    Este informe fue preparado por la Comisión Económica para América Latina y el Caribe (CEPAL) en coordinación con la Oficina del Alto Representante para los Países Menos Desarrollados, los Países en Desarrollo sin Litoral y los Pequeños Estados Insulares en Desarrollo (UN-OHRLLS), para la reunión de revisión de medio término del Programa de Acción de Viena (VPoA) para el decenio 2014-2024 en América Latina y el Caribe.El informe se estructura del siguiente modo: en la primera parte se analiza la vinculación de los planes nacionales de desarrollo del Estado Plurinacional de Bolivia y del Paraguay con los objetivos definidos en la Agenda 2030 para el Desarrollo Sostenible y con los objetivos y prioridades del VPoA. La segunda parte se realiza una revisión y análisis del estado de implementación del VPoA en estos países, para luego analizar un conjunto desafíos emergentes para estos países como son el cambio climático y la innovación. En la cuarta parte, se presentan las conclusiones más significativas y se formulan recomendaciones que permitan apoyar en la elaboración del documento final para la revisión intermedia del VPoA de los países de la región latinoamericana.     Este reporte forma parte de las actividades que se realizan en el marco de cooperación entre el programa GET.transform y la CEPAL para el Foro Técnico Regional de Planificadores Energéticos, con el objetivo de entregar a los países miembros del Foro hallazgos relevantes identificados tras un extenso proceso de entrevistas a representantes de instituciones de planificación de países selectos de América Latina y el Caribe. Los cinco capítulos del estudio ofrecen elementos asociados a prácticas recurrentes en la planificación energética. Tras la sistematización de la información, se ha logrado establecer cinco categorías o pilares que habilitan una transición energética justa y que engloban los elementos mencionados. Se espera que esta iniciativa contribuya al entendimiento común de los planificadores de la región, a fin de difundir el conocimiento necesario para el intercambio energético entre países y eventualmente una integración energética regional.     El presente trabajo realiza una lectura del posicionamiento de Uruguay desde la perspectiva de la literatura de las cadenas globales de valor con información incluida en las matrices de CEPAL para el año 20111. Este trabajo no pretende realizar una presentación completa de las métricas sino que presenta una adaptación de las mismas al caso de Uruguay en la región sudamericana, manteniendo las referencias originales.En la primera sección se presenta una adaptación de las herramientas básicas de análisis de matrices multipaís y las propuestas que tiene la literatura para la caracterización de las cadenas, los países y los sectores involucrados. Estas propuestas se enfocan en diferentes aspectos relacionados con las cadenas globales de valor: el valor agregado, el comercio bilateral, la participación de las cadenas en el comercio o el largo y la posición en las cadenas. En la segunda sección se muestran los resultados para el caso de Uruguay en su integración sudamericana y en la tercera se sintetizan las conclusiones del análisis. Resumen .-- Introducción .-- I.     La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I.     The Regional Comprehensive Economic Partnership (RCEP) concluded between Asian Pacific States in 2020 is expected to change regional and global trade patterns. Based on a Computable General Equilibrium model (including 41 countries and 39 sectors), the underlying paper evaluates the impact of firstly, RCEP on trade between Latin American and Caribbean (LAC) and Asian Pacific member countries, and secondly, a hypothetical free trade area in LAC and thirdly, a free trade agreement within and between the two regions. Results are analyzed on the country —and sector— level by type of agent (small and medium-sized, MSMEs, and large companies).The model outputs imply a boost in trade in the Asian Pacific region caused by the RCEP agreement coming into force, while trade volumes of LAC countries would contract. This likely targets primarily exports of natural resources and low —and medium— technology manufacturers based in LAC.

    In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth.     Recent economic, political and social changes and the accelerated digital revolution, along with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, are the new backdrop for the review of cooperation between the members of the Community of Latin American and Caribbean States (CELAC) and the European Union. The end goal is renewed and dynamic collaboration based on multilateralism, which goes beyond trade integration and strengthens the shared vision and values of both regions.This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identifies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”. The data show a limited insertion into extra-regional value chains (with the main exception of Mexico), as well as significantly lower levels of intra-regional production integration than countries in other regions. La segunda parte se realiza una revisión y análisis del estado de implementación del VPoA en estos países, para luego analizar un conjunto desafíos emergentes para estos países como son el cambio climático y la innovación. En la cuarta parte, se presentan las conclusiones más significativas y se formulan recomendaciones que permitan apoyar en la elaboración del documento final para la revisión intermedia del VPoA de los países de la región latinoamericana.     La entrada en vigor a inicios de 2022 del acuerdo que establece la Asociación Económica Integral Regional (RCEP, por su sigla en inglés) entre 15 países de Asia y el Pacífico se produce en el contexto de ciertas tendencias que apuntan a una mayor regionalización de la producción y el comercio, en respuesta a las perturbaciones que las tensiones comerciales entre los Estados Unidos y China, la pandemia del COVID-19 y más recientemente el conflicto en Ucrania han producido en las cadenas globales de valor. Por el contrario, América Latina y el Caribe experimenta desde mediados de la década de 2010 un preocupante proceso de desintegración comercial y productiva.     In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth.     The Regional Comprehensive Economic Partnership (RCEP) concluded between Asian Pacific States in 2020 is expected to change regional and global trade patterns. Based on a Computable General Equilibrium model (including 41 countries and 39 sectors), the underlying paper evaluates the impact of firstly, RCEP on trade between Latin American and Caribbean (LAC) and Asian Pacific member countries, and secondly, a hypothetical free trade area in LAC and thirdly, a free trade agreement within and between the two regions. Results are analyzed on the country —and sector— level by type of agent (small and medium-sized, MSMEs, and large companies).The model outputs imply a boost in trade in the Asian Pacific region caused by the RCEP agreement coming into force, while trade volumes of LAC countries would contract. This likely targets primarily exports of natural resources and low —and medium— technology manufacturers based in LAC.

    Industry and financial profiles of MENA firms may underpin the observation that MENA country exports are below potential and skewed toward low value-added goods that are unable to spur rapid job creation and inclusive growth. To assess this link, the paper combines analysis highlighting external financing as a determinant of export performance, and analysis highlighting sector asset tangibility and governance. Why? Because high value-added sectors tend to have higher shares of intangible assets and to create innovative products requiring substantial research and development or investments, thereby making these sectors more dependent on external financing. Using sector- and firm-level export data with country-level indicators, the results indicate that countries with more developed financial sectors and stronger governance tend to have higher exports from sectors that are more reliant on finance external to the firm, and lower exports from sectors with higher shares of tangible assets. Interestingly, financial sector development boosts exports less in MENA than in non-MENA countries. To foster expansion of higher value exports, the results suggest a critical need for: (i) deeper financial sector development that strengthens market-based systems, such as asset registries and credit reporting agencies, and (ii) strengthening of legal and governance frameworks
