    This report reviews economic literature on collective bargaining systems. The studies studying the association of collective bargaining systems and employment, productivity ja wages can not establish causality and the literature is quite thin. The existing results show that coordinated systems are associated with higher employment rate, centralized systems are associated with lower productivity growth and decentralized systems are associated with higher wages. Studies do not support the claim that decentralization of collective bargaining would lead to dumping of terms of employment. Studies on wage stickiness show that wages in Finland are sticky in international comparison and that adjustment to shocks happens more through employment than wages. The bargaining systems have decentralized in Europe during the last decades. Finland has maintained its system based on coordinated sector level agreements while comparison countries moved to a more decentralized but coordinated system in the 1990s. In European comparison, Finland has high levels of trust, low levels of tension between management and employees, good participation possibilities for employees and developed social dialogue in workplaces.

    This paper analyses the heterogeneous effects of the decentralization of collective bargaining on the incidence of wage increases and wage dispersion in Finland. We use linked employer-employee panel data for the 2005-2013 period, which includes major changes in bargain-ing systems and economic conditions. Our regression results from models with high-dimensional individual and firm fixed effects show that decentralized bargaining leads to very different outcomes for blue- and white-collar employees. Decentralized bargaining decreases wage dispersion among blue-collar employees and slightly increases it among white-collar employees. Decentralization also affects the incidence of wage in-creases differently for blue- and white-collar employees. We argue that these differences reflect the different preferences of the employee groups. We also show that the fallback option in local negotiations affects the decentralization outcomes.

    Using information on collective agreements and administrative data on mental ill-health, sickness absence, and job separations, we study the effect of decentralization on well-being at work in Finland. Our regression results with individual-and firm-level fixed effects show that decentralized wage bargaining leads to distinct outcomes for different employee groups. For example, white-collar employees in white-collar intensive firms show increased well-being at work. In contrast, all employees in blue-collar intensive firms show quite strong and negative responses to decentralization. Decentralization affects mostly job-separation behavior and mental ill-health, whereas no consistent effects for sickness absence are observed. Whether the mechanisms between decentralization and worker's well-being is explained by pay dispersion, wage level, or different preferences toward wage policy needs to be explored further.

    Although blockchain technology and cryptocurrencies have grown in popularity over the past years, there does not seem to be a consensus if they bring any value to economic interactions. In this paper, I argue that a fundamental value the blockchain provides is commitment. I develop a model of an entrepreneur, who can create a network for her users. She can decide to retain control of the network with centralized implementation through a regular company, or surrender control over the network with a decentralized implementation through the blockchain. Users that join the network are subject to a locked-in effect. I show that a decentralized implementation of the network is (i) preferred by the entrepreneur and (ii) a Pareto improvement, if and only if the size of the locked-in effect is sufficiently large.

    In recent years, new regulations have been proposed in different parts of the world to re-define the relationship between online service platforms and their workers. These regulations aim to give gig economy workers flexibility in how they conduct their work, and put a limit on how much control platforms can impose over them.Focusing specifically on control over workers’ ability to set their prices and their ability to work across multiple platform apps, this dissertation aims to understand the key operational trade-offs platforms face when choosing how much flexibility to give to its workers.In the first chapter Pricing Control and Regulation on Online Service Platforms, I build a model of a monopolistic service platform to identify when it is in the best interest of a platform to give pricing control to its workers. Taking a mechanism design approach, I identify the optimal fee structure that a platform can adopt to maximize its profits.In the second chapter Multi-homing Across Platforms: Friend or Foe?, I build a model of two platforms where each can control the monetary terms it offers to its users and also decide whether to allow its workers to accept work from the competing platform. I find that some platforms benefit from letting their workers use the competing platform. In markets that exhibit economies of scale, workers’ flexibility to use multiple platforms reduces each platforms’ ability to differentiate themselves through service quality, dampening price competition between platforms.In the third chapter Centralized or Decentralized Pricing With Platform Competition, I build a model of two competing service platforms that can individually choose whether to give pricing control to its workers or not. I identify a key trade-off: when platforms take charge of the prices in the market, they can control for the adverse effects of competition among servers, but they expose themselves to price competition with other platforms. Giving pricing control to the servers makes platforms susceptible to server competition, but dampens the competition between platforms.

    We develop an endogenous growth model to simulate the long-term impact of Italy's National Recovery and Resilience Plan (NRRP) on the persistent North-South productivity gap. Our model underscores public investment as a catalyst for sustained economic growth and highlights the reliance of local government quality on the surrounding social capital. In regions with low social capital, local investment management diminishes efficiency due to prevalent misappropriation. In contrast, centralized management enhances the effectiveness of public action in these situations. The NRRP's overall effect therefore relies on the government level to which investment management is assigned. Our quantitative exercises show that compared to centralization, decentralization weakens the NRRP's impact on the relative position of the South. However, even under our best scenario - centralized management - the NRRP only slightly reduces the NorthSouth productivity gap from 75% to 76.4%. Finally, our research highlights the pivotal role of a reform aimed at maintaining central control over Southern public investments well beyond 2026, when the NRRP's actions and governance are due to stop. This type of reform can potentially yield more substantial, positive, and lasting impacts on the region.

    Recently, Finnish forest industries shifted from sectoral collective bargaining to firm-level bargaining, and the IT services industry shifted to a hybrid of sector- and firm-level bargaining. Using administrative data on monthly wages and the synthetic difference-in-differences method, I study the causal effects of collective bargaining decentralization on the level and dispersion of wages. Despite the substantial change in the level of collective bargaining, I generally find muted effects on the level and dispersion of wages. I find positive and economically and statistically significant effects on wage levels and within-firm wage dispersion only for blue-collar workers in the paper industry. The results are, in many respects, similar to those reported previously, especially by studies using credible designs. A possible explanation for the modest changes in the level and dispersion of wages is that employers still face fairly strong unions. Unions also have substantial bargaining power locally, which limits the scope of changes due to bargaining decentralization. It should also be noted that these results are short-term results and long-term results may be different.

    We explore how government fragmentation affects public education provision by examining the case of Chile, which created 11 municipalities between 1994 and 2004. Using territories that sought, but failed to, achieve independence as controls, we find that schools in newly created municipalities, on average, experienced a standard deviation decline of 0.2 in elementary school mathematics performance. In addition, fragmentation led to a high turnover and increased job insecurity of classroom teachers and school management teams in newly created municipalities. In contrast, we found that reducing the size of the original municipalities school networks does not impact student outcomes or school personnel. Overall, our findings point to specific unintended educational effects of policies that seek to enhance horizontal decentralization.
