    This paper estimates the relationship between investments in five distributed generation technologies and hourly net injections to the distribution grid for over 2,000 substations in France between 2005 and 2018. We find that investments in distributed wind and solar capacity have little or no impact on the annual peak of hourly net injections to the distribution grid, while investments in hydroelectric and thermal distributed generation significantly reduce it. An optimistic analysis of battery storage suggests that high levels of investments are required for distributed wind and solar investments to deliver similar reductions in the annual peak of hourly net injections

    This report analyses planned infrastructure projects, decision-making frameworks related to infrastructure development and strategic planning documents in the six countries of the EU Eastern Partnership: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. It compares current investment flows with countries' national development objectives to identify misalignments and provides policy-makers with recommendations to improve the integration of climate change and other environmental concerns into infrastructure development decision-making processes.     Effective planning and regulatory processes ensure orderly energy systems. Often, decisions are not made within mandated time frames or discrete consent processes are infrequent. Where multiple consent processes exist in sequence, a given delay may be compounded. These factors can negatively affect system costs and, ultimately, consumer welfare. This paper uses an Irish case study to quantify these effects utilising a power system model, which is a generation and transmission expansion modelling tool designed to determine optimal investments in generation and transmission infrastructures. We show that delays have meaningful impacts on electricity prices, system emissions, infrastructure investment and system operating costs. While impacts converge once all planning has been completed, deviations occur in the intervening period. Absent a delay, our case study shows that wholesale electricity prices are up to c.10% lower for a given year, while CO2 emissions are up to 3.4% lower. Efficient regulation is therefore important to maximise consumer welfare and minimise cumulative emissions. There is a clear case for undertaking an overarching review of the entire regulatory process, particularly the interface between processes.

    Das deutsche System von Energieerzeugung und -verbrauch ist im Umbruch, was mit erheblichen Konsequenzen und Unsicherheiten für die mittelständische Wirtschaft einhergeht. Als eine Zukunftsperspektive wird der Aufbau einer Wasserstoffwirtschaft angesehen, was jedoch mit erheblichen technischen und institutionellen Herausforderungen verbunden ist. Die Überlegungen und Pilotprojekte, die als Grundlagen einer Wasserstoffwirtschaft dienen sollen, stehen entsprechend noch am Anfang. Da die Kosten fossiler Ressourcen komparativ stark angestiegen sind, haben erneuerbare Energien im Vergleich zu früheren Prognosen das Potenzial, diese schneller zu substituieren. Deutlich wird jedoch bereits, dass der Aspekt des internationalen Handels über die Seewege für eine Versorgung mit Wasserstoff entscheidend sein wird. Grundlage für eine funktionierende Infrastruktur sind einheitliche Ver- und Beladesysteme von Wasserstoff(-derivaten), wofür allerdings bislang keine internationalen Standards bestehen. Um die Mittelstandspolitik und -forschung für die künftigen Anwendungsfelder der Wasserstoffwirtschaft vorzubereiten, beschreibt diese Studie den technischen und institutionellen Hintergrund und fasst den aktuellen Stand der praktischen Bemühungen um die Etablierung von Wasserstoffprojekten mit einem Fokus auf die maritime Wirtschaft zusammen. Ferner wird die künftige Relevanz des globalen Wasserstoffhandels herausgestellt. Übergreifend werden so die zentralen Aspekte der Wasserstoffwirtschaft und die Herausforderungen für Mittelstandsforschung und -politik kompakt aufbereitet dargestellt.

    In electricity markets around the world, the substantial increase of intermittent renewable electricity generation has intensified concerns about generation adequacy, ultimately driving the implementation of capacity remuneration mechanisms. Although formally technology-neutral, substantial barriers often exist in these mechanisms for non-conventional capacity such as electricity storage. In this article, we provide a rigorous theoretical discussion on design parameters and show that the concrete design of a capacity remuneration mechanism always creates a bias towards one technology or the other. In particular, we can identify the bundling of capacity auctions with call options and the definition of the storage capacity credit as essential drivers affecting the future technology mix as well as generation adequacy. In order to illustrate and confirm our theoretical findings, we apply an agent-based electricity market model and run a number of simulations. Our results show that electricity storage has a capacity value and should therefore be allowed to participate in any capacity remuneration mechanism. Moreover, we find the implementation of a capacity remuneration mechanism with call options and a strike price to increase the competitiveness of storages against conventional power plants. However, determining the amount of firm capacity an electricity storage unit can provide remains a challenging task.
