    La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     El análisis de la situación macroeconómica de los países requiere contar, sobre todo en momentos de alta volatilidad financiera, con información oportuna del comportamiento de los flujos financieros. Sin embargo, las estadísticas de flujos de capitales de balanza de pagos se publican con un retraso de tres meses en la mayoría de los países de la región. Este documento construye, mediante dos metodologías distintas, variables sustitutivas (proxy) de los flujos de capitales para 14 países de América Latina, para las que se comprueba que guardan una estrecha correlación con las series de flujos de balanza de pagos.Su frecuencia mensual y su sencilla construcción permiten conocer el comportamiento de los flujos financieros con algunos meses de antelación a la publicación de las estadísticas oficiales de balanza de pagos, de modo de contar con información más oportuna para la toma temprana de decisiones y medidas de política.     El espacio rural ha sufrido grandes transformaciones en el curso de las últimas décadas, como la disminución de la participación del empleo y el valor agregado agropecuario en el total de la actividad económica, una mayor interdependencia del sector agropecuario con otros sectores como la manufactura y los servicios, y una creciente importancia de los procesos de aprendizaje e innovación. No obstante estas transformaciones, el espacio rural sigue teniendo un gran peso en la estructura económica de la región.En este libro se plantea la necesidad de contar con una política industrial rural que promueva un cambio estructural basado en la innovación, un mayor valor agregado, mejores condiciones de empleo y de vida, y en armonía con el medio ambiente. La propuesta parte de la experiencia de la Comisión Económica para América Latina y el Caribe (CEPAL) en el fortalecimiento de cadenas de valor rurales, y ofrece un enfoque novedoso de la política industrial y el desarrollo del espacio rural, temas que tradicionalmente han sido tratados por separado. En el libro también se presenta la metodología de la CEPAL en materia de cadenas de valor, y se analizan de manera comparada los procesos de fortalecimiento de las cadenas rurales en torno a productos primarios y agroindustriales y al turismo rural.     El análisis de la situación macroeconómica de los países requiere contar, sobre todo en momentos de alta volatilidad financiera, con información oportuna del comportamiento de los flujos financieros. Sin embargo, las estadísticas de flujos de capitales de balanza de pagos se publican con un retraso de tres meses en la mayoría de los países de la región. Este documento construye, mediante dos metodologías distintas, variables sustitutivas (proxy) de los flujos de capitales para 14 países de América Latina, para las que se comprueba que guardan una estrecha correlación con las series de flujos de balanza de pagos.Su frecuencia mensual y su sencilla construcción permiten conocer el comportamiento de los flujos financieros con algunos meses de antelación a la publicación de las estadísticas oficiales de balanza de pagos, de modo de contar con información más oportuna para la toma temprana de decisiones y medidas de política.
