The coronavirus disease (COVID-19) pandemic has had an unprecedented impact in Latin America and the Caribbean. It has become the worst economic and social crisis in a century and has exposed significant structural gaps in the region’s development model. A profound transformation is necessary, eschewing the temptation to view the pandemic as an accident or a parenthesis instead of as the signal that a new direction must be taken because the world has reached what is increasingly seen as a transformative crossroads. A new social contract is needed and a new global pact must be forged. The region must shift its model towards an inclusive and sustainable development pattern that guarantees the conditions necessary for governance and in which there is a balance between economic growth, social inclusion and environmental sustainability. This balance, among other factors, will need to be sustained by political partnerships that place equality at the centre of development and sustainability, as the key to sustainable development. In the days, months and years to come, it will be imperative to strive for reconstruction and transformation with equality and sustainability. Introduction .-- I. The economic and social effects of COVID-19 and measures taken in Latin America and the Caribbean .-- II. Strategic discussions in times of pandemic .-- III. Eight proposals from ECLAC for reconstruction and transformation with equality and sustainability .-- IV. Concluding remarks.

Global asymmetries influence policies for recovery in Latin America and the Caribbean. Nearly 30 years after the Earth Summit and the global adoption of an international development agenda, in practical terms the environmental pillar of the 2030 Agenda for Sustainable Development has not been taken into consideration in recovery policies in the region. This has created major problems in terms of the medium- and long-term direction of regional economies. On balance, recovery measures —which have focused on maintaining consumption or offsetting falls in it— have weakened non-health public services, territorial monitoring, and social and governmental monitoring functions. Transfers to support consumption strengthen an unsustainable development pattern and recovery measures prolong the anchoring to an approach that results in high vulnerability to environmental impacts, with unchanged or increased dependence on fossil fuels. The region is squandering the opportunity to use the recovery effort to enhance production and consumption patterns and improve the quality and coverage of public services, which the coronavirus disease (COVID-19) pandemic has shown to be very important. This Special Report is the thirteenth in a series prepared by the Economic Commission for Latin America and the Caribbean (ECLAC) on the evolution and impacts of the COVID-19 pandemic in Latin America and the Caribbean. I. Stylized facts of two processes that are difficult to reverse: a worsening environmental situation and setbacks with the 2030 Agenda for Sustainable Development. -- II. By targeting recovery spending, the opportunity to boost transformative sectors has been lost and this, coupled with the uncritical demand in recovery, underlines the unsustainable nature of thepre-pandemic development pattern .-- III. Aligning policies for the big push forsustainability, as a pillar of the recovery.

Resumen .-- Introducción .-- I. El Ariari .-- II.

In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism. This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth. The document concludes with policy recommendations for advancing towards a renewed model for inclusive and sustainable growth. Foreword .-- I. The present and future of globalization: crises, environmental emergency .-- II. Production structure and policies for sustainable development .-- III. Inequality, employment and social policy .-- IV. Sectoral considerations: drivers of sustainable development .-- V. Policies to transform the development model .-- Tables.

The rapid advance of digital technologies and their increasingly cross-cutting applications have driven global transformations that are affecting the entire economy and all of society. The coronavirus disease (COVID-19) pandemic marked a turning point in terms of how widely digital solutions are used, as they became vital tools for maintaining social and productive activities under the restrictions on face-to-face activities and movement put in place during the health emergency. This more widespread adoption of digital technologies —especially of the most advanced ones linked to intensive use of data and smart solutions— is disrupting consumption, business and production models, enabling new forms of value creation with potential impacts on well-being, economic competitiveness and care for the environment. Today, digitalization is seen as a key instrument for the transition to a new, more inclusive and sustainable development model. However, the countries of Latin America and the Caribbean still face a series of structural challenges that prevent effective adoption of digital technologies. Progress towards an inclusive and sustainable digital transformation requires a number of measures and actions, which are addressed in this document. Foreword .-- Chapter I Global change driven by digitalization .-- Chapter II Infrastructure, connectivity and skills: the foundations for a sustainable and inclusive digital transformation .-- Chapter III Key factors for accelerating digitalization in Latin America and the Caribbean .-- Chapter IV Agendas, institutional framework and new partnerships for the digital transformation .-- Chapter V. Policy recommendations.

Recent economic, political and social changes and the accelerated digital revolution, along with the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, are the new backdrop for the review of cooperation between the members of the Community of Latin American and Caribbean States (CELAC) and the European Union. The end goal is renewed and dynamic collaboration based on multilateralism, which goes beyond trade integration and strengthens the shared vision and values of both regions. This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identifies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”. It examines factors that drive investment and the development of real production integration, encourage technology transfer and innovation, favour the inclusion of micro, small and medium enterprises, and improve States’ responsiveness to citizens’ demands. In short, it aims to outline the path to progressive structural change with stronger productivity, more and better jobs, and higher wages. In other words, to establish cooperation that helps to build more modern, productive and inclusive societies. Foreword .-- I. Latin America and the Caribbean and the European Union in the new global context .-- II. An economic, social and environmental overview .-- III. The keys to more inclusive production development: the role of knowledge and digitalization .-- IV. Trade and production integration between the European Union (EU) and Latin American and the Caribbean .-- V. Micro-, small and medium-sized enterprises (MSMEs): key actors for development .-- VI. New institutions to carry forward the development process in Latin America and the Caribbean .-- VII. Opportunities for cooperation between the European Union and Latin America and the Caribbean.

Industry and financial profiles of MENA firms may underpin the observation that MENA country exports are below potential and skewed toward low value-added goods that are unable to spur rapid job creation and inclusive growth. To assess this link, the paper combines analysis highlighting external financing as a determinant of export performance, and analysis highlighting sector asset tangibility and governance. Why? Because high value-added sectors tend to have higher shares of intangible assets and to create innovative products requiring substantial research and development or investments, thereby making these sectors more dependent on external financing. Using sector- and firm-level export data with country-level indicators, the results indicate that countries with more developed financial sectors and stronger governance tend to have higher exports from sectors that are more reliant on finance external to the firm, and lower exports from sectors with higher shares of tangible assets. Interestingly, financial sector development boosts exports less in MENA than in non-MENA countries. To foster expansion of higher value exports, the results suggest a critical need for: (i) deeper financial sector development that strengthens market-based systems, such as asset registries and credit reporting agencies, and (ii) strengthening of legal and governance frameworks

This paper develops a novel methodology to measure the quantity of jobs and value of wages embodied in exports for a large number of countries and sectors for intermittent years between 1995 and 2011. The resulting Labor Content of Exports database allows the examination of the direct contribution of labor to exports as well as the indirect contribution via other sectors of the economy for skilled and unskilled labor. The analysis of the new data sets documents several new findings. First, the global share of labor value added in exports has been declining globally since 1995, but it has increased in low-income countries. Second, in line with the standard Hecksher-Ohlin trade model, the composition of labor directly contained in exports is skewed toward skilled labor in high-income countries relative to developing countries. However, that is not the case for the indirect labor content of exports. Third, manufacturing exports are a key source of labor demand in other sectors, especially in middle- and low-income countries. And the majority of the indirect demand for labor spurred by exports is in services sectors, whose workers are the largest beneficiaries of exporting activities globally. Fourth, differences in the labor value added in exports share across developing countries appears to be driven more by differences in the composition of exports rather than in sector labor intensities. Finally, average wages typically increase rapidly enough with the process of economic development to more than compensate the loss in jobs per unit of exports. The paper also includes the necessary information to build the Labor Content of Exports database from the original raw data, including stata do-files and matlab files, as well as descriptions of the variables in the data set

At the beginning of the twenty-first century, intergenerational relations remain a key aspect of the future development and sustainability of the European social model. In the present paper, patterns of intergenerational support and the main driving factors behind individuals' transfer behavior are explored. In particular, the data form the Survey of Health, Ageing, and Retirement in Europe are utilized to shed light on the main factors behind the likelihood and intensity of social support, and financial help provided to and received from other family members by ageing and elderly Europeans. The analysis also takes into consideration patterns and factors correlated with grandparenting activities. Finally, special attention is devoted to the condition of those individuals who are sandwiched between care obligations toward their elderly parents and young adult children. It is shown that the likelihood of the exchange of support between family generations is highest in Scandinavian countries and lowest in Southern Europe. The intensity of support follows an opposite North-South gradient. In addition, relevant gender-related inequalities are documented. In general, time-demanding support obligations are more likely to fall on the shoulders of women in the early stage of their later life, while mainly benefitting elderly men

This document is a joint effort of the Economic Commission for Latin America and the Caribbean (ECLAC), the European Union and the European Union-Latin America and the Caribbean Foundation (EULAC Foundation), which identi¬fies many areas in which cooperation is crucial, especially for economies experiencing “development in transition”.
