    The high outward mobility that has characterised the countries in the Western Balkan (WB) region over the past three decades is often seen as tightly linked to severe labour market imbalances and persistently low utilisation of human capital over time. To shed light on these issues, we estimate a system of equations that accounts for the effects of labour market determinants and human capital on migration and vice versa. The period under analysis is 2005-2019 and considers mobility from five of the WB countries to the EU15. The empirical results confirm the importance of wage gaps and their changes as an important pull factor for driving outward mobility from the WB region that can be persistent over time. Also, gaps in human capital emerge as a powerful determinant for explaining mobility into countries where returns on human capital are higher.

    Over the new year, tensions between Serbia and Kosovo rose once again. This occurred in the context of negotiations on a new European Union (EU) proposal - also known as the Franco-German or "European" proposal aimed at formalising relations between Belgrade and Pristina, much along the lines of the 1972 Basic Treaty between the two Germanys. On 27 February, there was a breakthrough in the negotiations: Both sides agreed on the text of the proposal, although it has not yet been signed. Additionally, the prioritisation of individual issues in the so-called implementation map has not yet been determined, which could cause further disputes. To ensure the adoption and full realisation of the agreement, the EU should not only assess its progress in the con­text of the EU accession negotiations of both countries. It should also estab­lish specific implementation and monitoring mechanisms that will secure more modest interim targets for the implementation of individual issues in the agreement. This is the only way to successfully implement the new agreement.

This multi-disciplinary essay collection critically examines conditions and representations of old age and aging in Eastern and Southeastern Europe from various perspectives of the humanities and social sciences. By shedding light on these culturally specific contexts, the contributions widen our understanding of the aging process in all its diversity and demonstrate that a shift in perspectives might in fact challenge a number of taken-for-granted positions and presumptions of Aging Studies Biographical note: Dagmar Gramshammer-Hohl (PhD) is Senior Lecturer in the Department of Slavic Studies at the University of Graz, Austria. She specializes in literary and cultural studies with a focus on Russian literature, gender, migration and age/aging studies. D. Gramshammer-Hohl was granted the Prof. Paul Petry Award in Aging Studies in 1998; she is an alumna of the Austrian Academy of Sciences and a member of the European Network in Aging Studies. Oana Ursulesku (M.A.) is a Ph.D. student at the University of Novi Sad, Serbia, and the University of Graz, Austria. Her focus in research is on literary studies and plurilingualism
