    This volume was prepared by Benedikt Siegler while working at the Center for the Economics of Education of the Ifo Institute. It was completed in June 2014 and accepted as a doctoral thesis by the Department of Economics at the University of Munich (LMU) in November 2014. The thesis includes three empirical studies, each of which evaluates one distinct education policy to improve educational outcomes of juveniles and young adults: the provision of private school vouchers in the context of a school accountability system to increase educational production at low-performing public schools (Chapter 2), opening of new universities in regions without local tertiary education supply to raise tertiary education attainment by the local population (Chapter 3), and the introduction of the Bachelor degree programs at German universities to foster student mobility and employability (Chapter 4).

It was completed in July 2011 and accepted as a doctoral thesis by the Economics Department of the University of Munich (LMU). The subject of this study is a micro econometric analysis of how schooling contributes to the formation of students’ cognitive and non-cognitive outcomes. The main emphasis is on investigating the role of educational institutions in the formation of students’ cognitive and non-cognitive skills. Besides that, the role of school peers in the formation of occupational intentions is investigated.

    "The leading school reform policy in the United States revolves around strong accountability of schools with consequences for performance. The federal government's involvement through the No Child Left Behind Act of 2001 reinforces the prior movement of many states toward policies based on measured student achievement. Analysis of state achievement growth as measured by the National Assessment of Educational progress shows that accountability systems introduced during the 1990s had a clear positive impact on student achievement. This single policy instrument did not, however, also lead to any narrowing in the black-white achievement gap (though it did narrow the Hispanic-white achievement gap). Moreover, the black-white gap appears to have been harmed over the decade by increasing minority concentrations in the schools. An additional issue surrounding stronger accountability has been a concern about unintended consequences related to such things as higher exclusion rates from testing, increased drop-out rates, and the like. Our analysis of special education placement rates, a frequently identified area of concern, does not show any responsiveness to the introduction of accountability systems"--National Bureau of Economic Research web site

    In this book, authors Murphy and O'Neill propose a new way forward, moving away from high-stakes, test-based writing assessment and the curriculum it generates and toward an approach to assessment that centers on student learning and success. Reviewing the landscape of writing assessment and existing research-based theories on writing, the authors demonstrate how a test-based approach to accountability and current practices have undermined effective teaching and learning of writing. This book bridges the gap between real-world writing that takes place in schools, college, and careers and the writing that students are asked to do in standardized writing assessments to offer a new ecological approach to writing assessment. Murphy and O'Neill's new way forward turns accountability inside out to help teachers understand the role of formative assessments and assessment as inquiry. It also brings the outside in, by bridging the gap between authentic writing and writing assessment. Through these two strands, readers learn how assessment systems can be restructured to become better aligned with contemporary understandings of writing and with best practices in teaching. With examples of assessments from elementary school through college, chapters include guidance on designing assessments to address multiple kinds of writing, integrate reading with writing, and incorporate digital technology and multimodality. Emphasizing the central role that teachers play in systemic reform, the authors offer sample assessments developed with intensive teacher involvement that support learning and provide information for the evaluation of programs and schools.     This study was prepared by Elke Lüdemann while she was working in the Department Human Capital and Innovation of the Ifo Institute. It was completed in July 2011 and accepted as a doctoral thesis by the Economics Department of the University of Munich (LMU). The subject of this study is a micro econometric analysis of how schooling contributes to the formation of students’ cognitive and non-cognitive outcomes. The main emphasis is on investigating the role of educational institutions in the formation of students’ cognitive and non-cognitive skills. Besides that, the role of school peers in the formation of occupational intentions is investigated.

    This volume was prepared by Benedikt Siegler while working at the Center for the Economics of Education of the Ifo Institute. It was completed in June 2014 and accepted as a doctoral thesis by the Department of Economics at the University of Munich (LMU) in November 2014. The thesis includes three empirical studies, each of which evaluates one distinct education policy to improve educational outcomes of juveniles and young adults: the provision of private school vouchers in the context of a school accountability system to increase educational production at low-performing public schools (Chapter 2), opening of new universities in regions without local tertiary education supply to raise tertiary education attainment by the local population (Chapter 3), and the introduction of the Bachelor degree programs at German universities to foster student mobility and employability (Chapter 4).
