impact of FDI on poverty, inequality, employment, and business performance using firm- and household-level evidence from various countries. It shows that FDI in developing countries yields benefits to firms and workers—including more and better-paid jobs—but governments need to remain vigilant about possible adverse consequences on income distribution. Lastly, the report articulates priorities for investment promotion agencies and other stakeholders seeking to strengthen their countries’ investment competitiveness and leverage FDI for a robust economic recovery

    This paper studies foreign direct investment spillovers on the gender-related labor market practices of domestic firms, based on a unique firm-to-firm data set of Bangladesh's textiles and garment sectors. The paper looks at the female employment of domestic firms that are directly and indirectly related to foreign direct investment firms through supply chain linkages. These domestic firms are either the local suppliers or customers of foreign direct investment firms, or they share local suppliers and customers with foreign direct investment firms. The estimates show that domestic firms related to foreign direct investment firms have significantly more female administrative workers, but not necessarily female non-administrative workers, due to the former participating in more firm-to-firm interactions

    The Information Technology enabled Services sector (also referred to as modern services) has been one of the fastest growing segments of India’s exports to and foreign direct investment in Latin America and the Caribbean (LAC) over the past decade. This sector also showed significant resilience during the COVID-19 pandemic, as many Indian firms were able to reinforce their digital transformation, which strengthened their growth and export potential. India’s main comparative and competitive advantages are its large educated workforce, a developed Information and communication technologies (ICT) related infrastructure, and strong innovation performance in this sector. However, imports in this sector remain more restricted both in India and LAC than those in other sectors due to various regulations.     The World Bank Group has identified support to fragile and conflict-affected states (FCS) as a strategic priority, critical to achieving its mission of poverty alleviation and shared prosperity. This review of International Development Association (IDA) countries establishes that the World Bank's portfolio performance in low-income FCS has improved since 2001 compared to low-income countries that are not fragile. It also ascertains that country assistance strategies have lacked tailoring to fragility and conflict drivers and realism and do not currently have contingencies based on political economy and conflict risks to adjust objectives and results if risks materialize, and that the Bank has been relatively effective in mainstreaming gender within the health and education and community-driven development portfolios, but has paid insufficient attention to conflict-related violence against women and economic empowerment of women in low-income fragile and conflict affected states. Other significant observations include the usefulness of community-driven development for short-term assistance to local communities in fragile and conflict-affected states, and that the global shift in aid flows toward fragile states has not been matched by IDA, and fragile and conflict-affected states receive less aid per capita from IDA than do other low-income countries.

    Industry and financial profiles of MENA firms may underpin the observation that MENA country exports are below potential and skewed toward low value-added goods that are unable to spur rapid job creation and inclusive growth. To assess this link, the paper combines analysis highlighting external financing as a determinant of export performance, and analysis highlighting sector asset tangibility and governance. Why? Because high value-added sectors tend to have higher shares of intangible assets and to create innovative products requiring substantial research and development or investments, thereby making these sectors more dependent on external financing. Using sector- and firm-level export data with country-level indicators, the results indicate that countries with more developed financial sectors and stronger governance tend to have higher exports from sectors that are more reliant on finance external to the firm, and lower exports from sectors with higher shares of tangible assets. Interestingly, financial sector development boosts exports less in MENA than in non-MENA countries. To foster expansion of higher value exports, the results suggest a critical need for: (i) deeper financial sector development that strengthens market-based systems, such as asset registries and credit reporting agencies, and (ii) strengthening of legal and governance frameworks

    Although the growth performance has been mixed in the Caribbean year, on averaged the economies posted an economic growth of 0.7 per cent in 2016. The goods producers achieved -3.1 per cent growth, due to weak commodity prices. While the service producers achieved 2.1 growth. Despite the anemic growth performance, the region managed to decrease its unemployment rate to 11.2 per cent in 2016, relative to the 15.2 per cent experienced in the previous year.
