    La pandemia del COVID-19 está generando en el mundo y en América Latina una triple crisis combinada y asimétrica: sanitaria, económica y social. Por otra parte, la región presenta debilidades estructurales que generan fuertes dificultades para abordar el triple desafío de contención epidemiológica, recuperación económica y mitigación de los costos sociales. Las debilidades económicas de larga data con amplios sectores de baja productividad y un modelo dual en el mercado laboral, la caída de la inversión y de la demanda agregada en la última etapa del ciclo económico en la región, los niveles de pobreza y desigualdad que las mejoras de la primera década del siglo no lograron revertir y las condiciones de habitabilidad y acceso a servicios básicos atentan contra la posibilidad de abordar adecuadamente este triple desafío. A pesar de ello los países han tomado acciones deliberadas para enfrentar estos tres desafíos. Sin embargo, las medidas han sido o bien insuficientes, fragmentadas o ineficaces en la mayoría de los casos. Se hace por ello necesario erigir un piso de protección social básico que facilite el cumplimiento de los tres objetivos estratégicos: sostener niveles de demanda económica mínimos, garantizar un ingreso básico o un piso de bienestar universal y, con ello, poder diseñar estrategias que permitan entrar y salir de las estrategias más o menos estrictas que se requieren para la contención epidemiológica sin condenar a una parte significativa de la población a la pobreza extrema a niveles de infraconsumo agudos.     This paper examines absolute manufacturing labour productivity convergence across Mexican states and municipalities between 1993 and 2018, using census data and employing spatial econometric techniques. It applies a novel approach (spatial econometrics and disaggregation at the municipal level) to show that there is absolute convergence in manufacturing productivity at both the state and municipal levels. The results show that there are significant productivity spillovers among states and municipalities; that is, high-level productivity states or municipalities have positive impacts on the productivity of neighbouring states or municipalities. The empirical evidence also shows that, on average, it takes a municipality 26.5 years to reduce 50% of the initial productivity gap, while for a state it takes 99.4 years.

    La crisis causada por la pandemia de enfermedad por coronavirus (COVID-19) tuvo un gran impacto en la economía y los mercados laborales regionales durante 2020. El año finalizó con una caída del PIB del 7,1%, que se tradujo en una marcada pérdida de empleos y un aumento de la tasa de desocupación, que alcanzó el 10,5%. A diferencia de crisis anteriores, el número de personas que se retiraron del mercado laboral fue elevado, principalmente en el segundo trimestre del año, y la contracción del empleo informal fue mayor que la del empleo formal. A medida que las restricciones a la movilidad se levantan, se observa un retorno de la población activa y una lenta recuperación del empleo, aunque durante 2021 la tasa de desocupación y los niveles de precariedad laboral se mantendrán elevados.La pandemia puso en evidencia la necesidad de un uso inclusivo de las nuevas tecnologías para generar empleos. En la segunda parte de este informe se analizan las principales características del trabajo en plataformas digitales, la repercusión de la pandemia en esta modalidad de trabajo y algunos aspectos a considerar para el diseño de marcos regulatorios adecuados.

    The crisis caused by the coronavirus disease (COVID-19) pandemic had severe repercussions on the region’s economy and labour markets in 2020. The year ended with a 7.1% decline in GDP, which translated into a sharp drop in employment and an increase in the unemployment rate, to 10.5%. Unlike in previous crises, withdrawal from the labour market was high, primarily in the second quarter of 2020, and the contraction in informal employment was greater than that of formal employment. With the gradual easing of lockdown measures, labour force participation has picked up and employment is recovering slowly, although the unemployment rate and levels of precariousness will remain high in 2021.The pandemic has highlighted the need for the inclusive use of new technologies to generate jobs. The second part of this report analyses the main characteristics of work on digital platforms, the impact of the pandemic on this type of work and some considerations for the design of appropriate regulatory frameworks.

    The region is traversing a perilous moment of great uncertainty, in which unremitting structural problems, such as poverty, inequality, exclusion and the violation of rights, are at risk of being intensified by emerging critical challenges —such as migration, the digital divide and climate change— and by the impacts of disasters that are increasingly recurrent and varied in nature and origin.In this context, the analyses and proposals set forth here are intended to underpin the discussion of alternatives for moving towards a transformative recovery with equality and sustainability, capable of addressing the challenges of inclusion and social development in Latin America and the Caribbean. Following the axes and lines of action of the Regional Agenda for Inclusive Social Development, this document represents an invitation to link social protection and disaster risk management systems to achieve greater social and institutional resilience, within a framework of social and fiscal compacts that, among other things, make it a viable proposition to build financially sustainable social protection systems for progressing towards sustainable development that leaves no one behind.     Tourism in the region has come to a temporary standstill, beginning in April 2020, as a result of the coronavirus disease (COVID-19) pandemic. This paralysis has not only hit Caribbean economies and employment hard, but also many local communities in Latin America. In this brief, the contribution of tourism to exports, gross domestic product (GDP) and employment is reviewed, together with the recent downturn in this activity in the region. An impact scenario shows that the slump in tourism may cause total GDP growth in the Caribbean and Latin America to fall by 8 percentage points and 1 percentage point, respectively, while total employment could potentially decline by 9 percentage points in the Caribbean and 2 percentage point in Latin America. As countries have taken measures to mitigate the impact of the crisis on tourism, recommendations are provided to step up the sector’s preparation for the economic recovery, while enhancing diversification as well as environmental and social sustainability.

    La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     En este documento se analizan las prioridades de la oferta educativa y curricular de Iberoamérica y la necesidad de desarrollar y fortalecer las habilidades que faciliten la transición entre la educación y el trabajo. Si bien se han logrado avances con respecto al acceso y la conclusión de la enseñanza primaria, secundaria y superior, aún existen jóvenes excluidos del sistema educativo. Además, la desigualdad en la calidad de la educación impartida impide la difusión de las habilidades clave que el mercado laboral exige. En este sentido, el impacto que tendrá la revolución digital dependerá de qué tan bien preparados estén las personas y los países para aprovechar las oportunidades que ofrecen las nuevas tecnologías. A los desafíos a los que se debe hacer frente en la región se suman las consecuencias que tendrá la pandemia de la enfermedad por coronavirus (COVID-19) en las economías y los mercados laborales.Este análisis se refiere al mundo actual e intenta echar luz sobre la respuesta a los desafíos que forman parte de los problemas que enfrentan los jóvenes de hoy y los adultos de un mañana inmerso en una sociedad digital.     The COVID-19 pandemic has exacerbated existing vulnerabilities and inequalities in Caribbean society, including with regard to access to information and communication technologies (ICTs) and education services, food insecurity, and the situation of women and girls given the significant increase in gender-based violence. It has also posed a considerable challenge to governments, already burdened by high levels of public debt and debt service payments, to provide support to struggling businesses and to the increasing numbers of unemployed, particularly those in the informal sector.This edition of The Caribbean Outlook offers perspectives on how the subregion might address the challenges of response, recovery and resilience-building in the wake of the pandemic, including strategies to ensure that States’ commitments under the 2030 Agenda for Sustainable Development and the SIDS Accelerated Modalities of Action (SAMOA) Pathway are fulfilled.The fundamental challenge facing all Caribbean societies is primarily to protect citizens from the disease, support households and businesses and access the resources available domestically and internationally to do so, even as governments have limited fiscal space.     Currently the world is going through an unprecedented health, social, human and economic crisis due to the pandemic caused by the disease COVID-19. Even though in the current health crisis derived from COVID-19, the frequency of infection and mortality in the child population are lower than in other age groups, children are being affected by the socioeconomic impacts and, in some cases, by mitigation measures that may inadvertently cause more harm than benefit. The pandemic will exacerbate existing vulnerabilities, including an increased risk of child marriage1, child labour, and teenage pregnancy. According to ILO estimates (2017), the percentage of children and adolescents between 5 and 17 years-old in child labour in Latin America and the Caribbean fell from 10.8% in 2008 to 7.3% in 2016, which is equivalent to a decrease of 3.7 million people in this situation. Despite this good news, there are still around 10.5 million children and adolescents in child labour, and the current situation has the potential to reverse this positive trend, placing the region at risk of not being able to reach Target 8.7 of the Sustainable Development Goals (SDGs), as it relates to “ending child labour in all its forms by 2025”.

This is also a central condition for the design and implementation of policies capable of tackling informality in a more appropriate, efficient and sustainable manner and of making progress in expanding the possibilities for better-quality and more protected productive and labour market insertion, as well as in closing gaps in access to decent work. This paper reviews the conceptual discussion on existing and new forms of informality in Latin America and analyses in depth the relationship between informality and the various axes of inequality that shape its labour markets, with an emphasis on the territorial and subnational dimension. Likewise, based on that diagnostic assessment, policy recommendations are proposed to advance towards the formalization of informality in its existing and new forms. Summary .-- Introduction .-- I.     The Regional Comprehensive Economic Partnership (RCEP) concluded between Asian Pacific States in 2020 is expected to change regional and global trade patterns. Based on a Computable General Equilibrium model (including 41 countries and 39 sectors), the underlying paper evaluates the impact of firstly, RCEP on trade between Latin American and Caribbean (LAC) and Asian Pacific member countries, and secondly, a hypothetical free trade area in LAC and thirdly, a free trade agreement within and between the two regions. Results are analyzed on the country —and sector— level by type of agent (small and medium-sized, MSMEs, and large companies).The model outputs imply a boost in trade in the Asian Pacific region caused by the RCEP agreement coming into force, while trade volumes of LAC countries would contract. This likely targets primarily exports of natural resources and low —and medium— technology manufacturers based in LAC.

    El informe Coyuntura Laboral en América Latina y el Caribe es una publicación semestral elaborada en forma conjunta por la Comisión Económica para América Latina y el Caribe (CEPAL) y la Oficina para el Cono Sur de América Latina de la Organización Internacional del Trabajo (OIT).En su última edición, ambos organismos de las Naciones Unidas analizan los efectos de la crisis causada por la pandemia de enfermedad por coronavirus (COVID-19) en los mercados laborales de la región durante 2020 y 2021 y destacan la importancia de las políticas implementadas por los países para mitigar este impacto. Según el informe, durante 2021 la recuperación y creación de empleo ha sido parcial y más lenta que la reactivación en la actividad económica observada. Si bien se prevé que el año cerrará con un crecimiento económico del 5,9% para la región, este no será suficiente para recuperar el nivel del producto ni de empleo registrado en 2019. Por lo tanto, los mercados laborales habrán enfrentado su segundo año de una crisis sin precedentes.

    Employment Situation in Latin America and the Caribbean is a twice-yearly report prepared jointly by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Office for the Southern Cone of Latin America of the International Labour Organization (ILO).In its last edition, the two United Nations organizations analyze the effects of the crisis caused by the coronavirus disease (COVID-19) pandemic in the region’s labour markets during 2020 and 2021, and they stress the importance of the policies implemented by countries to mitigate this impact. According to the report, in 2021 the recovery in employment and job creation has been partial and slower than the reactivation in economic activity. Although it is forecast that the region will end this year with 5.9% economic growth, this will not be enough to return to the level of Gross Domestic Product or employment recorded in 2019. Therefore, labour markets will have experienced their second year of unprecedented crisis.

    Este trabajo busca establecer la contribución del ecoturismo a la intensificación de relaciones rurales-urbanas, con referencia a un conjunto de pequeños emprendimientos localizados en el Río Güejar, en Lejanías, Meta, afectado por décadas de violencia. Entre los impactos de estos emprendimientos se constató la generación de nuevos empleos e ingresos; mejora en las condiciones de vida de los hogares; innovación en la provisión de servicios; recuperación de relaciones de confianza entre los actores sociales; y una cultura de conservación, que contribuye a la protección y aprovechamiento sostenible de los atractivos naturales, como bienes públicos de importancia local y regional. La indagación identificó tres factores coadyuvantes: i) la importancia de la acción colectiva, que activó la construcción de una política pública; ii) la articulación de una respuesta superior a la capacidad local, con la intervención de la Mesa Regional de Turismo y iii) la apertura de nuevos espacios para el disfrute del turismo y para la construcción social del territorio, derivada de la firma del Acuerdo de Paz.     Considering that it is imperative to provide reliable, comprehensive and timely data that serve as a basis to determine the priorities of national and sub-national action aimed at the prevention and elimination of child labour, the ILO Regional Office for the Americas promoted an alliance with the Economic Commission for Latin America and the Caribbean (ECLAC) in order to jointly generate tools and knowledge that enable the timely identification of children and adolescents who are on the path towards child labour. From this alliance, a tool with two methodologies emerged: the Child Labour Risk Identification Model and the Child Labour Vulnerability Index, which, although with differences, allow —based on the statistical information existing in the countries— to identify the territories in which there is greater probability or vulnerability of child labour and estimate the weight of various risk indicators in the territories, in order to define which multi-sectoral actions are most relevant in them to interrupt the development of child labour. This would enable countries, both at the national and sub-national levels, to have reliable information to design focused and articulated responses, improve the performance and effectiveness of public policies, advance in the achievement of national goals, and contribute to achievement of the global commitments assumed.     En este documento se analiza la relación entre las remuneraciones y la productividad laboral en México, a nivel estatal, considerando el impacto que la productividad de las entidades vecinas tiene en las remuneraciones locales. La omisión de la estructura espacial en las estimaciones puede conducir a un sesgo en el cálculo del parámetro de productividad. En algunas teorías económicas se considera que los incrementos de la productividad laboral deberían traducirse en aumentos de las remuneraciones. A su vez, dadas las relaciones económicas y productivas entre los territorios, es posible que la productividad de las entidades vecinas tenga un impacto positivo en las remuneraciones locales. En este estudio también se incluyen variables de control. La hipótesis central de la investigación es que existe una relación lineal entre las remuneraciones y la productividad cuando se incorpora en el análisis la estructura espacial.     There were signs of a partial recovery in the labour markets and economies of Latin America and the Caribbean during 2021, in the wake of the crisis caused by the coronavirus disease (COVID-19) pandemic. Nonetheless, although the labour force participation rate and employment both improved in the year, figures for some of the groups hit hardest by the pandemic, such as women and domestic workers, remained well below pre-pandemic levels. The partial recovery in local demand and the effect of global conditions on production costs contributed to a rise in regional inflation, in turn affecting minimum wages and real wages. The second section of this report outlines how real wages in the region remain further from pre-pandemic levels than employment and economic activity, and underscores the importance of institutional mechanisms and social dialogue in the world of work to facilitate appropriate adjustments to workers’ wages in Latin America and the Caribbean.

    La informalidad y la precarización laborales son fenómenos que condensan la crisis del régimen de acumulación iniciado en la década de 1980 con el impulso de políticas económicas y sociales neoliberales, cuyos efectos en países menos desarrollados han erosionado los sistemas de protección que garantizan la reproducción social y el ejercicio de los derechos fundamentales. Desde esta perspectiva y con una aproximación cuantitativa, en este estudio se analizan las dimensiones y los cambios que han presentado entre 2018 y 2020 la informalidad y la precarización laborales en Tijuana, una de las ciudades más importantes de México y de la frontera norte del país. En particular, se buscó valorar las consecuencias de dos eventos económicos que marcaron ese período: la duplicación del salario mínimo establecida en 2019 para la zona fronteriza y la crisis provocada por la pandemia de COVID-19 en 2020.
