    The paper summarizes research on the heterogeneous experiences of actors in agriculture in Europe and the Americas between the First and Second World Wars. Following a period of increasing globalization of agricultural markets, the First World War sharply limited farming in the main combatant nations, which led to sharp increases in agricultural prices and farm incomes in countries outside the combat zones. During the 1920s the combatants experienced a return to normalcy, while farmers that experienced booms during the war went through hard times. During the Great Depression that followed, farm prices for most goods fell sharply and farm regions were flooded with unemployed workers. During both decades, most countries responded by raising tariffs and setting quotas on farm imports in an attempt to protect farmers, most often large farmers, against the drops in prices. After experimenting with aiding farmers through price guarantees in the 1920s, nearly every government in the 1930s regulated agriculture in some new way: by providing subsidies, setting minimum prices, purchasing surpluses, or limiting output. Often the regulations led to problems that led to new regulatory fixes while setting the precedents for the domestic farm programs that continue to protect farmers in the modern era

    Irrigation in the Eastern US receives little attention compared to the West, but farmers in humid states of the US, traditionally reliant on rainfall, have more than tripled irrigation since 1978. We examine this trend in Illinois where there has been a nearly threefold increase in center pivot irrigation systems (CPIS) installations since 1988. Specifically, we analyze where and when CPIS installations occur and their benefits in terms of annual crop yield, irrigated acreage, crop selection, and reduction in drought-related insurance payouts. To do so, we create a novel data set derived from a deep learning model capable of automatically identifying the location of CPIS during drought years along with annual county level crop, weather, and insurance data. The results indicate CPIS installations in Illinois are significantly more common over alluvial aquifers after droughts. Additionally, counties with a higher presence of CPIS do not have higher average crop yields, a shift to more water intensive crops, or an expansion of cropland. However, in drought years CPIS presence does have a significant positive effect on corn yield and a significant negative effect on indemnity payments for both soybeans and corn. The results provide insights into an emerging trend of irrigation in humid regions, raising potential policy considerations for crop insurance and signaling a potential need to address water rights as demand increases

    US crops face higher losses as growing season temperatures rise and destructive disasters become commonplace. The Natural Resources Conservation Service (NRCS) easement programs offer an adaptation strategy to improve agricultural resilience. Easements impact agricultural production directly by reducing planting on marginal land and indirectly by improving yields on surrounding cropland. I use national USDA data from the past three decades to build a county-level panel. I employ a regression model with two-way fixed effects to quantify how easement land share impacts yields, risk, as well as acres planted, failed, and prevented planted. A 100% increase in land share of wetland easements increases yields by 0.34%, 0.77% and 0.46% for corn, soybeans, and wheat. Easements improve yields by mitigating the effect of excess precipitation and extreme degree days. Wetland easements reduce soybean losses from excess moisture, heat, and disease by $3.59, $6.07 and $11.23 for each dollar of liability. I also find evidence of a spillage effect in which producers reduce soybean and wheat acreage but increase corn production. This work quantifies the ecosystem benefits of easement habitats and uncovers program externalities including yield spillovers and a spillage effect. My results have policy implications for future NRCS funding and targeting decisions
