In order to prepare and employ naval power and contribute to national defense, the Brazilian Navy, through its programs and projects, seeks to develop means of implementation of naval war operations and actions suitable for its main tasks - sea denial and control, and power projection. A significant portion of these efforts is the Submarine Development Program (PROSUB), which the ultimate purpose is to develop the first Brazilian nuclear-powered submarine. This paper aims to emphasize the importance of PROSUB (especially regarding the nuclear submarine) to the accomplishment of the Brazilian Navy constitutional mission and to the country’s development and security, notably stressing its positive externalities (in technological, human resources and social terms) and the importance of its continuity and enhancement.

The interaction between the sea and the economy gives this environment enormous strategic importance. The forms of economic exploitation are diverse and include sectors such as energy, fishing, tourism, transportation, biotechnology, and shipbuilding. For Brazil, country with an extensive coastline and vast maritime space, its relevance is especially evident. In this scenario, it is fundamental to elaborate public policies aimed at maritime economic activities. For this purpose, a survey of the numbers referring to such activities is essential for a correct understanding of their dimension. Thus, the objective of this text is to point out the importance of measuring in a continuous and systematic way the Brazilian Maritime GDP, through a specific methodology, as well as to identify the main motivation for this initiative. Based on the descriptive inference method and on bibliographic survey, it was possible to verify the need to use updated data to support the formulation of public policies and decision-making on the subject, as well as to broaden the debate within other actors, such as academia, private sector and civil society.

Brazil is a country with a maritime vocation, whose development is intrinsically associated with the sea. The Brazilian coast and jurisdictional waters' extension constitute a challenge on themselves to the national defense. The presence of fundamental potentialities for the country, such as valuable natural resources, important urban centers and large population concentrations along the coast, and communication routes underline the importance of watching and protecting this area, called Blue Amazon. In order to provide adequate means to protect this large area, the Navy has developed strategic programs. One of these programs is the Blue Amazon Management System (SisGAAz), which currently goes through a reformulation due to the country's budgetary restraints. This study aims to demonstrate the importance of developing and implementing SisGAAz to monitor the Blue Amazon. It also discusses the implications of its reformulation, as well as the possible alternatives.

The United Nations Organization, after adopting the 2030 Agenda for Sustainable Development and establishing its seventeen goals, took a step further in its commitment to ocean conservation, declaring the Decade of Ocean Science for Sustainable Development (Ocean Decade), from 2021 to 2030. The actions undertaken in this area aim to guarantee that ocean science can support the States in order to achieve all the content of the 2030 Agenda, especially in what is related to the conservation of the ocean. Brazil, by assuming the commitments listed in the document launched during the United Nations Sustainable Development Summit, however, has faced a series of challenges related to the implementation of the Sustainable Development Goals (SDGs), in particular, SDG 14 "Life below water - conserve and sustainably use the oceans, seas and marine resources". Based on this premise, this article aims to demonstrate the urgent need to implement the SDGs, in particular SDG 14, to achieve the results of the Ocean Decade. To this end, at first, the association between the 2030 Agenda and the Ocean Decade is analyzed, noting the importance of the ocean for promoting sustainable development. The second section seeks to highlight the essentiality of SDG 14 for life below water, approaching the Ocean Decade as fundamental for actions in favor of conservation and sustainable use of the ocean in the present and future. And, complementing the present analysis, there is a discussion about the Brazilian strategies to reach the goals of SDG 14, considering in particular the role of the blue economy.
