    This study explores the responses to the COVID-19 pandemic by the Bank of Central African States (BEAC), which is the central bank for countries in the Central African Economic and Monetary Community (CEMAC), that is, Cameroon, Chad, Gabon, Equatorial Guinea, Central African Republic, and the Republic of Congo. While hitherto, BEAC had fundamentally focused on fighting inflation and promoting monetary integration and financial stability in its member states, the COVID-19 pandemic, among other factors, has motivated it to also shift its policies towards targeted credit programmes and more economic growth. This study sheds light on four core aspects: (i) the socio-economic context of the CEMAC region prior to the COVID-19 pandemic, (ii) BEAC as a lender of last resort, (iii) historical, contemporary, and future insights surrounding targeted credit programmes, and (iv), suggestions for the path forward in terms of reforms, with emphasis on inclusive growth and monitoring economic development at the regional level.

    The study analyses the nature of the nexus between budget deficit and economic growth given inflation trends. It focuses on data from the six CEMAC countries for the period 2000 to 2021. The employs unit root tests and the generalized method of moments (GMM) for the empirical evidence. The following results are established: (i) the level of inflation above and below which the nexus between budget deficit and economic growth changes sign is about 1.8%. (ii) Below this threshold, each 1% decrease in budget deficit induces an increase in economic growth of about 0.30%; but above the threshold, economic growth decreases by 1 % when budget deficit increases by 0.08%. In view of the war in Ukraine and the global economic situation, which require countries to take adequate measures to strengthen the resilience of their economies, including through high-impact economic activities, any national policy aimed at reducing the budget deficit should be preceded by the reduction of inflation to below 1.8%. Otherwise, any measures put in place by the monetary authorities to stabilize prices would not have the expected effect on economic growth and would hence, be counterproductive. In terms of theoretical underpinnings, at the inflation threshold, the findings are consistent with the "Ricardian equivalence" theorem on the absence of any tangible incidence of budget deficits on economic prosperity while above (below) the inflation threshold, the findings are in line with neoclassical economists (Keynesian perspective) on a negative (positive) linkage between budget deficits and economic growth. This study complements the extant studies by providing thresholds at which budget deficit affects economic growth.

    The creation of the economic and monetary community of central Africa (CEMAC) in 1994 as the successor to the economic and customs union of central Africa (UDEAC) engendered much hope in the sub-regional integration process of the Central African States, a region which had faced many challenges in the preceding thirty years. Marked by a plethora of institutions, CEMAC recorded certain advances which still remain sub-optimal when taking into consideration its integration calendar. In reality, the problem faced by integration in the CEMAC sub-region is not related to the quality of the treaties, but concerns the limited technical capacity, the divergent attitudes of the member countries towards regional integration and sometimes, the absence of sanctions against States which do not respect Community norms. This reality is highlighted within the framework of this contribution with the goal of demonstrating the importance of CEMAC Member States taking their responsibilities accordingly.
