La Suisse, comme d'autres pays, espérait profiter de ce vaste marché promis à une expansion rapide. Entreprises multinationales, diplomates et coopérants au développement sont au centre de cet ouvrage, qui s'interroge sur les motivations, les moyens mis en œuvre et les impacts des activités de chacun.     The COVID-19 pandemic has led to a severe global recession with differential impacts within and across countries. This paper examines the possible persistent effects (scarring) of the pandemic on the economy and the channels through which they may occur. History suggests that deep recessions often leave long-lived scars, particularly to productivity. Importantly, financial instabilities-typically associated with worse scarring-have been largely avoided in the current crisis so far. While medium-term output losses are anticipated to be lower than after the global financial crisis, they are still expected to be substantial. The degree of expected scarring varies across countries, depending on the structure of economies and the size of the policy response. Emerging market and developing economies are expected to suffer more scarring than advanced economies

    Historiography on European integration before 1914 has acknowledged that the level of entanglements between the European nation-states was quite advanced. Indeed, historians were able to confirm a high level of cooperation on the legal, social, technical and even political level. And yet, the exact level of economic integration has hitherto been unknown. In this paper, we quantitatively analyse the level of economic integration in Europe. We develop a comprehensive economic integration index for the period 1880-1913. By exploiting existing as well as newly available databases, we quantitatively analyse the longterm development of European economic integration for 15 European countries. Subindices are developed to measure for each country and each year the extent of European market integration, economic homogeneity and cyclical symmetry. We exploit the data using principal-component-analysis (PCA). Moreover, we test for country-specific characteristics via regression analysis and cluster analysis. With our findings, we are able to show that European economic integration actually declined during the years between 1880 and 1913 and got more fragmentated. Even though the exact picture depends on the country, the tendency is still undeniable: during the "first wave of globalisation", European economic integration levels moved downwards.

    Prior to the Age of Mass Migration, Germans left central Europe to settle primarily in modernday Hungary, Serbia, Romania, Ukraine and Russia. Despite the harsh conditions that the first generation of settlers had to endure, their descendants often fared better, not worse, compared to native population groups. This study offers a possible explanation for this surprising outcome. We use data on approximately 11,500 individuals to estimate and compare basic numeracy scores of German settlers and other populations groups in target regions. We find that German settlers generally had superior basic numeracy levels, suggesting that these settlers must have contributed positively to the human capital endowment in their target regions. The numeracy of Germans was somewhat higher than the numeracy of Hungarians and substantially higher than the numeracy of Russians, Ukrainians and Serbs. We do not find noteworthy differences in terms of numeracy between German emigrants and the population they left behind, suggesting the absence of substantial migrant selection.

    This paper proposes a novel strategy for identifying the effects of import competition on economic outcomes that avoids standard concerns related to the endogeneity of trade policy and provides a consistent measure of exposure to trade over time. Conditioning on the level of import tariffs, our approach exploits cross-industry differences in the relative importance of specific rather than ad valorem tariffs. As they are expressed in per unit terms rather than as a share of value, the effective protection provided by a given specific tariff varies with price levels. Using digitized tariff line data between 1900 and 1940, we relate inflation-driven changes in trade protection to changes in imports and labor market outcomes in the full count U.S. census. We show that our measure predicts import growth at both the industry and county level. Using our measure as an instrument, we show that import competition reduces labor force participation in traded sectors during this period. Labor market effects are widespread but fall most heavily on those with little experience or fewer outside labor market options: the young, seniors, and those in rural areas.

    Argentina's modern economic history offers perhaps the clearest evidence in support of a rules-based fiscal and monetary policy framework. From 1899 until 1914 the country abided by the rules of the gold standard and experienced rapid GDP growth with price stability. After WWI and until 1939, when it was mostly off the gold standard, its inflation rate and fiscal balances remained in line with those of the world’s most developed countries. During the 1930s the Argentine Treasury was able to issue long-term debt in pesos at rates between 3% and 4% per annum. Something fundamental happened after 1945 and its effects proved persistent: since then inflation has averaged 143% a year - with several bouts of extreme inflation and hyperinflation. In the last 50 years, persistent and high fiscal imbalances, low growth and recurrent sovereign debt defaults have become semi-permanent features of the Argentine economy. This paper argues that Argentina suffers from a condition that can be described as fiscal and monetary anomie, the roots of which can be traced back to the establishment of a populist-corporatist economic regime in 1946. It also contends that the failure of the 1990s structural reforms reinforced this condition.

    Using a newly-compiled dataset of state-owned enterprises in Sub-Saharan Africa, we present aggregate information about profitability, liquidity and leverage. We find that 40 percent of the close to 300 surveyed SOEs are unprofitable, while larger firms also tend to be illiquid and overleveraged. In cross-sectional regressions we find that SOE debt stock sustainability is impacted by firms' profitability and liquidity, while macroeconomic factors cannot be shown to matter, expect for some governance variables. Based on these findings and citing country examples, we also illustrate that weak SOE performance may have a macrofinancial impact affecting bank soundness through delinquent loan exposures

    According to the literature, historical episodes of local self-governing institutions can explain why differences in socio-economic performances among different territories can persist over centuries. Such assumption has been tested comparing free city-states (Communes) and feudal towns in Italy, Germany, Switzerland and United Kingdom. This paper explores a third and novel category: the King-owned towns. King-owned towns (KOTs) were present in South Italy when the Kingdom delegated jurisdictional and fiscal powers to the town ruling class, creating a self-governance setting, where the community representatives systematically implemented articulated right negotiations with the Crown, which in turn influenced the evolutions of the municipal statutes of their towns. We interpret this collective action as a mechanism that can explain the persistence effects. Empirically, we find that, given a town, its past king-owned experience is correlated with today outcomes, both in terms of current economic performances and civil capital. These results offer evidence that the KOT status is more similar to the Commune experience than to the fief experience
