    Este reporte forma parte de las actividades que se realizan en el marco de cooperación entre el programa GET.transform y la CEPAL para el Foro Técnico Regional de Planificadores Energéticos, con el objetivo de entregar a los países miembros del Foro hallazgos relevantes identificados tras un extenso proceso de entrevistas a representantes de instituciones de planificación de países selectos de América Latina y el Caribe. Los cinco capítulos del estudio ofrecen elementos asociados a prácticas recurrentes en la planificación energética. Tras la sistematización de la información, se ha logrado establecer cinco categorías o pilares que habilitan una transición energética justa y que engloban los elementos mencionados. Se espera que esta iniciativa contribuya al entendimiento común de los planificadores de la región, a fin de difundir el conocimiento necesario para el intercambio energético entre países y eventualmente una integración energética regional. Resumen .-- Introducción .-- I. Implementación de mercados competitivos para apuntalar el desarrollo económico de la región .-- II. Modernización de la red eléctrica para mejorar la eficiencia, flexibilidad y la confiabilidad en la gestión de los recursos eléctricos .-- III. Fomento de recursos distribuidos de energía limpia para avanzar hacia el acceso universal y resiliencia .-- IV. Integrar el planeamiento energético entre sectores y a nivel regional para fomentar el uso de ER y alcanzar los objetivos de desarrollo sostenible y cambio climático .-- V.     This publication recommends actions to enable the machineries for the advancement of women to strengthen gender mainstreaming in public policy instruments and implementation actions in relation to climate change. This would enable the lead agencies and managers responsible for the implementation of public policies on behalf of gender equality and women’s autonomy to become more actively involved, and to play a transformative leadership role in the climate change response, both nationally and internationally. The objectives are to ensure that gender equality and the autonomy of all women and girls, in their diversity, are prioritized and comprehensively addressed in the climate change actions deployed both nationally and regionwide; and to enable women to participate fully as climate actors, bolstering their resilience and that of their communities to fulfil the 2030 Agenda and achieve the goals of the Paris Agreement.The document is also addressed to the institutions that form the gender architecture in the different branches and levels of government, along with civil society entities, especially feminist organizations, academic sectors, and, in general, all sectors interested and involved in promoting public policies in response to climate change and the coronavirus disease (COVID-19).

    La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     Following the partial lifting of nuclear-related sanctions in November 2013 under the interim Joint Plan of Action (JPOA), Iran's economy rebounded in 20141 and is estimated to have expanded by 0.5 percent in 2015. A less accommodative monetary policy stance reduced inflationary pressures, with the Consumer Price Index falling to 8.9 percent in February 2016, from a peak of 45.1 percent in June 2013. Notwithstanding this positive development,the pace of job creation has remained weak and the unemployment rate rose to 11.7 percent in 2015, up from 10.6 percent in 2014. The fiscal balance of the central government also deteriorated, mostly due to low oil prices, from a deficit of 1.2 percent of GDP in 2014 to a deficit of 2.7 percent of GDP in 2015. Similarly, the current account surplus is estimated to have shrank from 3.8 percent of GDP in 2014 to 0.6 percent of GDP in 2015 due to falling oil receipts

    Han pasado 30 años desde la adopción del Convenio sobre Pueblos Indígenas y Tribales, 1989 (núm. 169) de la Organización Internacional del Trabajo (OIT) y, a pesar de que los Estados de América Latina reconocieron plenamente los derechos de los pueblos indígenas, este continúa siendo uno de los colectivos con mayor rezago en materia económico-social, aun cuando la región ha logrado grandes avances en este ámbito.Un importante reto que enfrenta la región es la construcción de sociedades pluriculturales, inclusivas, equitativas y no discriminatorias. En este escenario, la Agenda 2030 para el Desarrollo Sostenible constituye una oportunidad para la plena inclusión de los pueblos indígenas, que conlleva el desafío de comprender el paradigma del buen vivir, tanto para repensar el modelo de desarrollo vigente como también por sus implicaciones en la garantía de los derechos de estos pueblos.La Comisión Económica para América Latina y el Caribe (CEPAL) y el Fondo para el Desarrollo de los Pueblos Indígenas de América Latina y el Caribe (FILAC), consecuentes con el compromiso y el desafío de visibilizar la situación de los pueblos indígenas, presentan en esta ocasión conocimiento actualizado relativo a los derechos territoriales y la situación de los bosques, la demografía y el derecho al bienestar de estos pueblos. Se espera que ello contribuya al seguimiento de la implementación de la Agenda 2030 y a las acciones urgentes que se requieren para acelerar el cumplimiento de los compromisos asumidos por los países de la región.     If financial markets are to realign towards truly sustainable development the financial sector needs to differentiate commercial actors more accurately on their climate and environmental performance. A potential breakthrough to help in this challenge is the emerging field of ‘Spatial Finance’, the independent assessment of the location of a company’s or a country’s assets and infrastructure using ground data, remote sensing observations and modelled insights, offers a potentially transformative means to gain improved quantitative ESG insights. Rapid development is required if spatial finance is to deliver in the short term. In this report, authors outline a possible taxonomy and hierarchy for spatial finance, showing how discrete forms of technology, approaches and data can be considered within a single consistent framework. Using this framework, spatial finance could provide insights at differing scales for different applications from the asset-scale for project finance, to company-scale for investment, to country scale for sovereign debt. Throughout the document authors provide insights into current cutting-edge developments within the field, illustrated with case studies from practitioners and data providers, and explore potential future developments

    In a regional and international context of weak growth, high inflation and growing inequality, the countries of Latin America and the Caribbean must focus policies on reactivating, rebuilding and transforming economic and production systems to advance towards low-carbon and high-tech economies that address climate change and reduce their historical gaps, structural heterogeneity and dualism.This document considers the complex conditions that pose significant challenges to accelerating growth, tackling high inflation and the cost-of-living crisis, maintaining transfers to the most vulnerable households, mitigating the social costs of the crisis and boosting investment. Its chapters analyse the dynamics of globalization and the policy challenges in changing the production structure and moving towards sustainable development. In addition, they consider strategies for reducing inequality and creating universal protection systems and decent jobs in a challenging world. Nine strategic sectors expected to drive a big push for sustainability are examined through the prism of green growth.     Enhancing Competitiveness in the Face of Disasters presents the case to government decision-makers, tourism private sector stakeholders, and development partners that the industry must act urgently to integrate resilience as a core component of its competitiveness agenda. Its objectives are to: build knowledge of how and why the tourism sector is vulnerable to disaster and climate risks; raise awareness of disaster and climate impacts on tourism competitiveness; examine barriers to proactive mitigation and risk-informed decision-making; and present examples of approaches in different countries. The report flags the need for research and methodology in this emerging field and proposes a Resilient Tourism Framework to integrate preparedness, response, and recovery actions into the sector. This report is part of a series under the World Bank’s Resilient Industries Program, which proposes ways to integrate disaster and climate resilience considerations into the industrial development investment projects the World Bank supports. Its flagship report, Resilient Industries: Competitiveness in the Face of Disaster, details a Resilient Industries Framework which informs the Resilient Tourism Framework

    This policy brief has the objective of profiling disaster risk management policies in five selected member states of the Caribbean Development and Cooperation Committee: The Bahamas, Belize, The Dominican Republic, Haiti and Jamaica, and analyze their interactions with broader development issues and instruments, such as national development plans and climate change adaptation strategies. To this end, firstly, it presents the five pillars for Disaster Risk Managenent (DRM), namely risk identification, risk reduction, preparedness, financial protection, and resilient recovery, as well as their applications to disaster assessments.1 Secondly, it describes the integration of DRM into development policies. The structure of the analysis will allow countries to identify strengths and weaknesses of the DRM policies and how they interact with other planning and development instruments. Finally, it presents policy recommendations to strengthen the role of DRM and to improve the use of resources through multisectoral projects that build resilience to disasters and climate change.

    La nueva generación de estándares de sostenibilidad para la minería, muchos de ellos aún en desarrollo, dan un tratamiento más integral a las temáticas ambientales y sociales, ampliándose hacia aspectos tales como las emisiones de gases de efecto invernadero, los impactos sobre la biodiversidad y el uso de agua, entre otros. Asimismo, comienzan a abrazarse más decididamente herramientas como la trazabilidad, hasta ahora un desafío importante considerando la gran cantidad de actores que forman parte de la cadena productiva de los metales y minerales.En este documento se describen las tendencias globales para visibilizar los aspectos sociales y ambientales en las cadenas de abastecimiento de la minería y se da cuenta de las principales iniciativas de alcance global y de las iniciativas en los países andinos. El documento concluye con una serie de conclusiones y recomendaciones para los países andinos.Una acción concertada y proactiva en estas materias puede favorecer el liderazgo de la región. Por el contrario, la falta de una acción decidida podría menoscabar las oportunidades subyacentes para la industria minera de la región vinculadas a la mayor demanda por minerales asociada a la transición global hacia las tecnologías limpias y el desarrollo de las tecnologías digitales.     La pandemia de COVID-19 ha desnudado nuestras fragilidades y constituye un hecho global que ha revelado la insostenibilidad de un estilo de desarrollo sustentado en la profundización de las desigualdades, la extensión de la precariedad de la reproducción social, la destrucción ambiental y el debilitamiento del multilateralismo y la cooperación internacional.En este documento se reafirma que la igualdad y la sostenibilidad deben estar en el centro de las propuestas de apoyo, rescate y reactivación económica. Poner en el centro indicadores sociales y ambientales para definir las políticas contracíclicas parece crucial. Entre ellos, privilegiar la defensa del empleo y los salarios, del vasto tejido productivo de la economía social y popular y de las pequeñas y medianas empresas, priorizar el apoyo directo al ingreso de las personas y las familias, construir y fortalecer una fiscalidad progresiva, apoyar caso por caso a empresas grandes en dificultades condicionados a criterios sociales, ambientales, fiscales y de gobernanza, reconvertir los patrones de producción y consumo en lógica de sostenibilidad, así como construir el nuevo régimen de bienestar y protección social que garantice derechos, seguridad y vida digna para todas las personas.     Este reporte forma parte de las actividades que se realizan en el marco de cooperación entre el programa GET.transform y la CEPAL para el Foro Técnico Regional de Planificadores Energéticos, con el objetivo de entregar a los países miembros del Foro hallazgos relevantes identificados tras un extenso proceso de entrevistas a representantes de instituciones de planificación de países selectos de América Latina y el Caribe. Los cinco capítulos del estudio ofrecen elementos asociados a prácticas recurrentes en la planificación energética. Tras la sistematización de la información, se ha logrado establecer cinco categorías o pilares que habilitan una transición energética justa y que engloban los elementos mencionados. Se espera que esta iniciativa contribuya al entendimiento común de los planificadores de la región, a fin de difundir el conocimiento necesario para el intercambio energético entre países y eventualmente una integración energética regional. Resumen .-- Introducción .-- I. Implementación de mercados competitivos para apuntalar el desarrollo económico de la región .-- II. Modernización de la red eléctrica para mejorar la eficiencia, flexibilidad y la confiabilidad en la gestión de los recursos eléctricos .-- III. Fomento de recursos distribuidos de energía limpia para avanzar hacia el acceso universal y resiliencia .-- IV. Integrar el planeamiento energético entre sectores y a nivel regional para fomentar el uso de ER y alcanzar los objetivos de desarrollo sostenible y cambio climático .-- V. Fortalecer la armonización regulatoria y el diseño de mercado para fomentar la integración regional.

    This publication recommends actions to enable the machineries for the advancement of women to strengthen gender mainstreaming in public policy instruments and implementation actions in relation to climate change. This would enable the lead agencies and managers responsible for the implementation of public policies on behalf of gender equality and women’s autonomy to become more actively involved, and to play a transformative leadership role in the climate change response, both nationally and internationally. The objectives are to ensure that gender equality and the autonomy of all women and girls, in their diversity, are prioritized and comprehensively addressed in the climate change actions deployed both nationally and regionwide; and to enable women to participate fully as climate actors, bolstering their resilience and that of their communities to fulfil the 2030 Agenda and achieve the goals of the Paris Agreement.The document is also addressed to the institutions that form the gender architecture in the different branches and levels of government, along with civil society entities, especially feminist organizations, academic sectors, and, in general, all sectors interested and involved in promoting public policies in response to climate change and the coronavirus disease (COVID-19).
