    Dieser Bericht greift mit der output-orientierten Regulierung (OOR) eine aktuelle Entwicklung in der Regulierungspraxis auf, die insbesondere durch die Energiewende an Relevanz gewinnt. Ziel der OOR ist die gezielte Beanreizung vorgegebener Leistungsziele (Outputs), die im Rahmen einer ansonsten vorwiegend auf Kosteneffizienz ausgerichteten Anreizregulierung nicht im gesellschaftlich erwünschten Maße gefördert werden. Dabei ersetzt OOR nicht die bestehende Erlösobergrenze der Anreizregulierung, sondern ergänzt diese um Erlöselemente (wie Bonus/Malus-Zahlungen), die an das Erreichen regulatorisch vorgegebener Outputziele gekoppelt sind. In der zu Grunde liegenden Studie wurden die zentralen ökonomischen Gründe für den Einsatz output-orientierter Regulierungsinstrumente erörtert sowie konkrete Anwendungsbereiche für die Regulierung von Stromnetzbetreibern aufgezeigt und diskutiert. Dabei stehen drei Begründungen für OOR im Vordergrund: 1. value creation, 2. Whole System Approach, und 3. kostenseitige Verzerrung und Risiko. Häufig lassen sich die Begründungen auf externe Effekte zurückführen, die mittels OOR internalisiert werden können. Dabei ist die konkrete Umsetzung jedoch je nach Anwendungsbereich mit Herausforderungen verbunden, die im Rahmen der Untersuchung nur angedeutet werden konnten und einer tiefer gehenden Analyse bedürfen.

    Successful innovation is essential for the survival and growth of organizations but how best to incentivize innovation is poorly understood. We compare how two common incentive schemes affect innovative per- formance in a field experiment run in partnership with a large life sciences company. We find that a winner-takes-all compensation scheme generates significantly more novel innovation relative to a com- pensation scheme that offers the same total compensation, but shared across the ten best innovations. Moreover, we find that the elasticity of creativity with respect to compensation schemes is much larger for teams than individual innovators.

    We study the impact of government-led incentive systems by examining a staggered reform in the Chinese state-owned enterprise (SOE) performance evaluation policy. To improve capital allocative efficiency, in 2010, regulators switched from using return on equity (ROE) to economic value added (EVA) when evaluating SOE performance. This EVA policy adopts a one-size-fits-all approach by stipulating a fixed cost of capital for virtually all SOEs, ignoring the potential heterogeneity of firm-specific costs of capital. We show that SOEs did respond to the performance evaluation reform by altering their investment decisions, more so when the actual borrowing rate was further away from the stipulated cost of capital. Our paper provides causal evidence that incentive schemes affect real investment and sheds new light on challenges faced by economic reforms in China

    We categorize the primary incentive-based mechanisms under consideration for addressing greenhouse gas emissions from electricity generation--pricing carbon, setting intensity standards, and subsidizing clean energy--and compare their market outcomes under similar expansions of clean electricity generation. While pricing emissions gives strong incentives to first eliminate generation with the highest social cost, a clean energy standard incentivizes earliest phaseout of the generation with the highest private cost. We show that the importance of this distinction depends on the correlation between private costs and emissions rates. We then estimate this correlation for US electricity generation and fuel prices as of 2019. The results indicate that the emissions difference between a carbon tax and clean energy standard that phase out fossil fuel generation over the same timeframe may actually be quite small, though it depends on fossil fuel prices during the phaseout. We also discuss how each of these policy options is likely to impact electricity prices, quantity demanded, government revenue, and economic efficiency. Large pre-existing markups of retail electricity prices over marginal costs are likely to considerably weaken or even reverse the usual assumed efficiency advantage of carbon pricing policies over alternatives, including direct subsidization of clean electricity generation

    Regulators of new products confront a tradeoff between speeding a new product to market and collecting additional product quality information. The FDA's Breakthrough Therapy Designation (BTD) provides an opportunity to understand if a regulator can use new policy to innovate around this tradeoff--i.e., whether it improved regulator productivity by allowing products to come to market more quickly without compromising quality. We find that the BTD program shortened clinical development times by 23 percent and did not impact the ex post safety profile of drugs with the designation. In exploring mechanisms, we find that the BTD program had the greatest impact on less experienced firms and was associated with reduced BTD clinical trial design complexity. The results suggest that targeted regulatory innovation can shorten R&D periods without compromising the quality of new products

    This study was prepared by Andreas Kuhlmann, while he was working with the Ifo Institute for Economic Research. It was completed in September 2006 and was accepted as a Ph.D. thesis by the Economics Department of the University of Munich. The subject of this study is the analysis of network industries with particular emphasis on privatization in this field in general and regulation and productivity measurement of the German electricity industry in particular. The methodological approach is threefold. The chapter on privatization is based on a theoretical model, followed by a chapter on the institutional and politico-economic background of the German and the US electricity industries. The following two chapters provide empirical productivity analyses based on a growth accounting fiamework. A major share of the data that are utilized for this exercise is taken trom a new database of the Ifo Institute which has been built up in the last two years for the purpose of productivity analyses.
