    In this challenging book, James R. Taylor and Elizabeth J. Van Every argue that partly as a result of the introduction of information and communications technology into the workplace, the nature and authority of the traditional bureaucratic form of organization is being called into question. While not espousing technological determinism, they contend that developments in telecommunications, and computer software, constitute at one and the same time, a globalization and a fragmentation of organizational communications. These trends transcend the bounds of bureaucratic lines of control and integration, and presage the emergence of new organizational forms.Suggesting that existing models of the organization as a rational machine are no longer adequate to explain or to cope with the complexity of the organizational changes taut are occurring in an information economy, Taylor and Van Every outline a communication-based alternative. Their approach explores the technology's impact on the transactional and symbolic dimensions of organization, and its implications for radical 're-framing' of management's own role.The book touches on important issues in at least three major areas of research: organizational theory, informational technology, and the information society. Taylor and Van Every's interdisciplinary synthesis focuses attention on the fundamental nature of modern organizations from a unique communicational perspective.Taylor and Van Every identify problems which are having and will continue to have a significant impact on business, governance, and society

    Organizations, both non-profit and for-profit, needs to allocate labor for both production as well as internal administration. If this allocation is skewed towards internal administration, organizations, and especially non-profit organizations, might develop sclerosis over time with too much labor allocated to internal administration compared to production. Using detailed registry data on all individuals working at Swedish universities and colleges, we document a rapid increase in the number of qualified administrators, both in the number of employees and in total wages paid for these. This increase is not present in less qualified administration, and is mainly driven by an increase by a few professions such as communication and human resources. The increase does not lead to a significant reduction, or increase, in the time that researchers and teachers spend on administration. This in turn suggests that Swedish higher education over-allocates resources to high-skilled administration.

    Direct measurement of corruption is difficult due to its hidden nature, and measuring the perceptions of corruption via survey-based methods is often used as an alternative. This paper constructs a new non-survey based perceptions index for 111 countries by applying sentiment analysis to Financial Times articles over 2005-18. This sentiment-enhanced corruption perception index (SECPI) captures not only the frequncy of corruption related articles, but also the articles' sentiment towards corruption. This index, while correlated with existing corruption perception indexes, offers some distinct advantages, including heightened sensitivity to current events (e.g., corruption investigations and elections), availability at a higher frequency, and lower costs to update. The SECPI is negatively correlated with business environment and institutional quality. Increases in the perceived incidence or scope of corruption influences economic agents' behaviors, and thus economic dynamics. We found that when the SECPI is at least one standard deviation above the mean, the growth per capita falls by 0.65 percentage point on average, with more pronounced impacts for emerging market and low income countries

    This paper examines whether IMF lending is associated with increases in outflows to offshore financial centers (OFCs), known for bank secrecy and asset protection, relative to other international destinations. Using quarterly data from the BIS on bilateral bank deposits, we are unable to detect any positive and statistically significant effect of IMF loan disbursements on bank deposits in OFCs. The result holds even after restricting the sample to the duration of the IMF program, where disbursement quarters and non-disbursement quarters should be subject to similar degrees of macroeconomic stress. It is also robust to using the scheduled tranche of disbursements as an instrument for actual disbursements. While the effects vary by the type and conditionality of the IMF program, as well as the amount of lending, none of the effects are found to be positive and statistically significant. We also estimate whether the recent surge in emergency lending, during the Covid-19 crisis, is associated with an increase in outflows to OFCs but find no evidence to support this

    There is a clear and persistent inequality of bureaucratic employment between individuals with a bureaucrat parent and those without. Using the recent anti-corruption campaign in China as a quasi-experiment, we investigate how endeavors for counter-corruption affect inequality and potential cronyism in bureaucratic employment through inter-generational transmission. First, we conduct a difference-in-differences analysis to compare changes in the probability of working in bureaucracy after the campaign came into effect in different provincial administrative divisions of mainland China, between individuals with a bureaucrat parent and those without. We find that before the campaign, bureaucrats' children were over 13 percentage points more likely to work in bureaucracy, and that the positive selection on human capital can explain only 12-25 percent of this advantage of bureaucrats' children. However, after the campaign took effect, this premium significantly reduced by more than 5 percentage points. Moreover, we explore potential mechanisms through which anti-corruption efforts have diminished the inter-generational transmission of bureaucratic employment. We provide evidence that the campaign decreased the economic attractiveness of bureaucratic jobs, and that better outside options are more likely to explain the reduced inter-generational transmission. We do not find evidence supporting other two alternative channels: the insider information of bureaucrat parents on the campaign, or changes in perceptions of bureaucracy.

    Direct measurement of corruption is difficult due to its hidden nature, and measuring the perceptions of corruption via survey-based methods is often used as an alternative. This paper constructs a new non-survey based perceptions index for 111 countries by applying sentiment analysis to Financial Times articles over 2005-18. This sentiment-enhanced corruption perception index (SECPI) captures not only the frequncy of corruption related articles, but also the articles' sentiment towards corruption. This index, while correlated with existing corruption perception indexes, offers some distinct advantages, including heightened sensitivity to current events (e.g., corruption investigations and elections), availability at a higher frequency, and lower costs to update. The SECPI is negatively correlated with business environment and institutional quality. Increases in the perceived incidence or scope of corruption influences economic agents' behaviors, and thus economic dynamics. We found that when the SECPI is at least one standard deviation above the mean, the growth per capita falls by 0.65 percentage point on average, with more pronounced impacts for emerging market and low income countries

    This paper examines whether IMF lending is associated with increases in outflows to offshore financial centers (OFCs), known for bank secrecy and asset protection, relative to other international destinations. Using quarterly data from the BIS on bilateral bank deposits, we are unable to detect any positive and statistically significant effect of IMF loan disbursements on bank deposits in OFCs. The result holds even after restricting the sample to the duration of the IMF program, where disbursement quarters and non-disbursement quarters should be subject to similar degrees of macroeconomic stress. It is also robust to using the scheduled tranche of disbursements as an instrument for actual disbursements. While the effects vary by the type and conditionality of the IMF program, as well as the amount of lending, none of the effects are found to be positive and statistically significant. We also estimate whether the recent surge in emergency lending, during the Covid-19 crisis, is associated with an increase in outflows to OFCs but find no evidence to support this

    This new edition of What Not reinstates the original, suppressed pages that were removed after its first publication, and restores the integrity of Rose Macaulay’s original vision. No other edition of What Not in print contains this material. What Not was a significant influence on Aldous Huxley’s Brave New World, fourteen years later, as he borrowed her ideas about goverment-enforced breeding and classification, without revealing where those ideas came from. Published in 1918, What Not was hastily withdrawn due to potentially libellous pages, and was reissued in 1919, but had lost its momentum. Now republished for the first time with the suppressed pages reinstated, What Not is a lost classic of feminist protest at social engineering, and rage at media manipulation. Kitty Grammont and Nicholas Chester are in love. Kitty is certified as an A for breeding purposes, but politically ambitious Chester has been uncertificated, and may not marry. Kitty wields power as a senior civil servant in the Ministry of Brains, which makes these classifications, but does not have the freedom to marry who she wants. The popular press, determined to smash the brutal regime of the Ministry of Brains, scents an opportunity for a scandalous exposure. Aldous Huxley was a frequent guest at Macaulay’s flat while she was writing What Not. Fourteen years later, his Brave New World borrowed many of Macaulay’s ideas for Huxley’s own prophetic vision. The introduction is by Sarah Lonsdale, senior lecturer in journalism at City University London.
