    La discriminación pocas veces es directamente observable, lo cual ha llevado al uso de distintas estrategias para su medición, una de las cuales es el autorreporte de las experiencias de discriminación. En esta línea se encuentra la propuesta de las Naciones Unidas para el seguimiento de las Metas 10.3 y 16.b. de los ODS, que considera como indicador la proporción de la población que declara haberse sentido personalmente discriminada o acosada en los últimos 12 meses por motivos de discriminación prohibidos por el derecho internacional de los derechos humanos. Sin embargo, la mayoría de las Oficinas Estadísticas en la región todavía no recoge la información necesaria para producir medidas con base en la discriminación autorreportada.En este documento se presentan y examinan algunas de las preguntas más utilizadas para la medición de la discriminación en base al autorreporte en los países desarrollados y en América Latina, y se discuten los principales desafíos metodológicos que se enfrentan en la implementación de este tipo de mediciones, teniendo en perspectiva su posible instrumentación en las encuestas de hogares multipropósito desarrolladas periódicamente por las Oficinas Estadísticas de los países de la región.     With the advent of the Covid-19 pandemic, labour-force survey non-response rates have surged in many countries. We show that in the case of Canada, the bulk of this increase can be explained by the suspension of in-person interviews following the adoption of telework in Federal agencies, including Statistics Canada. Individuals with vulnerabilities to the Covid-19 economic shock-i.e., the young, low-educated, lowsalary, low job-tenure individuals, and those working in occupations with low telework potential-have been harder to reach and have been gradually less and less represented in the Canadian Labour Force Survey (LFS) during the pandemic. Using exogenous variation in the assignment of individuals to the different LFS rotations, we present evidence suggesting that the decline in employment and labour-force participation have been underestimated over the March-July 2020 period. We believe, however, that these non-response biases have been moderate when contrasted with the unprecedented severity of the Covid-19 disruption. Furthermore, since attrition only represents a minor part of the non-response increase, we argue that one should not expect additional difficulties when using panels as compared to cross-sectional samples, and when using public-use LFS files instead of restricted-access files. All in all, the LFS remains a reliable data source for analyzing the economic impact of Covid-19 in a timely manner.

    Economic data engineering deliberately designs novel forms of data to solve fundamental identification problems associated with economic models of choice. I outline three diverse applications: to the economics of information; to life-cycle employment, earnings, and spending; and to public policy analysis. In all three cases one and the same fundamental identification problem is driving data innovation: that of separately identifying appropriately rich preferences and beliefs. In addition to presenting these conceptually linked examples, I provide a general overview of the engineering process, outline important next steps, and highlight larger opportunities

    The field of behavioral taxation dates back at least to the 1950s. In this contribution I will explore the opportunities and challenges in the area, with a particular focus on tax compliance. I will focus on the data required to make further progress, discussing what can be improved when working with surveys and how the field could benefit from open government data initiatives. I focus on collaborative efforts among scientists as well as with the government or the tax administration and examine many potential areas of exploration. The opportunities currently emerging due to digitalization provide not only interesting avenues for collaborations but also a natural method of using tools such as lab and field experiments. In addition, I will discuss potential dangers faced by the field of behavioral economics that also threaten the field of behavioral taxation.

    At the request of the authorities, a remote multi-topic statistics diagnostic mission for Uzbekistan took place during March 1-19, 2021.1 In close cooperation with officials of the State Committee of the Republic of Uzbekistan on Statistics (SSC), the Central Bank of Uzbekistan (CBU), and the Ministry of Finance (MOF), the mission (i) assessed the collection, compilation, and dissemination practices for the datasets covered by the mission; (ii) identified key high-level priorities and developed a medium-term action plan for statistical improvement and the associated capacity development (CD) needs; and (iii) developed a roadmap for subscription to the Special Data Dissemination Standard (SDDS). The mission covered the following topics: national accounts (NA) and prices, 2 government finance statistics (GFS) including public debt, external sector statistics (ESS), monetary and financial statistics (MFS), and SDDS subscription

    This report examines the extent of cross-border trade in services on the island of Ireland and the characteristics of the firms participating in this trade. Although services make up a substantial and growing portion of economic activities in both Ireland and Northern Ireland, data limitations have resulted in less focus being placed on services flows when compared to goods trade. Given the strong links established between exporting and economic growth, an understanding of the structure and composition of trade is necessary to provide evidence for a supportive policy environment for firms and to enhance further all Island economic links. A key contribution of the report is a stocktake of the various data sources available on cross-border services trade. This draws attention to some of the differences in data collected in Ireland and Northern Ireland and where there are data gaps that could be addressed in the future. Given the differences in data sources, some caveats are made throughout the report on direct comparisons and a recommendation is made for the benefits of collection of more systematically comparable data on an all-island basis.
