    This paper empirically examines the behavioral precautionary saving hypothesis by Koszegi and Rabin (2009) stating that uncertainty about future income triggers saving because of loss aversion. We extend their theoretical analysis to also consider the internal margin, i.e., the strength, of loss aversion, and empirically study the relation between income risk, experimentally elicited loss aversion and precautionary savings. We do so using a sample of 640 individuals from the low-income population of Bogotá, characterized by limited financial education and subject to substantial income risk. In line with the theoretical predictions, we find that an increase in income risk is associated with higher savings for loss-averse individuals, and that this increase in savings grows with the degree of loss aversion. Thus, as suggested by Koszegi and Rabin (2009), but contrarily to common assumptions, our findings establish that loss aversion is not necessarily an obstacle to saving, and thus identify new approaches of increasing saving among individuals with low financial education.

    As increased migration, particularly to urban centres, and digitalisation play a greater role in development cooperation, more research on how these phenomena interact will become critical. Information communication technologies (ICTs) offer pathways for potentially making it easier for migrants to settle in, whether it be through e-government programmes or by accessing social networks that can help in finding housing and work. To better understand how ICTs fit into urban migrants' lives, we gathered new survey data in Bogota comparing how long-term residents, short-term residents, and Venezuelan migrants access and use ICTs. We identified a new factor that influences internet access among migrants after controlling for economic and social factors: duration of time in a neighbourhood. While migrants initially lag behind their neighbours in ICT and internet access, the longer they stay in one neighbourhood, the more likely they are to gain access to these technologies. Indeed, over time, our data shows that migrants become more likely than their neighbours to gain access to ICTs and the internet when they continue to stay in the same neighbourhood. Our results also show that uptake of e-government services remains a challenge. Citizens generally do not interact with their governments more than a few times a year, and migrants may not interact at all. Especially when working with vulnerable or "hidden" populations, development organisations need to put significant resources into education and outreach so that the populations they are trying to reach know about e-government services, and their value. The data collected in Bogota paints a potentially positive picture about using ICTs with migrants and migrant communities. By effectively engaging migrants early on and meeting basic initial needs such as housing or access to identification, development and humanitarian agencies could help migrants gain greater access to ICTs and make use of e-government platforms.

    Die vorliegende Dissertation analysiert die Mentalitäten der bürgerlichen Bewohner Bogotas 19. Jahrhundert. Einblicke in die Fremd- und Eigenperspektiven der Bogotaner werden durch die Analyse von Reiseliteratur gewonnen. Methodologisch stützt sich die Arbeit auf den Vergleich zwischen europäischen Reiseberichten aus dem 19. Jh., Chroniken aus dem 16. Jh. sowie zwei kolumbianische Romane aus dem frühen 20.. Jh. Die Texte werden historiographisch behandelt; obwohl sie unterschiedlichen literarischen Genres angehören, weisen sie einen gemeinsamen autobiographischen Charakter auf. Aus den Erfahrungen und Gedanken der Reisenden werden v.a. die Auswirkungen der geographischen und sozialen Isolation thematisiert, sowie die Einflüsse von politischen und religiösen Diskursen auf die Bildung von bürgerlichem Gedankengut.

    This paper empirically examines the behavioral precautionary saving hypothesis that uncertainty about future income triggers an increase in saving because of loss aversion. Guided by the theoretical model of Koszegi and Rabin (2009), we first extend their theoretical analysis to also consider the internal margin, i.e., the strength, of loss aversion, and then empirically study the relation between income risk, experimentally elicited loss aversion, and precautionary savings. We do so using a sample of 640 individuals from the low-income population of Bogotá, characterized by limited financial education and subject to substantial income risk. In line with the theoretical predictions, we find that an increase in income risk is associated with higher savings for loss-averse individuals, and that this increase in savings grows with the degree of loss aversion. An accompanying laboratory experiment confirms that an exogenous increase in income risk causally leads to this observed pattern. Thus, consistent with the theoretical predictions derived from the model of Koszegi and Rabin (2009), but in contrast to common assumptions, our findings establish that loss aversion is not necessarily an obstacle to saving, and thus identify new approaches of increasing saving among individuals with low financial education.

    Kurz vor Erscheinen seines fulminanten Debütromans Am Anfang war das Meer (1983) zog der kolumbianische Schriftsteller Tomás González mit seiner Frau und seinem Sohn aus ökonomischen Gründen von Bogotá in die USA und lebte zunächst drei Jahre in Miami und dann 16 Jahre in New York. 2002 kehrte er nach Kolumbien zurück.In unserer Auswahl von 13 Erzählungen wird dieser Lebensweg in gewissem Sinn literarisch nachgezeichnet. Die ersten sechs Texte spielen in den USA, die letzten sechs in Kolumbien, dazwischen das Bindeglied einer befreienden Rückkehr.Das Spektrum von González’ Themen und literarischen Mitteln ist breit. Eine nebensächliche Zeitungsmeldung in New Orleans verwandelt der Autor in die unsterbliche Story von Carola Dicksons verrückter Ausfahrt zur Rettung der Welt. In der Geschichte des demenzkranken Don Rafael und dessen Frau Jesusita beschert er uns eine spannende Variation – die Umkehrung – des Orpheus-und-Eurydike-Motivs. In anderen Texten gibt es Szenen von Beckettscher und Tschechowscher Qualität.Peter Stamm sagte über ihn: »González schreibt einen sehr trockenen, aber zugleich unglaublich atmosphärischen Stil. Die Geschichten sind dunkel, aber es ist, als leuchteten sie von innen.«
