    The Income Maintenance Experiments have received renewed attention due to growing international interest in a Basic Income. Proponents viewed a Negative Income Tax as a replacement for traditional welfare with stronger work incentives and reduced poverty. However, existing labor supply estimates for single parents are uniformly negative. We reassess the experimental evidence and find randomization failure in two NITs (Gary and Seattle). In Denver and Manitoba, we find a positive labor supply response for those on welfare prior to random assignment. Our results provide strong evidence that a NIT can increase work activity among single parents on welfare.

    Workfare programs are one of the most popular social protection and employment policy instruments in the developing world. They evoke the promise of efficient targeting, as well as immediate and lasting impacts on participants' employment, earnings, skills and behaviors. This paper evaluates contemporaneous and post-program impacts of a public works intervention in Côte d'Ivoire. The program was randomized among urban youths who self-selected to participate and provided seven months of employment at the formal minimum wage. Randomized subsets of beneficiaries also received complementary training on basic entrepreneurship or job search skills. During the program, results show limited impacts on the likelihood of employment, but a shift toward wage jobs, higher earnings and savings, as well as changes in work habits and behaviors. Fifteen months after the program ended, savings stock remain higher, but there are no lasting impacts on employment or behaviors, and only limited impacts on earnings. Machine learning techniques are applied to assess whether program targeting can improve. Significant heterogeneity in impacts on earnings is found during the program but not post-program. Departing from self-targeting improves performance: a range of practical targeting mechanisms achieve impacts close to a machine learning benchmark by maximizing contemporaneous impacts without reducing post-program impacts. Impacts on earnings remain substantially below program costs even under improved targeting

    Mit dem "Teilhabechancengesetz" wurden zum Jahresbeginn 2019 die Instrumente "Eingliederung von Langzeitarbeitslosen" (§16e SGB II) sowie "Teilhabe am Arbeitsmarkt" (§16i SGB II) eingeführt. Beide Instrumente richten sich gleichermaßen an langzeitarbeitslose Leistungsberechtigte, die auch bei guter Arbeitsmarktlage nur geringe Aussichten auf eine ungeförderte Beschäftigung und damit auf ein Leben jenseits staatlicher Transferzahlungen haben. Damit rückt eine Teilgruppe unter den erwerbsfähigen Leistungsberechtigten in den Fokus der arbeitsmarktpolitischen Förderung, die über Jahre hinweg faktisch von regelmäßiger Erwerbstätigkeit und den darüber vermittelten Teilhabemöglichkeiten ausgeschlossen ist. Entsprechend besteht das Kernanliegen beider Instrumente darin, den Geförderten die Beteiligung am Arbeitsleben zu eröffnen und dadurch zur Verbesserung ihrer Beschäftigungsfähigkeit, ihrer Arbeitsmarktchancen und ihrer gesellschaftlichen Teilhabemöglichkeiten beizutragen. Zusammen mit der Einführung beider Förderinstrumente hat der Gesetzgeber auch deren umfassende wissenschaftliche Evaluation beschlossen. Die Evaluation erfolgt im Rahmen der Wirkungsforschung nach §55 Abs. 1 SGB II und obliegt damit dem Institut für Arbeitsmarkt- und Berufsforschung (IAB). Im Fokus der Studie stehen insbesondere die Implementation der Maßnahmen auf Ebene der Jobcenter, ihr betrieblicher Einsatz sowie ihre Wirkungen auf die Beschäftigungsfähigkeit, die Arbeitsmarktchancen und die gesellschaftliche Teilhabe der Geförderten. Der vorliegende Bericht dokumentiert den aktuellen Arbeits- und Erkenntnisstand der wissenschaftlichen Evaluation. Despite the decline of unemployment in recent years, long-term unemployment remains one of the major challenges for the German labour market. For that reason another two active labour market programmes were introduced in 2019. Both measures address long-term unemployed people with very poor labour market prospects. While the key objective of the first measure is to improve participants' chances on the regular job market, the second one intends to strengthen participants' prospects of social inclusion. Both programmes are designed as a wage subsidy for employers. The evaluation aims at a comprehensive analysis of the institutional implementation, the operational use at the establishment level as well as the individual effects of both labour market programmes. This report documents the current status of the evaluation and provides first research results.

    This report on Estonia is the seventh country study published in a series of reports looking into how policies connect people with jobs. It discusses the set-up and performance of active labour market policies (ALMPs) in Estonia. In particular, the report analyses the institutional and regulatory framework of ALMP provision in Estonia, assesses the need for ALMPs in the Estonian population and evaluates whether ALMPs reach the people they are targeted to. For that purpose, the report relies on the analysis of a rich set of linked administrative data which allow to identify the labour market obstacles faced by people furthest from the labour market, and identify gaps and overlaps in the ALMPs and related support provided to them.

    Arbeitslosengeld-II-Beziehende sind grundsätzlich verpflichtet, Anstrengungen zu unternehmen, um ihren Leistungsbezug zu beenden oder zu verringern. Dazu zählt die Pflicht zur Arbeitssuche und Teilnahme an angebotenen Maßnahmen der aktiven Arbeitsmarktpolitik. Eine Ausnahme von dieser Regelung betrifft Bedarfsgemeinschaften, die Kinder unter drei Jahren betreuen. Hier kann sich ein Partner auf die Erziehung des Kindes berufen und muss dem Arbeitsmarkt nicht zur Verfügung stehen, kann dies aber auf freiwilliger Basis tun. Der vorliegende Forschungsbericht untersucht anhand von administrativen Daten zunächst, wie sich die Arbeitsmarktverläufe von Eltern im Arbeitslosengeld-II-Bezug in den ersten vier Lebensjahren ihres Kindes entwickeln. Des Weiteren wird analysiert, in welchem Umfang Mütter und Väter in diesem Zeitraum von den Jobcentern in gemeinsamen Einrichtungen aktiviert werden. Im Sinne von Aktivierung werden sowohl Betreuungstermine im Jobcenter als auch Teilnahmen an arbeitsmarktpolitischen Maßnahmen betrachtet. Die Stichprobe für diese Untersuchungen umfasst Bedarfsgemeinschaften, in denen in den Jahren 2014 oder 2015 ein Kind geboren wurde und die zumindest am Tag der Geburt des Kindes Arbeitslosengeld II bezogen. [...] Recipients of unemployment benefit II are required to undertake efforts to end or reduce their dependance on benefits. This includes the obligation to search for a job or to participate in measures of active labour market policy. One exception to this rule applies to benefit units caring for a child under the age of three, where one partner does not have to be available to the labour market, but can do so on a voluntary basis. This report uses administrative data to analyse how the labour market participation of parents receiving unemployment benefit II develops during the first four years after the birth of their child. Furthermore, the report examines the extent to which mothers and fathers are being activated by the job centres during this period. Hereby, activation comprises both appointments at the job centre as well as participation in active labor market programs. The sample for these analyses includes benefit units in which a child was born in 2014 or 2015 and which were receiving unemployment benefit II at least on the day of childbirth. [...]

    The combination of different working-age benefits, childcare costs and income taxation creates complexity, reduces work incentives and holds back employment. This paper compares Finland’s benefit system with two benefit reform scenarios: a uniform benefit for all (“basic income”) and a universal tapering rule (“universal credit”). The scenarios are modelled in the OECD TaxBen model and the TUJA microsimulation model. We find that replacing current benefits with a basic income would improve incentives for many, but with a drastic redistribution of income and likely increasing poverty as a result. Merging working-age benefits with similar aims and coordinating their tapering against earnings would on the other hand consistently improve work incentives and transparency, while preserving or improving social protection.

    The basic economic model of labor supply has a very clear prediction of what should be expected when an adult receives an unexpected cash windfall: they should work less and earn less. This intuition underlies concerns that many types of cash transfers, ranging from government benefits to migrant remittances, will undermine work ethics and make recipients lazy. This paper discusses a range of additional channels to this simple labor-leisure trade-off that can make this intuition misleading in low- and middle-income countries, including missing markets, price effects from conditions attached to transfers, and dynamic and general equilibrium effects. The paper uses this as a lens through which to examine the evidence on the adult labor market impacts of a wide range of cash transfer programs: government transfers, charitable giving and humanitarian transfers, remittances, cash assistance for job search, cash transfers for business start-up, and bundled interventions. Overall, cash transfers that are made without an explicit employment focus (such as conditional and unconditional cash transfers and remittances) tend to result in little to no change in adult labor. The main exceptions are transfers to the elderly and some refugees, who reduce work. In contrast, transfers made for job search assistance or business start-up tend to increase adult labor supply and earnings, with the likely main channels being the alleviation of liquidity and risk constraints

Major disincentives in Finland are related to tapering rules for unemployment benefits, social assistance and the housing benefit, the extended unemployment benefit for older workers, the childcare fee structure and the homecare allowance. Improved benefit design combined with efficient activation policies can reduce complexity and remove the strongest disincentives while minimising adverse fiscal and social impacts. Replacing current benefits with a basic income would improve incentives for many, but with a drastic redistribution of income and likely increasing poverty as a result. Merging working-age benefits with similar aims and coordinating their tapering against earnings would on the other hand consistently improve work incentives and transparency, while preserving social protection. Once the new income registry comes online, linking benefit payments to real-time incomes, combined with strengthened work incentives, would make for a truly efficient and inclusive benefit system, fit for the future of work.     Evidence on the effectiveness of workfare as an anti-poverty program in developing countries is weak compared with the relatively well-established role of public works during economic crisis as a social safety net. This paper contributes to evidence building by examining the impact of a large-scale workfare program in Bangladesh, the Employment Generation Program for the Poorest. Taking advantage of the program's distinguishable feature of direct wage transfer to a person's bank account, the paper uses accessibility to local banks as an instrumental variable to identify the program's impacts on rural social assistance beneficiaries. Based on locality-by-time fixed effects models over two rounds of locality panel data, the analysis finds that the Employment Generation Program for the Poorest has contributed to increasing overall household consumption and reducing outstanding loans. In particular, expenditures on quality food and health care have significantly increased, which likely helps individuals continue to engage in income-generating activities in the labor market. However, the implementation costs and poor quality of public assets built through work projects could potentially undermine the program's efficiency. Moreover, further evidence is required on the impacts of work experience through workfare on subsequent labor market outcomes and the value of public assets, to assess the program's effectiveness compared with administratively simpler alternative instruments such as unconditional cash transfers
